1. Introduction This document provides the service definition for the Software as a Service (SaaS) offered by Computer Aided Development Corporation Ltd (Cadcorp) through the Government Procurement Service G-Cloud III. Cadcorp is a British software development company focused on geographic information system (GIS) and web mapping software. We offer a complete suite of products - the Cadcorp Spatial Information System (Cadcorp SIS ) - addressing all phases of spatial information management. The service described in this document is based around the provision of Cadcorp Web Map Layers off-the-shelf web mapping software. Web Map Layers can be used across all areas of government business including: Central Government Local Government Emergency Services Transport Health Education The key benefits of the service described in this document are: Easy of use. Web Map Layers has been designed as an easy to use web mapping application with a familiar look-and-feel while providing the ability to run complex spatial queries. Rapid deployment. The service provided by Cadcorp allows a customer branded instance of Web Map Layers to quickly be set up, configured and deployed on a cloud based infrastructure. Standards. The service provided by Cadcorp is based on open and publically defined standards for both data supply and map- based queries. Experience. 2. Service Overview The service offered by Cadcorp through the Government Procurement Service G-Cloud III is based around the provision of Web Map Layers as a fully hosted service on an instance of Windows Azure, Microsoft s Cloud platform. Cadcorp will install, set up and manage an instance of Web Map Layers on behalf of the customer. The customer will be able to load updates to existing map overlays via a secure FTP area of the server. These updates will be automatically applied by a Cadcorp data management application. All changes and configuration to the application and server will be carried out by Cadcorp staff. 2.1 Web Map Layers Web Map Layers is a sophisticated off-the-shelf solution for Internet and Intranet mapping. It provides advanced capabilities for presenting and interrogating spatial data, accessed through an easy to use and familiar style of interface based on the widely used OpenLayers JavaScript library. Try the Web Map Layers Demonstrator Web Map Layers has been designed specifically for organisations wishing to share map-based information with a large community of non-expert users via a browser. This information can be considered as comprising a number of map layers, each of which is presented to the browser as a Web Map Service (WMS). Web Map Layers is much more than a web map publishing system. It supports intelligent maps. These are maps that have attribute data associated with defined geographic features. Consequently, Web Map Layers is capable of performing sophisticated spatial queries which are beyond the scope of graphic-oriented web publishing solutions. Web Map Layers comprises all the components required for a browser-based internet mapping solution: map controls, a geospatial web services engine, and administration in a single package. Web Map Layers offers a combination of generic viewing and interrogation capabilities out-of-the box. These include the following: Map window controls Map navigation Printing Gazetteering Redlining The G-Cloud Web Map Layers service includes the following additional web services adding further capabilities to the application: Find My Nearest - Once a location is identified the user can select the item they wish to find (e.g. school, library etc) in the drop down menu, and then select either the nearest or all with a user defined distance. About Property - About Property Web Service will tell users information about their property and could include things like When is my Bin collected?, Am I in an SSSI? or Is my house a listed building? The About Property web service uses the UPRN (Unique Property Reference Number) of the property in order to query the gazetteer database and identify which defined overlays containing area items, contain the address in question. Spatial Query - The Spatial Query web service allow users to search for items within an existing selectable feature or a user drawn polygon. The results are presented as a list of descriptive links, with a total number of results returned. Clicking on a link will take the user to the location of the feature and display the attributes of the feature in a pop-out dialog. The user can optionally see the results displayed on the map and export the results to CSV. 2.2 Initial Service Set up Cadcorp will complete the following tasks to set up the service prior to deployment : Data Configuration. Creation of project files and data files for base mapping, map cache and business layers. Setup and configuration of the Web Map Layers web.config. Deployment of Web Mapping Service. Configuration of Gazetteer and Search options (using Cadcorp Address Loader) or Code-Point Open. Configuration of Web Services. Data configuration, manipulation and presentation for use within the About Property, Find My Nearest and Spatial Query web services. Project Management. Initial project meeting to confirm customer requirements, assess data readiness for Web Map Layers and schedule the project. G-Cloud Service Definition February 2013 5

Note: Further set up and project management time would be required to meet any of the following additional requirements: Spatial data warehouse required for large quantities of data Advanced presentation of features using HTML Advanced Interface and styling changes Additional security settings 2.3 Customer Tasks The tasks that the customer will be responsible for are: Supply base mapping data and associated copyright statements for initial Web Map Layers installation Supply spatial business data for Web Map Layers and the associated web services along with styling preferences Supply Gazetteer data Supply list of Shortcuts (Bookmarks) allowing users to quickly jump to a location (Name of shortcut, Easting & Northing) Supply header images and styling information to give the Web Map Layers website a similar look and feel to the customer s corporate website. Arrange Domain Name System redirect to hosted Web Map Layers website Continue to supply raw base mapping data for Cadcorp to process at quarterly intervals Upload updates to other data overlays to a secure FTP area of hosted server. These updates will then be automatically applied by a Cadcorp data management application. The customer is responsible for the data quality of updates and to ensure that the data schema matches the original data. Format and frequency of updates to be agreed. 2.4 On-going tasks (Core and Optional) As part of the Cadcorp Web Map Layers G-Cloud Service, Cadcorp will continue to maintain the application, whilst at the same time ensuring good data currency for base mapping and business layers. The core G-Cloud III Web Map Layers application management tasks are: Application health check including monitoring resources High level data and security review Installing new software service releases as required Running and monitoring data management tasks G-Cloud Service Definition February 2013 6

