Report to the Governor and General Assembly on the Keystone Recreation, Park and Conservation Fund July 1, 2012 June 30, 2013 The Keystone Recreation, Park and Conservation Fund Act (Key 93) became law in July 1993. Since that time, Key 93 has been a critical funding source for recreation, conservation, and state park and forestry operations. The Department of Conservation and Natural Resources (DCNR) uses funding from Key 93 for several purposes consistent with Act 50 of 1993 (P.L.359, No. 50.), referred to as the Keystone Act. The purposes include rehabilitation and upgrading state park and forest facilities; matching grants for planning, acquisition and development of county and local parks and trails; open space and land trust grants for natural areas and open space planning and acquisition; and rivers protection and conservation. The following report includes a comprehensive and all inclusive list of the projects and services provided by funding from Key 93. DCNR has relied on Key 93 to support conservation efforts and infrastructure improvements that protect the natural resources of the Commonwealth and provide a safe and healthy setting for public recreation. Funding is used to rehabilitate and upgrade state park and forestry infrastructure based on priorities such as health, safety and natural resource and open space protection and conservation. Key 93 is also DCNR s primary source of funding to support grants for recreation, park and conservation planning, acquisition, development education and technical assistance, planning for and acquisition of open space and critical habitat by land trusts, grants to nonprofit organizations and municipalities for rivers conservation and rails-to-trails planning, acquisition and development activities. Section 1 to this report is specific to the Keystone grant funding announced and committed in FY 2012-2013. The grants announced by the Governor included 49 trail projects; 79 community park projects; 5 river conservation projects; and land conservation projects that will conserve 3,238 acres of open space. In addition, 37 statewide, park, heritage, greenway and trail initiative projects were announced. Typically, each dollar of the Keystone Fund community grants leverages more than two dollars in direct private and local investments in parks, trails, community green spaces and libraries. These investments in turn generate hundreds of millions of dollars in economic activity, ranging from recreational purchases and wages to increased property values. Section 2 to the report is a list of projects committed in FY 2012-13, which are park and forest infrastructure construction, maintenance or rehabilitation projects and related administrative program costs. These figures represent spending on state park and forests projects only in FY 2012-13; and the projects listed are all in an active phase or complete.
