1 Department of Public Faculty Professors Pyung-Gil Chay, Ph.D. (Syracuse Univ. 1975) Professor Pyung-Gil Chay graduated from the Department of Public, Yonsei University, Seoul (B.A.) with Sigma Cum Laude in 1963 and the Maxwell Graduate School of Citizenship and Public Affairs, Syracuse University, U.S.A (Ph.D in Public ), in He was the Dean of Graduate School of International Studies, at Yonsei University. He majored in Public Policy and North Korea. His concern field are study of Presidency and Premiership and theory of Leadership, in the modern era. Byung-Young Ahn, Ph.D. (Wein Univ. 1970) Byung-Young Ahn is Professor of Public at Yonsei University. He holds a B.A. in Politics from Yonsei University, a M.A. in Public from Seoul University and a Dr.rer.Pol. in Politics from Austria Wein University. He teaches Social Welfare, Korean Public, and Introduction to Korean Government. His current research deals with Globalization and Democracy. Yong-Sik Ahn, Ph.D. (Yonsei Univ. 1978) Yong-Sik Ahn is a Professor of Public at Yonsei University. He graduated from Yonsei University(B.A., M.A and Ph.D) and currently he is the chairman of Department of Public. His research interest are Local and Inter- Government Relationship, and Public Enterprise Management and Privatization. Woo-Suh Park, Ph.D. (New York Univ. 1979) Woo-Suh Park s major fields are Urban and Regional Planning and Quantitative Analysis. His research areas are Planning Theory, Urban Land Use Planning, Urban Housing, National and Regional Planning, and the Prospect of World Cities. He is a Commissioner of National Land Appraisal Commission, Commissioner of National Planning Commission, and President of Korea Research Institute for Local Yang-Soo Rhee, D.P.A. (Univ. of Southern California, 1981) Dr. Yang-Soo Rhee, Professor and Dean of the Graduate School of Public, is teaching and researching Organizational Theory, Organizational Behavior, and Organizational Psychology. Professor Rhee s major research area is mainly Organizational Behavior and he is specifically interested in Leadership and Management Styles. Eun-Kook Lee, Ph.D. (Univ. of Chicago, 1991) Eun-Kook Lee is Professor of Public at Yonsei University. His major research areas are policy analysis, governmental regulation and privitization, and quantitative method. His publications are found in Koran Public Review, Korean Policy Studies Review, and Global Economic Review. he is currently working on Department chair Yeon-Seob Ha, Ph.D. (Indiana Univ. 1992) Yeon-Seob Ha s areas of primary interest and specialization include public budgeting & finance, local government finance, and cooperative public policy. Jong-Soo Lee, Ph.D. (Univ. of Sheffield, 1993) Jong-Soo Lee is Associate Professor at Yonsei University. He has written 412 YONSEI UNIVERSITY

2 extensively on local government and human resource management. His current fields of research interest are the change of local governance in Korea and the emergence of new labour relations in general. Among his recent publications are The Pattern of Decentralization (1998) and the Politics of Decentralization in Korea(1996) Cheol-Hyun Jeong, Ph.D. (New York Univ. 1995) Cheol-Hyun Jeong is Associate Professor of Public at Yonsei University. His research interests are public management, information policy, cultural studies, culture policy, and art administration. Prof. Jeong has written books, Introduction to Public (1998), PKI and Digital Signature(2003), Culture Policy(2004) Public Management Information System(2000), and numerous articles in academic journals. His current research deals with the electronic government. He has worked as a editorial reviewer of several academic journals and as a consultant to executive branches and committees of governments. Jae-jin Yang, Ph.D. (Rutgers-the State University of New Jersey, 2000) Jae-jin Yang is Assistant Professor of Public at Yonsei University. He was a senior researcher at the National Computerization Agency. His areas of expertise are social policy, IT policy, political-administrative relations, and comparative policy studies. Recently, he has written extensively on structural adjustments and social policies, with publications including Democratic Governance and Social Inequality (2002, Lynne Rienner Publishers), The rise of the Korean welfare state amid economic crisis, (2000, Development Policy Review), and Democratic Governance and Bureaucratic Politics (2004, Policy and Politics). TaeJoon Lah, Ph.D.(Indiana University- Bloomington, 2001) TaeJoon Lah is Assistant Professor of Public at Yonsei University. He was a Senior Research Fellow at the Knowledge Center for Public and Policy, and an Associate Research Fellow at Seoul Development Institute. His research interests lie in public management (organizational theory & public-private partnership), and environmental policy(conflict resolution & managerial reform). His recent publications include How to Improve Organizational Trust (2003), A Contents Analysis on the Cheonggyecheon Restoration Project (2003), and A Study on the Adoption of Strategic Planning in Seoul(2004). Introduction General Information The Graduate Program of Public at Yonsei University was founded in 1962 as one of the first programs of its kind in the nation, and is designed to equip students with the skills and knowledge necessary for a wide variety of public affairs. The profession of public administration requires a variety of sophisticated skills, sound judgment and common sense, sensitivity to the broad interests of all elements of society, and dedication to improve the quality of public life. Thus, the course work is of an interdisciplinary nature, with a strong emphasis on analytic skills, and is designed to prepare students to work effectively and efficiently in the increasingly complex world of public affairs. The program also offers considerable flexibility for students to develop various areas of specialization. In pursuing their specialties, students are able to draw upon the offerings College of Social Science 413

