A series of reforms has been introduced to address this challenge, and the major recipe has been to grant autonomy to welfare institutions and responsibility to public managers. This has created confusion how public welfare managers can be held accountable. Converging trends towards New Public Management have affected the balance between managerial autonomy and political accountability across welfare sectors and countries. To what extent has it been possible to combine the various modes of accountability? In what way, for what and to whom are public managers in the various welfare services held accountable? The main focus will be on administrative reforms and to what extent they have affected accountability relations in specific sectors (hospitals, welfare administration and immigration) and in specific countries (Norway, Denmark and Germany). The project starting in 2011 has a duration of four years and will be conducted jointly by the Stein Rokkan Centre at Bergen University, the University of Potsdam, the University of Copenhagen and the University of Oxford. Organizational structures and performance measurement of National Anti-Doping Organizations - an international comparison (running) funded by the World Anti Doping Agency (WADA) Social Science Research Grant The project will analyze the prerequisites for high performance of NADOs (National Anti Doping Organizations) in creating a doping-free environment for athletes at different levels both in organized and in unorganized sports. The project will make a contribution to close the current research gap regarding the performance of NADOs by firstly comparing selected determinants and sources of organizational performance from NADOs in five selected countries, namely in Germany, United Kingdom, Norway, the Netherlands and Austria. Secondly, a performance index based on the above mentioned areas for these five countries shall be created that will be correlated with the different performance determinants in order to draw lessons about the best practice in the governance of NADOs and in their preventive efforts. Monitoring the Impacts of Decentralizing Health Governance in Nepal (2011-2013) In 2009/2010 the Government of Nepal has designed the Local Health Governance Strengthening Programme (LHGSP) to foster the decentralization process and to strengthen health governance at the local level. The LHGSP is supposed to serve as a pilot reform project and is implemented jointly with development partners (among them the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ)) in four districts of Nepal
TEACHING (Dang, Doti, Kailali, Surkhet). The overall rationale of the LHGSP is to improve the quality of health services at the local level through better matching of services to local preferences and through increased autonomy of local bodies and service providers, as well as improve local governance through increased capacities of local administrations and more active local participation. A team of researchers (Harald Fuhr, Bastian Jantz, Julka Jantz, Markus Seyfried) is supporting the GIZ in the monitoring and evaluation of the LHGSP. This includes the preparation of a feasibility study for the monitoring of the LHGSP as well as the scientific supervision of the evaluation that is conducted by a local research institute. The results of the evaluation will be presented at a final conference in Kathmandu, Nepal in Autumn 2013. Expert adviser for the project Advice on Legal and Judicial Reform in the South Caucasus (http://www.giz.de/themen/en/13314.htm) of the Deutsche Gesellschaft für internationale Zusammenarbeit (GIZ) (2011-2012) Mayor activities in this regard have been the development of a strategy for the implementation of Better Regulation policies in Georgia, the training of civil servants in the Ministry of Justice of Georgia on instruments of Better Regulation as well as the preparation of a study on the prospects for the implementation of a RIA-light in Georgia. Opportunity and feasibility of establishing common support services for EU agencies (2008-09) This study commissioned by the European Parliament's Committee on Budgetary Control aims at analysing if shared service organization would be a feasible standard for delivering EU agencies' internal administrative functions and processes and how this could be organized. Based upon a Standard-Cost-Model (SCM) approach a survey among EU decentralized agencies was conducted (response rate: 76%) asking for their (a) experiences with the already existing common support services (CSS) provided by the European Commission, (b) their estimates regarding their workload induced by administrative burden stemming from EU regulations and (c) their administrative expenditure in different categories. Evaluation of the de-bureaucratization and administrative reforms in a German Land government (2007) The objective of this study commissioned by the Special Committee on Norms and Bureaucratic Standards of the Parliament of the Land Brandenburg was to scrutinize the sustainability of the reduction of bureaucracy and administrative reforms. In particular, the policy recommendations focused on implementation strategies, as well as on policy measures to improve agency performance and accountability.