3. Open Standards Cadcorp consistently adheres to interoperability standards throughout the design and development of the Cadcorp software. This ensures that supported data and services are accessible and open to as wide a range of users as possible. For government organisations that have a broad range of different IT suppliers a solution based on open standards is essential Cadcorp continues to pioneer the implementation of interoperability standards, particularly those ratified by the Open GeoSpatial Consortium (OGC ). Cadcorp has been a technical member of the OGC since 1995 and has served as Technical Representative to the OGC Management Committee. The OGC is an international industry consortium that includes a growing number of companies, government agencies and universities participating in a consensus process to develop publicly available interface specifications. OpenGIS Specifications support interoperable solutions that "geoenable" the Web, wireless and location-based services, and mainstream IT. As a member of the Technical Committee, Cadcorp has a large number of OGC certified-compliant implementations, all of which are built-in as standard across the Cadcorp SIS software range. 4. Open Source Software Cadcorp Web Map Layers provides an ideal mix between open source libraries and software developed in house based on industry standards. Open source components including GDAL and OpenLayers, allows our customers to meet their obligations to use open source software when available and enable Cadcorp to deliver a cost effective solution to our customers. Complementing open source components with in house developed software based on industry standards gives Cadcorp complete control over its own product content, development environment and future roadmap without being reliant on third party software. This approach allows Cadcorp to provide a fully supported, maintained and highly functional web mapping solution G-Cloud Service Definition February 2013 9

5. Pricing The prices for the Cadcorp Web Map Layers G-Cloud III service are: Initial application set up - 4,200 Cost per month - 725 Notes: The service price above is based is on the use of a Large VM 4 x 1.6ghz, 7GB RAM, 500GB Storage. There is an option for an Extra Large VM 8 x 1.6ghz, 14GB RAM, 500GB Storage. The monthly cost is 390. Additional Storage can be purchased for 10 per 100GB. The minimum term for the hosted service is 12 months. There is an option to invoice annually in advance or quarterly in advance. Additional management tasks can be purchased based upon a standard day rate of 900. This excludes expenses for any onsite consultancy and project management that may be required. 6. Service Management 6.1 On-boarding process Cadcorp aims to keep the Web Map Layers on-boarding process as simple as possible. In the first instance an organisation should contact the Cadcorp sales team and will be allocated a Cadcorp account manager. The contact details are: Email: Sales@cadcorp.com Tel: 01438 747 996 The Cadcorp account manager will advise the organisation on all aspects of the on-boarding process including order processing and provide clear instructions on tasks the customer needs to complete in order for Cadcorp to set up the service. These tasks include: Supply base mapping data for initial Web Map Layers installation and associated copyright statements Supply spatial business data for Map Layers and associated web services along with styling preferences Supply Gazetteer data Supply list of Shortcuts (Bookmarks) allowing users to quickly jump to a location (Name of shortcut, Easting & Northing) Supply header images and styling information to give the Web Map Layers website a similar look and feel to the customer s corporate website. Arrange Domain Name System redirect to hosted Web Map Layers website 6.2 Off-boarding process To initiate the off-boarding process the organisation should email their allocated Cadcorp account manager. Cadcorp will then arrange for the site to be taken down and customer data to be deleted as required. 6.3 Data Storage Locations Microsoft provide sub regions for suppliers to choose their preferred location for data storage location. Cadcorp has chosen West Europe. The Microsoft Auzre West Europe data centre is currently hosted in the Netherlands. 6.4 Support Boundaries / Interfaces Customers interface with the service via a secure FTP area of the server where the customer can upload updates to existing overlays. These updates will be automatically applied by a Cadcorp data management application. All changes and configuration to the application and server will be carried out by Cadcorp staff. 6.5 Performance Attributes Microsoft Azure provides a guaranteed level of service in the form of a 99.95% monthly SLA to reassure the customer and their users that the application will be available when they need it. In addition to this Cadcorp will use its reasonable endeavours to provide an 8 Working Hours speed of response by telephone or email. 6.6 Backup and Disaster recovery Back up and disaster recovery can be provided as required. Organisation should contact their Cadcorp account manager to discuss the options in more detail and to receive a formal quote. The service provided will be based on the Window Azure online backup provision and will allow Cadcorp to easily recover backups to any server. 6.7 Support Services Customers will have full access to Cadcorp support services between 09:00 and 17:30 on all Working Days. Support services can be accessed in the following ways: Telephone: 01438 747996 Email: support@cadcorp.com Customer Portal: http://portal.cadcorpsis.com/cadcorpportal/portalhome/tabid/36/default.aspx 6.8 Time for provisioning/de-provisioning Cadcorp will aim to provide the service within 15 working days or receiving an order and the customer completing their on-boarding tasks. The service can be removed form operation within 8 working hours and data can be deleted or returned to the client within 5 working days. Depending on the nature of the decommissioning and the amount of data required to be returned, there may be a cost for this service. Please discuss your de-provisioning requirements in more detail with your Cadcorp account manager at the appropriate time. 6.9 Browsers and thin client modes The service can be accessed through all standard internet browsers including Internet Explorer 8 or above, Chrome, and Safari. 6.10 Other client software The service can be accessed through all standard internet browsers including Internet Explorer 8 or above, Chrome, FireFox and Safari. 6.11 Terms and Conditions of Supply and Services Agreement The Cadcorp G-Cloud III Web Map Layers service definition is provided in accordance with the Cadcorp Standard Terms and Conditions of Supply and the Cadcorp G-Cloud III Licence, Support and Consultancy Services Agreement and the associated Cadcorp Statement of Work for G-Could III Services Agreement.
