Essential Job Functions: An employee in this position may be called upon to do any or all of the following essential functions. To perform this job successfully, an individual must be able to perform each essential function satisfactorily. 1. Provides back-up for answering the City s phone system. 2. Responds to telephone inquiries and counter requests regarding income tax and assessing questions. Perform routine customer service functions. 3. Compiles databases and spreadsheets. Is proficient in the use of the income tax and assessing software programs. 4. Maintains current and efficient filing systems for general office records, reports, complaints, and/or correspondence. 5. Keeps abreast of changes in income tax and assessing techniques, laws and procedures and updates professional skills and knowledge as directed by the Income Tax Administrator and Assessor. 6. Attend conferences and meetings as recommended by the Income Tax Administrator and Assessor. 7. Types various letters and other correspondence. Performs clerical tasks and records updates. 8. Perform mathematical computations, compiles descriptive statistics, prepare various records and reports and required.
2 Duties associated with Assessing 1. Assist with State Tax Commission procedurally approved appraisals for some types of commercial and all types of residential classed property. 2. Maintains public contact with contractors, commercial and residential sales people, attorneys, appraisers, and City residents. 3. Assist in determining the accuracy of property descriptions, details on condition of structures, property improvements and land use. 4. Assists in the preparation of the Ad Valorem, IFT, and Special Assessment Rolls and subsequent Tax Rolls. Assists in balancing rolls and data input. 5. Processes a diversity of recorded documents/ instruments with varying degrees of complexity; capable of interpreting complex Metes and Bounds descriptions, and researching legal description to verity authenticity. 6. Assist with maintenance and updates of assessing files to assure conformance to State requirements. 7. Perform related work as required. Duties associated with Income Tax Administration: 1. Enters income tax data into database and ensure the accuracy of entries. Entries consist of W-2 information, income tax refunds and payments, and changes of address and marital status. 2. Assists with processing income tax returns and related information. 3. Prepares and processes income tax compliance issues using information from the Michigan Department of Treasury and other date. Attends court hearings as needed. 4. Maintains the confidentially of income tax office material. 5. Processes, organizes and prepares donation records, such as with the Pool and Library. 6. Perform related work as required.

A Michigan Certified Assessing Officer Certificate (MCAO) or ability to obtain with 2 or 3 years of employment. Two years of office or clerical experience with some municipal experience preferred. Skill in accurately entering data, working with financial and numerical data, and efficiently processing transactions. Skill in reading and interpreting complex documents. Skill in maintaining complex public and confidential records systems according to statutory requirements, conducting research and preparing comprehensive and accurate reports. Skill in the use of office equipment and technology, including computers and related software, and the ability to master new technologies. Ability to effectively communicate ideas and concepts. Ability to establish and maintain effective working relationships and use good judgment, initiative, and resourcefulness when dealing with the public, elected officials, and other employees. Ability to understand and follow complex instructions, manage multiple tasks and work effectively under stress, within deadlines and with changes in work priority.