3 of many other departments and programs at Yonsei University. It is vital that a reasonable share of the brightest and most energetic people devote themselves to public problems. Good government is achieved when talented and dedicated people work in and around the government. Our program provides outstanding preparation for successful careers in public administration and is a special place, where students, staff, and faculty members learn from each other and form bonds that last. Program Requirements Master s Program 1) Students in master s program are required to take 24 credit hours (out of 30) in the Department 2) Students should complete at least 10 courses not including required courses and Pass-Non pass course. 3) Master s course work is classified in three areas: area 1 (theory in public administration), area 2 (policy science), and area 3 (applied field). Students should select one course in each area for a comprehensive qualifying exam. Area 1 (courses for Theory in Public ) Theory in Public, Philosophy of Public, Organization Theory, Public Personnel, Financial, and Organizational Behavior Area 2 (courses for Policy Sciences) Policy Formulation Process, Policy Implementation, Policy Evaluation, Policy Analysis, Theory of Public Choice, Comparative Public Policy, and Seminar in Public Policy Area 3 (courses for Applied Field) Research Methodology, Quantitative Techniques I, Local, Urban, Public Enterprise, Social Welfare, Study of Urbanization, Organization and Democracy, and other applied courses Doctoral Program 1) Doctoral students should take 45 credit hours (out of 60) at the Department of Public. 2) Major fields of doctoral program are classified as Theory in Public, Public Personnel, Financial, Policy Sciences, Urban and Local, Quantitative and Information Systems, and Field Studies 3) Core courses of each area are as follows. Students should choose three areas as his/her specialties and should complete a minimum of three courses in each area. 4) A minor system requiring to take three courses from different departments, no longer exists. Quantitative and Information Systems Research Methodology, Quantitative Techniques I, Quantitative Techniques II, Public Management Information System, Scope and Method of Public, Management Science Field Studies (Examples: Welfare, Resource Management, Environmental, Public Security, National Defense, Public Health, Transportation ) Core courses of Field Studies are determined after consultation with the student s advisor or department chair. 5) A comprehensive qualifying exam for doctoral degree is required to select one course from three of each major field, one related to dissertation topic, and one course from the rest of course work. Courses FB 501 Research Methodology The course examines the foundation of social science theory, concept formation, principles, modeling and prerequisite of explanation, and attempts to improve the students ability towards application and development of skill in practice. FB 502 Quantitative Techniques This course covers basic research methods for empirical study (classification, research procedure, sampling, experimental design, data collection, measurement instrument, and data cleaning and analysis), basic statistics (probability theory, sampling distribution, regression, correlation, analysis of variance), and an introductory course for computer programming. FB 503 Organization Theory This course investigates various theories of modern organization, organizational behavior, roles of bureaucracy focused on human, social and cultural values, and aims to understand current society and public organization. FB 504 Public Personnel This course reexamines historical development and fundamental theories of personnel administration in the public sector and explores, recruitment system, education and training, loyalty and security, College of Social Science 415

