4. General Conditions 4.1. Organization The date and host city of the 1st Black Sea Games, which was decided to be held in Turkey according to the Black Sea Games Statute approved on 10 June 2006 by the Ministers of the BSEC member countries, are fixed. According to this, it is considered appropriate to hold the Black Sea Games in the city of TRABZON on 02-08 July 2007. 4.2. Participation The 1 st Black Sea Games are open to all athletes belonging to the BSEC Members Countries. The Games shall be organized in the categories of 18 years of age and U18 in 9 Sports Disciplines. 4.3. The 1 st Black Sea Games Headquarter The preparation, organization and conduct of the Games are the responsibility of the Organising Committee of the 1 st Black Sea Games Trabzon,2007. 4.4. Period 1 st Black Sea Games will take place between 02 and 08 July 2007 in Trabzon/ Turkey in accordance with the general programme outlined hereafter. 4.5. All the countries, except Bulgaria, approved their participation by signing the Statute for the Black Sea Games. 4.7. Eligibility All athletes participating in the Games must be citizens of the country they are representing and must be eligible in accordance with the rules of their International Federations. 4.7.1. 4.8. Accreditation Organizer will provide all Organizing Committee Members, Officials, Referees, Athletes, Journalists, Technical Staffs, Court Personnel etc with an official ID card and ensure that only people with an accreditation are allowed to access certain venues. Levels of accreditations will be differed by colors, as presented within the visual identity outline. Publications For each sport, 2007 Black Sea Games Office will publish a handbook detailing the complete programme and special arrangements for the sport in question in English and Turkish. These handbooks will be approved by the Secretariat General of the Black Sea Games before being printed and sent by 2007 Black Sea Games Office to all participating countries. 2007 Black Sea Games Office also has a duty to publish and distribute : - a medical handbook - a daily bulletin during the games - a media handbook - a team leaders handbook

4.10. Financial Arrangements The participation fees and deposits will be applied in accordance with the Black Sea Games Statute. An advance payment (% 30 deposits) is made to the bank account indicated below through a pro-forma invoice organizer will send to each participating country. Followings are the obligations of the participating countries: a. To pay the participation fee (105 US Dollars per person) fixed by the related Organizing Committee and approved by the Administrative Committee for the cost of full board and accommodation + all local transport for seven days. b. To transfer the deposit, which is 30% of the total amount, to the Organizer s account 5 months before the Games as a guarantee of their participation. The rest of the amount due will be paid upon arrival. c. This deposit will be reduced from the participation fee of the participating country, but if this related country does not participate in the Games, then this deposit will be accounted into the income of the Organizing Committee. 4.11. Official Arrival / Departure,Transportations & Accommodation 4.11.1. Official Arrival/Departure for Delegations& Officials & Referees The arrival and departure airport for Delegations, Officials & Referees is Atatürk Airport in Trabzon. 4.11.2. Transportation 4.11.2.1 Local Transportation The Organizing Committee will organize and provide the transportation from the airport to the hotels and to the competition and training venues. Organizer is responsible for the organization of the local transportation. They will provide and bear the transportation of the officials, referees and delegations from the airport to the venue of competition/ accommodation and back.

4.11.2.2 International Transportation Expenditure for competitors, officials, referees or judges will be at the charge of each country. Each participating country shall send us their final delegation list at least 15 days before the event so that the Organizer can make the necessary accommodation and facilities available for the delegations. 4.11.3. Accommodation The Campus area of the Karadeniz Technical University is chosen as The Games Village of the 1 st Black Sea Games. The Hostel and Restaurants in the Village will be reorganized according to the necessities of the athletes. The delegations will stay in 2, 3, 4 bedded rooms and the Heads of delegations will stay in single rooms. The meals will be served as Open Buffet and start at 05:30 and finish at 24:00. The referees and the members of the Committee will stay in 4* and 5* hotels outside the Village. 4.12. Prizes and Awards The prizes will be provided by the organizer and awarded during the medal ceremony after the final of each event according to the rules of the related International Federation. In every discipline, the winning athletes will receive gold, silver, bronze medals besides a participation certificate. The award ceremony will be held immediately after the final of each discipline. The winning athletes will be accompanied by staff for the ceremony. Medals and Diplomas; 1st Ranked Athlete : Gold Medal and Diploma 2nd Ranked Athlete : Silver Medal and Diploma 3rd Ranked Athlete : Bronze Medal and Diploma 4th Ranked Athlete And other participants : Diploma Organizer s Special Awards for Fair-Play and to the most valuable athlete, coach, etc.

