New Programs Offered for 2015 Advanced Fire Police (FIPA) Fire police training must be in depth, continuous and expanding; only persons with intelligent dedication can meet the strict demands required for this type of duty assignment. New Programs Offered for 2015 Basic Fire Police (FIPO) This 16 hour course helps prepare persons selected to be fire police officers to know the initial legal requirements and to understand how to perform the basic duties of the position. This course sets for the NEED for fire police; their legal police power; personal and professional qualifications; their appointment and control; their general and special duties; and their limitations. Participants will work along with veteran fire instructors, under realistic situations demonstrating various proven victim lifts, drags, carries, lashings, and slings in this mostly hands-on class. Special time will be taken to share the proper application of ground ladders to for rescue, and building quick yet effective vertical lifting and lowering systems. New Programs Offered for 2015 Rope/High Angle Rescue V This 18 hour course is designed to introduce responders to the knowledge and skills required to affect the rescue of stranded individuals from industrial structures such as radio/tv antennas, water and communication towers. Responders attending the program must have previously documented rope rescue training consistent with NFPA 1670 Standard on Operations and Training for Technical Search and Rescue Incidents at the technician level, to include: Hazard/risk assessment, rope and related equipment overview, knot tying, rappelling, self rescue, one-person pick-off techniques, ascending, use of mechanical advantage systems, tensioned high-line rope rescue systems, basket stretcher packaging, and patient management. Topics covered in this program include: Tower types and construction features, hazards and risks, developing a safety plan, fall restraint, fall protection, equipment overview, common situations, rescue considerations and rescue techniques. Students will be required to work at heights and will need to be in good physical condition to participate in this program. Prerequisites: Rope Rescue IV Required Equipment: Students must provide clean leather work gloves, ankle-supporting footwear, helmet with chin strap, safety glasses, and proper dress for all weather conditions. Oct 16,17,19 60209 HACC $75.00 Wilderness Search and Rescue/Search Responder (WRSR) This 16 hour course presented in a combination of classroom and fieldwork to present basic search operation techniques and organizational skills. The student with understand the six (6) components of a Search and Rescue incident and acquire the skills necessary to begin initial operations, provide organization to a missing person incident and assist with long-term search missions. Students will also be presented with basic survival skills and techniques for reporting their location during search and rescue incidents. Students will learn how to plot and report location coordinates. Finally the attendee will have the opportunity to hone their navigation skills with very advanced navigation problems. New Water Rescue Programs Offered for 2015 Advanced Line Systems Rescue (ALSR) This 16 hour course will help students become aware how to set up and utilize various line systems for water rescue and to proficiently don and use a type V rescue vest. Students will be training in actual moving waterway in order to practice the needed maneuvers to safely rescue victims floating downstream. This course is co-sponsored by the Pa Fish and Boat Commission. Prerequisites: WRER (Water Rescue & Emergency Response) or Water Rescue & Emergency Response Phase I (FCWR) Student Equipment/Supply Needs: Pen/Pencil, notebook, USCG approved personal flotation device (pfd), properly outfitted water rescue helmet, & proper PPE. The course will address scene assessment, activation of emergency response system, evaluation of potential and existing water hazards, scene management, rescue vs. recovery, and personal safety measures. Entry-Level Fire Training Curriculum The current Entry Level Fire Training Curriculum consists of five (5) separate levels (courses) of instruction, each a prerequisite for the next level (course). The entry level fire training curriculum consists of a series of separate programs designed around NFPA 1001 Standard for Firefighter Professional Qualifications Firefighter I and Firefighter II level. The levels are: 1 st Level: Introduction to the Fire Service- ELIS 16 hours o Hazardous Materials Awareness 4 hours 2 nd Level: Fire Ground Support - ELFG 32 hours o NIMS 700 & 100 (Available as online offerings) 3 rd Level: Exterior Firefighting- ELEF 52 hours o Hazardous Materials Operations 24 hours 4 th Level: Interior Firefighter- ELIF 40 hours 5 th Level: Advanced Firefighter- ELAF - 24 hours Recently some course topics and information have been added or relocated in this series. Returning students transitioning into these courses will be updated accordingly during the course of the programs. There is no need for any additional make-up or transition sessions. New students enrolling in the Introduction to Firefighting will be provided an IFSTA Essentials