ABOUT THE CRIME COMMISSION: Purpose: The Broward County Crime Commission is a 36 year old state chartered office, acting judiciously on behalf of law abiding citizens in maintaining an unwavering vigilance against crime and corruption in the community. Role: The Crime Commission evaluates crime in Broward County and south Florida and assists the Criminal Justice System with solutions against crime. Founded in 1976 as an independent, fact finding agency, the Crime Commission has distinguished itself as a laureate governing body, which works diligently to improve the Criminal Justice System, as well as strengthen and preserve the key components of Public Safety in Broward County. During the evening, select members of the Criminal Justice System, will be lauded for unparalleled service to the community. Just under 60 awards will be rendered, recognizing the unheralded achievements of stellar performers, who have established a precedent, in which expectations have been exceeded, and law and order has been preserved for the citizens of Broward County. Due to a burdening economy, overcrowded jail systems, reduced budgets and resources, and ambiguity in legislation and public policy, first responders, detectives and prosecutors, now more than ever, have to deal with new challenges facing an ever evolving list of responsibilities. The crimes that sometimes spawn from these challenges, include but are not limited to: 1. High Tech Theft, Burglaries and Robberies 2. Illicit Trafficking of Narcotics and Controlled Substances 3. Properly Assessing Criminals with Mental Health Disorders 4. Crimes Associated with Child Abuse and Sex Crimes 5. Human Trafficking 6 Juvenile Delinquency 7. Child Bullying 8. Homicide For thwarting, preventing and resolving the above mentioned social concerns, these are just some of the topics for which the fine men and women of the Broward County Criminal Justice System will be honored tonight. One of the main edicts of the Crime Commission is to preserve the forthrightness of the governmental process, so that law enforcement is fully equipped, with the necessary resources, to better protect the citizens of Broward County. Therefore, the Broward County Crime Commission finds it imperative to annually recognize key individuals with the Prosecutor of the Year and the Detective of the Year ceremony. Sheriff Scott Israel, For the past 30 years, Sheriff Scott J. Israel has continually advanced into positions of increased responsibility as a law enforcement leader. He spent the first 25 years of his career with the Fort Lauderdale Police Department. During his tenure with Fort Lauderdale, Sheriff Israel was assigned to the Community Policing Division, the Operations Bureau and the Special Investigations Division. As a member of those Divisions, he constantly demonstrated a unique ability to develop and maintain cooperative working relationships with various community groups and individuals. Sheriff Israel retired from the Fort Lauderdale Police Department as the S.W.A.T. Commander with the rank of Captain after being selected to become the Chief of Police for the City of North Bay Village. As the Chief of Police of North Bay Village, he continued to foster strategic partnerships with the community to enhance the safety and well-being of the citizens. Sheriff Israel s substantial law-enforcement background includes significant senior command level experience. In 2005, he was honored as the recipient of the Dade County Police Benevolent Association "Police Chief of the Year". His talent for inspiring teamwork among public safety personnel, citizen groups and community leaders has allowed him to succeed in all areas of community policing including crime prevention, crime control, education and enforcement. Sheriff Israel holds a Bachelor of Arts Degree in Political Science from Cortland State University and is a graduate of the prestigious FBI National Academy, 212 Session. As the Sheriff of Broward County, he is looking forward to working with the community to help make the Broward Sheriff's Office the best run, world class law enforcement organization in the country. Aside from law enforcement, Sheriff Israel also serves other important roles in the community. He previously served as the head football coach for the Coral Springs Chargers and coached football at Stoneman Douglas High School and North Broward Preparatory Academy. Sheriff Israel is the 2008 recipient of the "Brian Piccolo Coach of the Year" for his lifetime achievement in youth sports. In 2008, he was also honored by the Sunrise Democrat Club as Democrat of the Year. Sheriff Scott Israel has been married to his wife, Susan Galla Israel, for 21 years, and they are the parents of triplets, Brett, Blake and Blair. The Israel family resides in Parkland. 6