5 performance rating, political neutrality, public employees union from a comparative perspective. FB 505 Financial The course investigates the concept of financial administration, budget process, related theories, budget system, and the financial management policy in general. FB 506 Local Government Finance The course explores the structure and features of local government finance and its relationship with the central government (level of financial independence). FB 507 Theory in Public To understand public administration theory, the course examines theoretical foundation on various fields of public administration and their relationship, and reviews literature contributed on establishing public administration theory and research trends. FB 509 Policy Formulation Process This course provides a framework for policy formation process and covers various topics including recognition of problems, investigation, policy initiation, participation, decision making process, evaluation and validation of the policy on a micro-level. FB 601 Public Management Information System This course is designed to develop systematic operation of computer for public organization management and policy analysis focusing on the topics of information collection, management, retrieval and dissemination. FB 602 Comparative and Development This course discusses methodological issues on comparative study of administration systems, public administration reform and managerial problems in developing industries. FB 604 Urban This course is designed to analyze and examine administrative issues on metropolitan cities from the perspective of modern city growth, gravitation of the population, function of metropolitan cities, and issues on administrative district. FB 605 Government and Business The course examines various topics related to public enterprise including concept, types, organizational management, personnel administration, finance, relationship with national development, government control, and comparison with foreign countries. FB 606 Local This course deals with the concept of local administration, historical backgrounds, organization, finance, personnel administration, planning, central government control, and regional development and strategy. FB 607 Population Growth and Urbanization This course attempts to examine modern urbanization process from the perspective of population dynamics by analyzing the impact of population change on urbanization. FB 608 Social Welfare This course adopts integrative and strategic 416 YONSEI UNIVERSITY

6 policy approaches toward a welfare society, analyzes welfare policies in each area, and strategies for the social security system. FB 609 Organizational Behavior This course is designed to explore variables affecting organizational behavior in modern society, and to investigate effective means of organizational management and operation. FB 610 Organizational Diagnosis Analysis This course aims to investigate theories related to detecting and analyzing organizational affairs and to improve students ability of empirical analysis through the case studies. FB 699 Directed Research I 1 Credit FB 700 Scope and Method of Public This course enables students to develop a methodological system, to define research scope through the review of public administration theory and various approaches in social science. FB 701 Quantitative Techniques II This course aims to examine quantitative research methods including decision-making theory, linear programming, dynamic programming, non-linear programming and gaming theory, and analyzes computerized information system and its impact on administrative procedure and public organization. FB 702 Philosophy of Public The purpose of this course is to achieve desirable administrative order through the discussion of social and public values and ideologies. FB 704 History of Public The course is designed to explore historical trends of public administration, especially focusing on its environment, systems, administrator s behavior, and other problems. FB 706 Public Administrative Responsibility & Ethics Modern public administration can be more valuable if public administrative responsibility and ethics would be established. Under this norm, the course investigates the contents of administrative responsibility and effective means to achieve it. Through this investigation, the course attempts to explore how civil services ethics contribute to the administrative responsibility. FB 707 Administrative Environment This course explores domestic and foreign administrative environments that affect decision making and administrative process. Ecological approach is adopted to discuss topics including political, economic and social environment, public opinion, and government control. FB 708 Theory of Public Choice The purpose of this course is examining and reinterpreting political and administrative phenomena from economic perspective, and investigating appropriate prescriptions. 7 process and systems, and effectiveness and equity for supply of public goods. FB 709 Korean Public This course attempts to investigate policy means to overcome structural problems with which Korean public administration is currently faced through the examination of historical backgrounds of public administration in Korea. FB 710 International Public This course deals with various international organizations including the United Nations, and discusses unique aspect of administrative process inherited in these organizations, especially focusing on organizational structure, management, personnel administration, policy, financial issues, and international civil service. FB 713 Regulatory This course analyzes the process of regulatory policy formation, implementation, and evaluation, especially emphasizing the impact of economic and social regulation on public administration in general. FB 715 Topics on Advanced Statistics of Public For the students who complete basic statistics and regression analysis, this course delivers advanced statistical techniques and recently developed quantitative theory, which are essential in the study of public administration. FB 803 Bureaucracy The course is designed to analyze and investigate systematic aspects of bureaucracy and its function in modern society. In addition, the course examines how bureaucrats origin and educational background affect their values and behavior. FB 804 Manpower Planning and Management This course deals with a manpower supply and demand plan, which is essential in the process of national development. Students will analyze various data related to the manpower plan and examine theories of recruitment, education, and training. FB 805 Labor Management Relations This course investigates the topics of laborers and a labor union from the viewpoint of organizational management by exploring the relationship between labor and management in various aspects and examining the role of government in labor management. FB 807 Seminar in Public Personnel Policy In order to improve abilities related to personnel administration, this course reviews the philosophy of public personnel policy, fundamental assignments, and historical background of career civil service system, compares Korean civil service system with other countries, and investigates the personnel policy in Korea. FB 811 Seminar in Organizational Theory This course deals with advanced topics of organizational theory and provides foundation of voluntary research opportunities to students. 418 YONSEI UNIVERSITY