5. Competition Conditions Nine (9) sports will be included in the Games. The disciplines are Olympic ones, 3 team sports and 6 individual sports. In order to hold a competition in a discipline; in team sports, teams from at least 4 countries, in individual sports, athletes from at least 6 countries should enter. 5.1.Cancellation Depending on the minimum number of participants defined in chapter 5 above, the Administrative Committee of the Black Sea Games shall finalize the list of events to be held. 5.2.Entries The delegation entry procedure is linked to the General Accreditation System. The Delegations and other members will be able to register in competitions through Accreditation Sports Participation Forms electronically by internet. Each delegation will be issued with a username and password giving access to the entry system in two languages: Turkish and English. 5.2.1.Preliminary Entries Each participating country must return the preliminary entry list to the Organizer no later than 19 January 2007. 5.2.2.Entries by number The list of the entries per country must be received by the Organizer no later than 16 February 2007. 5.2.3.Final Entries by Name Each participating country must return to the Organizer the final list of competitor names, printed via the internet entry system, at least 15 days before the start of the competitions. 5.2.4.Entry Confirmation Entry confirmation must be submitted to the Organizer prior to the Technical Meeting for each sport. Dedicated forms will be distributed beforehand to Team Leaders for this purpose.

5.3.Responsibility For each sport, competitions are ruled by the present Technical Regulations of the International Federations. All competition areas, technical facilities and sports equipment shall comply with the technical standards laid down by the International Federations concerned. 5.4.Control The technical control and monitoring of event organization shall be undertaken by Technical Delegates appointed by the Administrative Committee. 5.5.Management Under the authority of Administrative Committee of the Black Sea Games, National Federation for each sport is responsible for the conduct of events and the application of the present technical rules of the International Federations. The Competition Management unit for each sport shall be designated jointly by the National federation and Organizing Committee of the 1 st Black Sea Games. 5.6.Protests and Disputes The Disciplinary/Legal Committee of the 1 st Black Sea Games is the ultimate authority in any disputes on general problems other than those of a technical or sporting nature. These Committees will be formed of the members from different countries in order to be neutral. The Disciplinary/Legal Committee of the 1 st Black Sea Games may only be referred to in a dispute if the protest is submitted to the Chair of the Administrative Committee or the Secretary General of the Black Sea Games and tabled by : - Country through its Head of Delegation, National Federations Presidents or Secretary Generals - The National Federation concerned through its President, Secretary General or Technical Delegate present at the Games,In order to be eligible, protest shall be submitted written or by fax in English and within a maximum time limit of six (6) hours after the event which the complaint arose.

5.7.Medical Services and Control Anti-Doping Committee and the Medical Committee of the 1 st Black Sea Games, shall ensure the obligations stipulated in articles 5.8.1, 5.8.2 and 5.8.3 hereunder are applied. 5.7.1. All players are obliged to present a health certificate issued no more than two months before the competition by the competent authority in their country in which the health of the competitor is clearly stated. This certificate will be available in the 1 st Black Sea Games Official web site. In case an athlete has to use a prohibited substance due to his/her medical problem, he/she has to submit his/her TUE at the technical meeting of the related discipline. 5.7.2. First aid and Medicare will be provided by the Organizer under the control of the Medical Delegate. 5.7.3. Anti doping control will be conducted under the supervision of the Anti- Doping Committee and in cooperation with the Health Committee of the 1 st Black Sea Games in accordance with the Medical Regulations. The Administrative Committee has the right to request, after consulting the Anti- Doping Committee, anti doping control of any athlete at any time whenever a doubt may exist.
