1 CITY OF KENT POSITION DESCRIPTION Position Inventory Number: Classification Specification: PUBLIC EDUCATION SPECIALIST Salary Range: AF29 Position Description: PUBLIC EDUCATION SPECIALIST KDDCP Incumbent: Location: Police - Drinking Driver Task Force GENERAL PURPOSE: Under the direction of the Police CEU Programs Supervisor, assist in the development of education programs and activities focusing primarily on highway safety in our community. Work is characterized by community networking, motivating youths, communications, public speaking, and administrative duties to develop, support, and sustain long-term Drinking Driver Task Force (DDTF) highway safety education programs. Duties include, but are not limited to, educating, motivating and supporting youth efforts, resource development, creating curriculum; delivering highway safety presentations to public schools, citizens groups, and individuals of all ages; providing general information regarding public safety, preparing written materials, and promoting community safety, health and wellness issues. Work is performed independently in accordance with existing standards, rules, and regulations. Employee works with supervisor and citizen policy board to define objectives, priorities and deadlines. Work is evaluated for technical soundness and conformity to practice and policy. Incumbent may be involved in politically sensitive and emotional issues requiring a considerable amount tact, patience, and courtesy. ESSENTIAL DUTIES AND RESPONSIBILITIES: Serve as the staff person to plan, implement, document and evaluate special public education projects and events influencing highway safety issues as assigned. Educate and motivate citizens of all ages to become involved in public safety practices; provide information and assistance to families, schools, community agencies and others; represent the department at community fairs, meetings and other public events. Develop and deliver oral and written presentations and materials to public schools, citizens groups, and individuals of all ages relating to safety education program and youth activities, projects and events.
2 Position Description: Public Education Specialist - KDDCP Page 2 of 5 Stay knowledgeable and up to date on current laws regarding occupant restraints, impaired driving, speeding and other traffic safety issues. Provide training to commissioned officers as changes occur while keeping the public informed. Conduct research of current social epidemiology and demographics; stay current with professional and technical advancements in assigned topics (seat belts; infant/convertible/booster seats, bicycle helmets and pedestrian safety). Obtain and keep current as a Nationally Certified Car Seat Technician. Assist with the coordination of traffic safety emphasis patrols; attend training opportunities and partner with traffic unit. Assess community needs, goals, resources and collaborators; identify strategies; solicit feedback for outcome measurement and effectiveness evaluations. Prepare grants, solicit funds and other resources needed for youth program implementation; perform revenue-producing special projects benefiting unit activities; maintain accounting records in accordance with established procedures. Provide monthly activity reports for grant reporting and police department tracking. Assist in the recruitment, training and supervision of volunteers and/or interns. Prepare, maintain and distribute a variety of documents, including agenda, minutes, proposals, requests, reports and correspondence. Coordinate designated special events for the department. Compile information and assist in developing audio/visual presentations, graphic displays and public information materials including, newsletters, press releases, brochures, and other marketing/promotional items. Perform administrative duties including typing, filing and copying in support of program activities. Become familiar with, follow, and actively support the vision, mission, values, and behavior statements of the department and the City. PERIPHERAL DUTIES: Perform other related duties as assigned. KNOWLEDGE, SKILLS, AND ABILITIES: KNOWLEDGE OF: Procedures, practices and techniques used in development and maintenance of public education programs and classes.

Interagency relations; local community activities and resources. Correct usage of English grammar, spelling, punctuation and vocabulary. Modern office practices, procedures and equipment including personal computers and related software such as word processing and spreadsheet programs. Record-keeping techniques. SKILLED IN: Development, implementation and administering behavior-changing safety, health and wellness strategies Interacting and communicating positively and effectively with groups and individuals of diverse occupational and social-economic backgrounds. Performing fiscal and program analysis and making appropriate recommendations. Effective organization and expression of ideas through use of oral and written communications. Effective use of interpersonal skills in a tactful, patient and courteous manner. ABILITY TO: Effectively establish common vision and goals involving multiple community organizations and agencies Make appropriate decisions related to the structure and development of youth education programs, presentations and materials. Speak publicly in a confident, effective, and articulate manner. Motivate audiences. Communicate effectively both orally and in writing. Establish, maintain and team effectively with policy makers, co-workers, outside agencies, other City employees, and volunteers. Work independently with little direction; manage time effectively Multi-task and adjust to changing priorities Prepare powerful presentation material such as speeches, visual aides, and program displays; articles for publication that conform to prescribed style and format; correspondence including letters, memoranda, newsletters, brochures, public safety literature; and reports. Adapt to a law enforcement work environment. Learn municipal government policies, procedures, structure, applicable local, state and federal laws, codes, regulations and ordinances. Establish and meet schedules and time lines. Work flexible hours, including some evenings, weekends, and/or holidays. Respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community over the telephone or in person. Comprehend and follow a variety of instructions furnished in written, oral, schedule or diagram form. Maintain files, records, and reports. Add, subtract, multiply, and divide; compute rate, ratio, and percent; and draw and interpret graphs and charts. Use common sense understanding to solve practical problems and a variety

MINIMUM EDUCATION AND EXPERIENCE REQUIRED: Education: Associate s degree in communications, education, public relations, marketing, or a related field; and Experience: Two (2) years of increasingly responsible experience as an instructor/ Educator involving program development with experience in planning and delivering education programs, classes or presentations. Or: Any combination of relevant education and experience which would demonstrate the individual s knowledge, skill and ability to perform the essential duties listed above. LICENSES AND OTHER REQUIREMENTS: * Valid Washington State Driver's License. * A polygraph examination may be required prior to employment. * Valid First Aid/CPR Card or the ability to obtain within 12 months of employment. * Subject to a Washington State Patrol background inquiry pursuant to RCW MACHINES, TOOLS, AND EQUIPMENT USED: Typical business office machinery and equipment including, but not limited to, personal computer, telephone, fax machine, copy machine, calculator, projector, and VCR. WORKING CONDITIONS: Work is performed in an indoor Police Department environment, subject to traveling to different sites to make presentations and facilitate strategic community program planning and implementation. Employee may be exposed to airborne and blood borne pathogens in order to inspect and install occupant protection devices in private and public vehicles. While performing the duties of this job, the employee will be exposed to outside weather conditions. The noise level in the work environment is usually moderate.
