PRE-DESIGNATED DISPATCHING Presented by The MCCC ROG Committee

Overview Projected Dispatch Change Current CAD utilizes three Fire codes. Status is kept only on the first Officer that responds, arrives, and clears the scene. Apparatus is not tracked. It is not known to MCCC, what each Dept. has for apparatus. Current run cards are out dated and have little information.

Overview Continued Projected Pre-Designated Dispatch will assist the Fire Depts. in having a standardized dispatch for multiple call types. Each FD will create their OWN run cards. Apparatus and Chief Officers will be tracked on incident. You will have better statistics on apparatus and times for incidents.

Overview Continued This will have no cost to your Department Knowledge of specialized equipment in the County. Specific Run Card selections for large structures or potential hazards within your first due.

Projected Call Codes Local alarms are held primarily to the Home Department Run Cards may have a minimum of one (1) apparatus assigned. Additional apparatus not on the first alarm can be placed on the second alarm. Each Department will create their own Run Cards. There does need to be 2 nd, 3 rd, and 4 th alarms etc. added for the case of a department being OOS or committed to another call. The additional alarms are needed for the auto fill to work correctly.

Projected Call Codes Commercial alarms will be designed for your large scale incidents requiring additional resources Can be held to the Home Dept. on 1 st alarm or with added resources Ability of creating a run card specific to the structure These Alarms should range from the 1 st alarm to 5 th alarm.

Apparatus Typing Overview Mission Statement The mission of the Apparatus/Equipment Typing and Identification program is to establish minimum standardization and performance of all Monroe County fire apparatus and its equipment, to ensure a unified operational consistency as well as base line performance expectations when engaged in automatic or mutual aid incidents. Purpose The purpose of the Apparatus Typing and Identification is to standardize all apparatus for status purposes, completion of run cards, and replacement of units. Scope This policy applies to all Monroe County Fire Departments / Companies, Districts, Organizations and entities dispatched by Monroe County Control Center.

Standard Apparatus Designation General Apparatus designation shall be determined by the unit s primary function. Any designation change request will be effective on a mutual date determined by the requester and the Management of the Monroe County Control Center. The determining factor will be the time needed to make changes within CAD and the manual dispatched systems. All units must adhere to and use only official Monroe County Control Center apparatus designators when communicating with the Monroe County Control Center. A complete inventory must be maintained with Monroe County 911 for CAD purposes It is important that responders and incident managers use common terminology. There simply is no room for misunderstanding in an emergency situation. While typing apparatus, committee members shall be mindful of varying practices and equipment and not provide criticism, objection or judgement of the Fire Department specific methodologies, polices or procedures.

Apparatus Designation Continued In order to standardized equipment, the following guidelines will be met when identifying apparatus for response. LADDER Sometimes referred to a Ladder Truck, Tower, Snorkel, EP or Aerial Truck. A ladder truck must have an aerial ladder, tower or articulating boom greater than 55 feet. Tele-Squirts are considered engines. ENGINE / PUMPER An engine will have the capacity to pump greater than 750 GPM and carry structural firefighting equipment. RESCUE ENGINE Must meet the requirements set forth as an ENGINE / PUMPER, in addition must carry a hydraulic rescue tool, air operated tools capable of vehicle extrication, vehicle stabilization equipment, air bags and basic rope rescue equipment. SUPPLY ENGINE An engine that is not typically set up for primary firefighting functions, but is used at a draft site or a hose layer at a scene. Should have a minimal of a 500 GPM pump with minimal of feet of supply LDH. TANKERS / TENDERS Any vehicle that carries 1500 or more gallons of water and has at least one dump valve and a portable folding tank on board. BRUSH TRUCK Typically not set up for structural firefighting. Smaller pump and tank sizes than mini pumpers. Usually does not carry SCBA or ground ladders and usually does not have a hose bed. TRAFFIC UNIT The unit must be fire company owned and equipped with visual and audible warning devices. The purpose of the vehicle shall be for conducting traffic control at a scene of an incident and other fire police activities.

Apparatus Designation Continued RESCUE TRUCK The minimum requirements for a vehicle to be classified as a rescue truck in Monroe County are as follows: a) Must carry a power supplied hydraulic rescue tool b) Air Operated tools capable of vehicle extrication c) Vehicle stabilization equipment d) Air bags and basic rope rescue equipment UTILITY A vehicle that is used for department operations. Examples are but not limited to: a) Personnel carriers b) command post unit c) tow vehicle for a watercraft rescue vessel d) specialized equipment such as lighting or confined space units, traffic control devices etc. e) A unit that cannot meet any other basic guidelines. QRS This vehicle must be licensed by the Department of Health. Typically will be dispatched to ALS type emergencies within the company s primary response area. If a department has this type of apparatus but is not routinely dispatched, the department may elect to be dispatched by a responding EMS unit on an as needed basis within their primary response area. AMBULANCE BLS unit that is owned and operated by a fire department. Ambulances must be licensed by the Department of Health and will be dispatched on an as needed basis.

Apparatus Survey This survey will be a base of all departments run cards. These surveys will be updated as needed by each department unless other wise directed. The surveys will be kept at the MCCC in a department file for future references. The survey is nothing more than another piece of information from YOU to MCCC to move forward in the projected dispatch change. This will also help other departments with creating run cards as well.

In closing the Fire ROG Committee would like to thank you for taking the time in moving forward with this project. We know this is a learning experience for all and hope to continue the hard work on both sides. Our goal is to help bring this project to a successful end, that will benefit ALL departments in the future with protecting the Communities which you serve.