of Fire Fighting and Department Operations; Sixth Edition as part of their tuition. Returning students must bring their own or purchase a new textbook for an additional fee. All students enrolling in the entry level programs should be capable of reading and writing at the minimum of an 8th grade level and capable of moderate to strenuous physical activity. Successful completion of the programs will require students to demonstrate skill proficiency in various tasks associated with being a Firefighter as well as achieve a passing score of at least 70% on an end of class exam. For additional information regarding prerequisites, required equipment and age restrictions, refer to the specific class descriptions. There is no requirement (law) in the Commonwealth mandating Entry Level Fire Training for fire service personnel. Each Fire Department/Company must decide which level of training their personnel should complete in order to be properly trained for their assigned duties. The final decision on the level of training always remains with the fire department/company and its efforts. When the first four (4) levels have been completed and the student meets all the required pre-requisites (including First Aid/CPR), they should be prepared to participate in the Office of the State Fire Commissioner s (OSFC) Voluntary Fire Service Certification program for national certification as a Firefighter I. The Office of the State Fire Commissioner s (OSFC) is the certifying agency within the Commonwealth of Pennsylvania and the State Fire Academy is the administering agency for that certification. The previous levels are a prerequisite for the next level (course). When the fifth (5 th ) level (course) is completed and the student meets all the required pre-requisite s (including Basic Vehicle Rescue Awareness and Operations), they should be prepared to participate in the OSFC Voluntary Fire Service Certification program for national Certification as a Firefighter II. The previous fire training levels (courses), Essentials of Firefighting, or nationally certified Firefighter I are all acceptable prerequisites for the fifth level (course)- Advanced Firefighter (ELAF). 8 Shumaker Public Safety Center 2015 Fire Training Calendar (Version 12/18)

Entry-Level Fire Training Curriculum 1 st Level: Introduction to the Fire Service (ELIS) This 16 hr. entry level course is designed to introduce new firefighters to basic information including an overview of the fire service, fire service organization, firefighter safety, personal protective equipment, tools and emergency lighting, and backing apparatus. This is the first of five levels (courses) in the curriculum. Minimum Age: 14 Prerequisites: None Required Equipment: Pen/Pencil, Notebook; Supported reference material and skill book (Must remain in possession of student until the end of all levels); helmet, gloves, turnout coat, turnout pants, boots, protective hood, and protective eyewear (safety glasses or goggles) required for all classes. Introduction to the Incident Command System (ICS-100) IS-100.b (Prerequisite for Exterior Firefighting) This course will discuss the need for a management system during major emergencies and disasters. 2014 Revised Entry-Level Fire Training Curriculum 3 rd Level: Exterior Firefighter (ELEF) This 52 hr. entry level course is designed to introduce new firefighters to fire ground operations including Self-contained Breathing Apparatus (SCBA), fire behavior, building construction, fire extinguishers, and forcible entry, ladders, and fire streams/hose line advancement. This is the third of five levels (courses) in the curriculum. Minimum Age: 14 Prerequisites: Fire ground Support (ELFG); NIMS 700, ICS 100 Required Equipment: Pen/Pencil, Notebook; Supported reference material and skill book (Must remain in possession of student until the end of all levels); helmet, gloves, turnout coat, turnout pants, boots, protective hood, and protective eyewear (safety glasses or goggles), and SCBA required for all classes. Certification Programs Certification Examination Information PLEASE READ CAREFULLY Open enrollment certification exams are limited to the first 24 applicants. Candidates are required to complete a separate application for enrollment into certification examinations. Candidates can download current applications and skill sheets for exams from the Office of the State Fire Commissioner web site at http://www.osfc.state.pa.us/portal/server.pt/community/state_fire_academy/9282. Candidates are expected to be able to read and follow the application directions to complete the application in a timely fashion with little assistance. HACC will then review the applications for completeness and notify the candidate of acceptance into examinations. Any incomplete applications will be returned to the candidate. Individuals interested in the certification process are asked to call the Public Safety Center for additional information, a detailed description of the process involved for each level of certification testing, and pricing for exams. Departments wishing to hold closed certification tests for their personnel should contact the Shumaker Public Safety Center at (717) 780-2607 or email elreiner@hacc.edu for further information.
