Information sur le projet Titre: Code Projet: Programa Europeo de Dirección en Energías Renovables European Management Programme on Renewable Energy Sources ES/08/LLP-LdV/TOI/149039 Année: 2008 Type de Projet: Statut: Accroche marketing: Résumé: Projets de transfert d'innovation Accordé EMPRES project consist in a transfer experience of the Spanish course Management Porgramme on Renewable Energy Sources to Eastern Europe Countries, adapting the course to the needs of three countries (Hungary, Lithuania and Poland) that differ in the level of development of renewable energies, but also adapting the training methodology to a b- learning system. European Management Programme on Renewable Energy Sources (EMPRES). The main objective of the EMPRES project was to transfer at European level the Spanish course "Management Programme on Renewable Energy Sources" to train Europe managers, executives and responsibles of business areas for RES enterprises and responsible staff of the public Governments in charge of RES promotion. This innovative programme was transferred to other EU countries: Poland, Lithuania and Hungary, which comparing to Spain are currently less developed in this sector of RES. An innovative solution was identified for the improvement of the course and that was the adaptation of the course outline to a Blended Leaning system. Description: The RES sector is one of the most dynamic in Europe. Actually Spain and Germany lead the RES development in Europe and the manufacturers of wind turbines and photovoltaic panels of the two countries are reference at international level. All perspectives suggest that renewable energy sector will continue to grow for various reasons: on one side are the environmental reasons (the Kyoto Protocol and the European policy on Energy and Climate Change); other reasons are the increases in energy consumption in industrialized countries and in so-called emerging economies; and finally economic reasons as the development of an industrial fabric, or the decentralized job creation are also very relevant to the future of clean energies. These reasons lead us to predict that Renewable Energies will continue demanding competent professionals with specific training in managerial skills. In Navarre there had already been developed a course/master Management Programme on RES" at national level, and for the above reasons it was considered interesting to transfer, adapt and implement this activity in other European countries. In consequence, the overall goal of this project was to transfer at European level the Spanish course/master "Management Programme on RES", to train in Europe managers, executives and responsibles of business areas for RES enterprises and responsible staff of the public Governments in charge of RES promotion. Therefore the idea was to transfer this innovative programme to other countries (Poland, Lithuania and Hungary) less developed in this sector of RES, by identifying innovative solutions (adaptation of the programme to a Blended Leaning system) for its adaptation and implementation. Navarre has been pioneer in the development of Renewable Energies and is taken as a referent in Europe. So, the Navarran partner has been considered a good and experienced leader of the ongoing project to transfer his training programme. In this project will be identified and adapted one, or more innovative solutions between all 2

This partnership is formed by entities all involved in the sector of education and RES: - P0-Leader (Spain): FFER - CENIFER (Foundation for the Training in Renewable Energies). National Spanish Centre - P1 (Spain): AIN (Association of Industry of Navarre) - P2 (Poland): WSIP (University of Entrepreneurship and Informatics in Bydgoszcz) - P3 (Lithuania): SSI (Public Institution Strategic Self-Management Institute - P4 (Hungary): CHIC (Central Hungarian Innovation Centre) The main action/tasks and results of the project are summarised as follows: 1. Management and Co-ordination; 2-Knowledge gathering, analysis and diagnosis; 3-Development of new specific programme contents and adaptation to the specifics of each country and the new target audience; 3-Adaptation of the methodology to a Blended Learning system: e-learning and face to face learning sessions; 4-Implementation of pilot actions and evaluation; 5- Quality and Evaluation Management Plan; 6- Dissemination of the project s results and 7- Exploitation Plan of project s results. So finally the main output of this project will be a Blended Learning course/master: European Management Programme on RES (EMPRES). It is supposed that this output shall impact actively in Europe because the innovative RES sector is continuously demanding competent professionals with specific abilities in managerial skills.