Mark R. Trouville, Drug Enforcement Agency (DEA) Special Agent in Charge (SAIC) Miami Field Division Mr. Mark R. Trouville currently serves as the Special Agent in Charge of the Miami Field Division, where he oversees all operations throughout the state of Florida, as well as the Bahamas. The Miami Field Division is the largest of DEA's domestic field divisions, with 18 offices throughout Florida and the Bahamas. Mr. Trouville was born in Dracut, Massachusetts in 1956. In 1978, Mr. Trouville began his career with the Drug Enforcement Administration as a student intern assigned to th Office of Intelligence in Washington, D.C. In 1979, Mr. Trouville received a Bachelor of Science degree from Northeastern University, graduating summa cum laude, while majoring in Criminal Justice. Later that same year, Mr. Trouville was selected for the position of Criminal Investigator. After graduating from Basic Agent Training Class, Mr. Trouville was assigned to the Miami Field Division as a DEA Special Agent. In 1984, Mr. Trouville was selected as an instructor at the Federal Law Enforcement Training Academy in Glynco, Georgia where he served in the International Training Unit through 1986. In 1986, Mr. Trouville was selected to open the Cochabamba, Bolivia Office, and served as the Resident Agent in Charge until 1988 when he transferred to the Los Angeles Field Division. In 1990, Mr. Trouville was promoted to Group Supervisor of an enforcement group, which concentrated on international money laundering investigations. Mr. Trouville served in this capacity until his transfer to DEA Headquarters in 1995 as an Inspector with DEA s Inspection Division. In 1996, Mr. Trouville was promoted to Senior Inspector, where he served until his transfer to Los Angeles as the Assistant Special Agent in Charge. On January 16, 2000, Mr. Trouville was appointed to DEA s Senior Executive Service as the Associate Special Agent in Charge, Los Angeles Field Division, where he led one of DEA s most active and productive divisions. On January 7, 2002, Mr. Trouville was selected for the position of Special Agent in Charge of the New England Field Division, in which he oversaw all drug enforcement operations throughout the states of Massachusetts, Connecticut, Rhode Island, Maine, New Hampshire and Vermont. On January 19, 2005, Mr. Trouville was selected to serve in his current position of Special Agent in Charge of the Miami Field Division. 7

Broward County Crime Commission Thomas A. Magill Community Service Award During his 36 years with the Hallandale Beach police force, Thomas A. Magill advocated for maintaining a good rapport with residents and was especially a beacon of community service to the children and citizens of Hallandale Beach. After becoming the city's chief of police in 2004, he helped create perhaps one of the greatest crowning achievements ever in the city: the city's Police Athletic League (PAL) program, where he served as its executive director. Due to Chief Magill, the Hallandale Beach PAL program today flourishes as one of the finest PAL programs in South Florida. Tonight, Thursday, October 24th, 2013, it is the Broward County Crime Commission s privilege to recognize: 1) Dr. Barbara-Ann Weinstein, President/ CEO of Family Central, Inc.; and 2) Blanca Aparicio, Director, Special Investigations Unit (SIU) for United Automobile Insurance Company (UAIC), with the Thomas A. Magill Community Service Award. About Dr. Barbara-Ann Weinstein: As President/CEO of Family Central, Inc., Dr. Barbara Weinstein has devoted a good majority of her years to ensuring Florida's children are given a fair start in life. Her unwavering dedication has been a ray of hope for families and children in need of educational programs, child-care programs and support systems for parents. Barbara is happily married to Chief Judge Peter Weinstein, and has two sons: Andrew and Michael. She is also the proud grandmother of three. Under Barbara's leadership, Family Central has grown from 23 employees to over 450 in the south Florida area, serving more than 135,ooo children. Barbara is a true champion for children, a leader in the community, a mentor, and an inspiration to us all. About Blanca Aparicio: Ms. Blanca Aparicio, Special Investigations Unit (SIU) Manager of United Automobile Insurance Company (UAIC), has led extraordinary efforts to fight insurance fraud in the state of Florida. Through initiatives and collaborations with the Florida Department of Insurance Fraud, federal agencies including the FBI and IRS, city and county police, and the National Insurance Crime Bureau, the UAIC SIU has supported undercover police investigations that resulted in arrests and prosecutions. Ms. Aparicio has also demonstrated caring support for law enforcement officers and their families, local schools and non-profit entities. 8