8 FB 812 Organization and Democracy This course attempts to explore models and strategies to enhance democracy within public bureaucracy and industrial organizations. Students will discuss normative and theoretical issues of organizational democracy. FB 814 Organizational Psychology In order to understand public organization as psychological systems, the course analyzes the origin of organizational psychology and various variables related to individual psychology, and examines theories dealt with individual interactions. FB 817 Management Science This course explores means to enhance organizational ability, effective human cooperation system within the organization, and quantitative techniques maximizing organizational productivity. Students also investigate theories enabling to connect techniques learned through the class and affairs in practice. FB 821 Resource Management From the viewpoint of development policy and planning, this course examines resource development, allocation, and utilization as necessary procedure for national growth. The course also analyzes issues of resource management in Korea from the long-term as well as the short-term perspectives. FB 822 Seminar in Government Budgeting The course deals with budget-decision theory, PPBS, and specific issues on current government budget system. FB 823 Seminar in Revenue Theory and This course deals with a taxation system as a mobilization means of economic development. Students will discuss practical issues on government revenue and taxation system including revenue assignment and administration, legislative device, intergovernmental fiscal relationships, and comparison with foreign systems. FB 824 Government Industry Relation This course aims to investigate and to analyze government and industry relations, especially focusing on the political significance of government control and guidance over industry, administrative values, control means and its scope, and other related policies. FB 826 Analysis of Public Expenditure After acquiring concepts and techniques of benefit-cost analysis and cost-effectiveness analysis, students will apply these techniques to public policies, and analyze their impacts and effectiveness. FB 831 Comparative Public Policy The course is designed to provide an analytical and theoretical frame for comparison of politics, economy, and other important policies in each country. FB 832 Policy Evaluation This course enables students to analyze and evaluate policy alternatives quantitatively as well as qualitatively. Students will compare and analyze the effectiveness of policy alternatives through the procedure of policy formation and implementation.. College of Social Science 419

9 FB 833 Policy Implementation The course discusses political and administrative issues raised in the process of policy implementation, especially focusing on goal-oriented rationality and relationships with clients in public administration. FB 834 Policy Case Studies This course examines significant cases related to the process of policy formulation, implementation and evaluation, and emphasizes modeling through theoretical approaches and empirical policy analysis. FB 851 Seminar in Urban This course investigates cases and specific issues related to theories and practices in urban administration. FB 852 Study of Urbanization This course performs theoretical reviews of urbanization phenomena through ecological and systematic approaches. Urbanization is reviewed from the perspective of crosscultural comparison of urban cities, history, function, shape, and development style. FB 853 Seminar in Local This course investigates cases and specific issues related to theories and practices in local administration. FB 854 Inter-Governmental Relations Intergovernmental relations become more important theoretically and practically in the era of local autonomy. This course is designed to analyze intergovernmental relations through the examination of various theories and cases in Korea and foreign countries. FB 855 Regional Development This course is designed to achieve students better understanding of regional development through the comparison of foreign and Korean experiences. In addition, this course aims to establish the role and function of regional development by reviewing related theories. FB 856 New Town Planning and Development New town planning is getting more important to obtain balanced development in the nation as a whole. This course examines the process and methods of new town development in advanced countries including England cases, and develops a model which can be applied in Korea with the consideration of politics, economy and culture simultaneously. FB 859 Environmental Policy Analysis This course is designed to examine various environmental problems raised in the process of urbanization and industrialization, and to investigate a development pattern enabling to harmonize human beings and natural environment. FB 861 National Land Use and Development Policy This course aims to analyze planning efforts and policies of national land use and development through the review of related theories and case studies. Through this analysis, students will learn desirable spatial structure of the nation and human settlements. FB 899 Directed Research II 1 Credit 420 YONSEI UNIVERSITY

FB 902 Seminar in Public Policy The course attempts to analyze various issues related to policies and makes efforts to develop policy alternatives. FB 906 Safety and Crisis Management The course deals with theories related to the safety of working environments, and discusses the systematic process to mitigate organizational crisis.
