1 COMMANDER. SHARON PAPA WHEREAS, Commander Sharon K. Papa was born in upstate New York. She moved to California in 1976 and worked a variety of jobs until she turned 21 years old and became a police officer; and WHEREAS, Officer Papa began her career with the Santa Monica Police Department before joining the Los Angeles County Metropolitan Transit Police Department. where she worked her way up through the ranks in patrol, investigative and administrative assignments; and WHEREAS, Sharon Papa was appointed Chief of Police for the Transit Police Department in 1990 and served in that capacity until her department merged with the Los Angeles County Sheriff and Los Angeles Police Department in 1997; and WHEREAS, after her transfer to LAPD, she worked as the Assistant Commanding Officer in Operations Central Bureau, the Commanding Officer of Community Affairs Group, and was assigned as the department Ombuds Officer; and WHEREAS during the reorganization of the LAPD command structure under Chief William J. Bratton, she was promoted to serve as one of his three Assistant Chiefs, making a historic milestone as the department's first woman to achieve that rank; and WHEREAS, Commander Papa was assigned as the Assistant Commanding Officer of Operations Valley Bureau, where she oversaw approximately 2100 personnel assigned to seven geographic Areas and a Traffic Division; and WHEREAS, Commander Papa is a current Board Member for the Peace Officers' Association of Los Angeles County and served as president in 1998 and 2008, and a Board Member of a Los Angeles-based non-profit organization, Women Against Gun Violence, and is a member of the International Association of Chiefs of Police, Police Executive Research Forum, and the Organization of Women Executives: NOW THEREFORE, BE IT RESOLVED that by adoption of this resolution the City of Los Angeles congratulate Sharon Papa for her new position as Chief of Police for Hermosa Beach Police Department. Her reputation of integrity and fairness will be left behind as her legacy among the employees of the LAPD. Weber WHEREAS, Paul Weber joined the Los Angeles-Police Department on March 5,1984, and has served the Department and the people of Los Angeles for more than 30 years; WHEREAS, he has loyally served the Department and upheld its mission to protect and serve the people of Los Angeles with honor and integrity, while adhering to the highest ethical standards; WHEREAS, he has faithfully served as a Los Angeles Police Protective League Director for more than 11 years, three of them as President, more than one of them as Vice President and more than four of them as Treasurer; WHEREAS, he has rendered consistent service to the LAPPL's membership as a significant part of the Memorandum of Understanding process as well as chairman of the Legal, Audit, Election and POST committees; WHEREAS, he has played a vital role in serving as a liaison to other police organizations as chairman of the LAPPL's CCLENBig 11 and NAPO committees; WHEREAS, he has frequently encouraged the membership to further their education and informed them of the many opportunities available for them to do so; WHEREAS, he has worked to communicate to the membership effectively as editor of the Thin Blue Line; and WHEREAS, SGT Paul Weber is leaving LAPPL upon his much deserved promotion to Police Lieutenant, and will be remembered fondly by his colleagues upon his departure and they thank him for his years of service to the City and his brother and sister officers: NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of Los Angeles hereby congratulate Sergeant Paul M. Los Angeles Department of Water and Power WHEREAS, William Glauz, Manager of Resource Planning & Solar Energy Development at the Los Angeles Department of Water and Power, is retiring after having served the City of Los Angeles for a total of thirty-three years with dedication and professionalism. His years of service combine program and project management experience including policy development, planning, financial analysis, budgeting, scheduling and contract administration; and WHEREAS, William Glauz grew up in Kansas City and Grandview, Missouri. He later graduated from Missouri University of Science and Technology with a Bachelor of Science degree in Civil Engineering, Cum Laude, in Continuing his education, from , he also completed graduate coursework in Civil Engineering at the California State University, Long Beach; and WHEREAS, William Glauz started his LADWP career as a Civil Engineering Assistant in 1980, and I then was promoted to Civil Engineering Associate with Resource Development and Environmental Assessment in 1983; and WHEREAS, from 1989 to 1996, William Glauz worked as the Assistant Manager of Environmental and Governmental Affairs and Director of Environmental Assessment, Legislative and Regulatory Affairs, Water Quality, and Hazardous Materials Business Groups with LADWP; and WHEREAS, in 1996, William Glauz became the Government Affairs Representative to the General Manager's office for three years. In 1999, William became the Manager of Renewable and Emerging Technologies and then started working as the Manager of Solar Energy Resource Development in 2006; and WHEREAS, William Glauz most recently served as Manager of Resource Planning and Solar Energy Development. His responsibilities included developing LADWP's Integrated Resource Plan as the guiding document for replacing coal, reducing C02 emissions, expanding renewable energy supplies,eliminating ocean water cooling from coastal generating stations and increasing customer energy efficiency and demand response programs; and WHEREAS, William Glauz was Chairman of the Los Angeles Chapter Energy Technical Group with the American Society of Civil Engineers in He was also recognized as an Outstanding Young Engineer in Energy, Los Angeles Section of the American Society of Civil Engineers in 1989; and WHEREAS, William Glauz was Chairman of the Environmental Committee of the Western Systems Coordinating Council from 1995 to He was also the Utility Representative of the
4 California Desert District Advisory Council of the Bureau of Land Management from 1994 to 1999, appointed by the United States Secretary of the Interior; and WHEREAS, with his retirement, William Glauz joins his wife of thirty wonderful years, Gayle Glauz, who is also a recently retired LADWP Civil Engineer with thirty-two years of service. Their son, Leland Glauz is fourteen years old and going into his sophomore year of high school at Fusion Academy in Eagle Rock, California. 5 CITY OF LOS ANGELES RESOLUTION Mesothelioma Awareness Day 2013 WHEREAS, mesothelioma is an aggressive, asbestos-related cancer that affects the linings of the lungs, abdomen, heart or testicles; and WI-IEREAS, the heavy use of asbestos in manufacturing, industry and construction has been recognized as the worst occupational health disaster in u.s. history; and WHEREAS, asbestos was used in the construction of virtually all office buildings, public schools, and homes built before 1975; and WHEREAS, a high percentage of all mesothelioma and in shipyards; and victims were exposed to asbestos on naval ships WHEREAS, this is now believed to include many of the firefighters, police officers, and rescue workers from Ground Zero on September 11, 2001; and WHEREAS, exposure to asbestos for as little as one month can result in mesothelioma 30 years later; and WHEREAS, because of occupational, Navy-service related, household, or even incidental exposures and the very long latency of the disease, tens of millions of Americans, including hundreds of Angelinos, are now at risk for developing mesothelioma; and WHEREAS, for decades the need for research to develop effective treatments for mesothelioma overl.ooked;and was WHEREAS, the result of this neglect is that treatments available today generally have only limited effect and most patients die within only 12 to 15 months from diagnosis; and WHEREAS, in 1999, the Mesothelioma Applied Research Foundation was formed to eradicate the life-ending and vicious effects of mesothelioma, and early progress in developing effective treatments for the disease is now being made; and
6 WHEREAS, the establishment of Mesothelioma Awareness Day would raise public awareness of the disease and ofthe need to develop effective treatments for it: NOW THEREFORE, BE IT RESOLVED that the Council of the City of Los Angeles hereby declares September 26 th, 2013 as Mesothelioma Awareness Day in the City of Los Angeles to raise public awareness of the disease and of the need to develop effective treatments for it.