Broward County Crime Commission Frank R. Pinter Lifetime Achievement Award Frank R. Pinter was appointed as the first Chairman/President of the Broward County Crime Commission, and will forever be remembered as the founding father of the agency in 1976. As a 17 year veteran of the Broward Sheriff's Office, he had previously been appointed by several Governors as a Special Investigator for the Broward County Grand Jury to investigate corruption of public officials. He had also been the Chief Investigator for the Broward County State Attorney s Office. Over the 30 year span from 1976 through 2007, under Pinter's leadership, the Broward County Crime Commission grew to one of the foremost Crime Commission s in the United States. The Frank R. Pinter Lifetime Achievement Award is given to Criminal Justice representatives who understand the importance and role of the Broward County Crime Commission; and also display uncanny results as a Broward County Criminal Justice representative. Tonight, Thursday, October 24th, 2013, it is the Broward County Crime Commission s privilege to recognize State Attorney's Office Executive Director Monica Hofheinz with the Frank R. Pinter Lifetime Achievement Award. About Monica Hofheinz: Monica Hofheinz graduated Nova University School of Law in 1984 and was appointed as an Assistant State Attorney to the 17th Judicial Circuit on October 22, 1984. In 1992, Ms. Hofheinz was appointed as Executive Director of the State Attorney's Office, by State Attorney Michael J. Satz. As Executive Director, her responsibilities include all fiscal and personnel matters of the State Attorney s Office; a staff of over 500 employees and a combined State and County budget of over $33 million. She is a former President of the Broward County Crime Commission and is a current Advisory Board member to the Crime Commission. During her tenure with the State Attorney's Office, Monica has held positions including: Supervising Attorney Misdemeanor Unit (1985-198 6), Lead Felony Trial Attorney (1987-1988), Felony Trial Supervisor (1988-1989), and Assistant State Attorney In-Charge of Special Administrative Projects (1989-1991). Ms. Hofheinz has specialized in Drug-Free School Zone cases and Crimes against the Elderly. She was instrumental in establishing the Elder Abuse Task Force of Broward County and the drafting and passage of Chapter 825, Florida Statutes on Abuse, Neglect and Exploitation of Elderly Persons and Disabled Adults. 9

Broward County Crime Commission Inaugural Outstanding Career Service Award Every so often retirements occur where invaluable organizational people move on to pursue the next stages of life. People of this stature are both valued and missed, but never forgotten. The previous foundations laid forever serve as an inspiration for others to emulate and a template to follow. For this reason, the Broward County Crime Commission felt in necessary recognize such Criminal Justice stalwarts. Tonight, Thursday, October 24th, 2013, it is the Broward County Crime Commission s privilege to recognize: 1) former Chief Assistant State Attorney Ralph Ray; and former Chief Assistant State Attorney Chuck Morton, with the Broward County Crime Commission Outstanding Career Service Award. About Ralph Ray: Ralph J. Ray Jr., served as Broward s Chief Assistant State Attorney from 1977 through 2005. During his tenure as Chief Assistant State Attorney, Mr. Ray helped State Attorney Mike Satz grow the State Attorney s Office into a well-recognized, responsive and efficient organization. He combined a keen legal mind and a strong sense of justice with the skills and expertise required of an efficient agency administrator. Mr. Ray always took great pride in having helped recruit and hire dedicated, conscientious and professional career-minded prosecutors into the State Attorney s Office. At different points in his career, Mr. Ray served on the Broward County Commission on Substance Abuse, the Broward Chiefs of Police Association and the Broward County Public Safety Coordinating Council. About Chuck Morton: Charles (Chuck) B. Morton Jr. retired from his position as Chief Assistant State Attorney in the Broward State Attorney s Office this summer after more than 37 years as a Broward prosecutor. In December 1976, Mr. Morton was the first lawyer that newly elected State Attorney Mike Satz hired following Mr. Satz s first election. Prior to becoming Chief Assistant State Attorney in May 2005, Mr. Morton served for 20 years in the Capital Crimes Division (Homicide) Unit where he successfully prosecuted some of Broward s most infamous defendants. He served as head of the unit for 16 years. Earlier in his career, Mr. Morton prosecuted misdemeanor cases in the County Court Division, handled economic-crime cases, and supervised the County Court Division for four years. In 2010, Florida s 20 State Attorneys honored Chuck Morton with a Lifetime Achievement Award. Mr. Morton is a strong proponent of the United Way and is a deacon at New Mt. Olive Baptist Church. He is as an adjunct law professor at Nova Southeastern University. 10

Michael J. Satz, State Attorney, 17th Judicial Circuit Mike Satz, a native of Pennsylvania, is a graduate of the University of Miami s School of Law. Following graduation, Mr. Satz became an assistant prosecutor in Broward and quickly developed a reputation as a tough courtroom litigator. In 1976, he was elected State Attorney for the Seventeenth Judicial Circuit here in Broward County, and has been re-elected every four years since, including last November. As State Attorney, Mr. Satz continues to personally prosecute capital-crime cases while responding to Broward s diverse and changing crime problems. During his tenure, he has instituted and expanded specialized prosecution units that focus on cases such as: sexual battery and child abuse, domestic violence, public corruption, elderly abuse and organized crime. Mr. Satz, recognizing the needs of victims of crime, instituted a Victim Advocate Unit to provide counseling and assistance to victims. For his efforts, he received the 2004 President s Award by the Broward Victim s Rights Coalition. Concerned about issues and institutions that affect the people of Broward, Mr. Satz initiated grand jury investigations into Pain Clinic Pill-Mills, Broward County Schoo Construction, Youth Gang organizations, Foster Care, Organized Crime activity, the Broward Regional Juvenile Detention Center, Mental Health services and Child Abuse Protections. In 1995, Mr. Satz sponsored the Broward County Elder Abuse and Exploitation Seminar and in 1999, organized Broward s first Foster Care Summit. Throughout his tenure, Mr. Satz has received numerous professional accolades. Leadership Broward presented Mr. Satz its annual Profiles in Leadership award in 2006. And in 2005, the National Association of Social Workers honored him with the Elected Official of the Year award. Mr. Satz was honored with the Community Safety Award by Legal Aid of Broward County in 2003 and the Broward County Bar Association Board of Directors presented him with the Government Lawyer award the very same year. In 2001, the Broward County Bar Association presented Mr. Satz with the Lynn Futch Professionalism in Practice award. He has also received the Heart Award by the Broward County Children s Consortium in 2000. And he proudly accepted the 1998 Sharon Solomon Advocate Award in commemoration of Broward s late child advocate Sharon Solomon. Mr. Satz has been recognized by the Broward County Hispanic Bar Association, the B nai B rith Justice Unit #5207, the Anti-Defamation League and the Sexual Assault Treatment Center of Broward County, which he helped create. Mr. Satz was recently presented with the University of Miami s School of Law Alumni Association s annual Alumni Achievement Award. Mike, an avid snow skier and fitness enthusiast, co-chairs the successful Up the River Cruise as part of the American Cancer Society s annual Jail & Bail event. 11

2013 Broward County Crime Commission Prosecutor of the Year Award Neva Rainford-Smith, the Broward Crime Commission s 2013 Prosecutor of the Year, is a 12-year veteran of the Broward State Attorney s Office and is the newly appointed Assistant State Attorney-in-Charge of SAO s Sexual Battery Unit. Rainford-Smith is a graduate of Nova University and Nova s Shepard Broad Law Center. She joined the State Attorney s Office in 2001 and has held a series of key positions. Ms. Rainford-Smith worked in the Misdemeanor Trial Unit for a year before beginning a three-year stint in the Felony Trial Unit. In the mid-2000s, she prosecuted cases in the Sexual Battery Unit, then became a supervisor in the Felony Trial Unit handling four felony divisions and specializing in DUI manslaughters and vehicular homicides. In 2011, she worked in the Career Criminal Unit, then spent a year in Homicide before being appointed head of SAO s Sexual Battery Unit this past summer. She also has served on SAO s Office Hiring Committee and has been an Attorney Mentor for both misdemeanor and felony trial attorneys. Neva is hard-working and dedicated and a really fine person, said State Attorney Mike Satz in announcing her selection. This award is well-deserved. I m very humbled to receive this award, especially because there are so many great lawyers in our office, said Rainford-Smith. 12
