Thriving Raahe now and in the future Raahe is traditionally a seaport, school and industrial town. This pleasant seafront town of timber buildings has developed into an actively-growing regional hub. Construction is underway in Raahe. New houses are being built along the streets of Kauppakatu, Fellmanin puistokatu and Palokunnankatu, e.g. in the seashore area and adjacent to the old City Hall. There is a proposal to re-build an entire half a block, opposite Härkätori. The proposal includes residential accommodation, as well as business and office premises, up to a total investment value of some 20 million. The catalysts for the development of Raahe consist of its new seaport, Rautaruukki s steel manufacturing plant, wind farm projects, and the nuclear power plant project in Pyhäjoki. All of the above are supported by Raahe s forthcoming commercial seaport: Trade and Service Centre of 46 000 m² in size, located in Mettalanmäki, in Raahe, with a total investment value of 80 million! The new trade centre is perfectly suited to promote development in the Raahe region now and in the future. Positive industrial development is predicted for Raahe and its surrounding districts, which will have a clear impact on the buying power in the area, while also increasing the volume of traffic. The reformed Port of Raahe, together with the change of ownership of Rautaruukki, also indicates this. Due to its central location, the Kokkolantie junction at Mettalanmäki, leading to Highway 8 and Raahe town centre, is an excellent zone for business. The planned trade and service centre for the area - the Raahen Portti Shopping Centre will be built as a modern and unified business entity, all housed under one roof. In Mettalanmäki, a construction area of 46 000 m² has been reserved in the city plan for trade and accommodation purposes. It is proposed to build business premises to meet the needs of everyday and specialist goods trade. The higher end of the trade centre, towards Highway 8, will see the construction of hotels and office premises. Whatever your line of business, the Raahen Portti Shopping Centre truly offers the top trading spot in the region. 7

VAASA OULU RAAHE City Zoning Plan The present zoning plan allows for the construction on two floors of a trade, service and everyday goods centre, rising to 15 floors in respect of the hotel. The planning permission includes a 46 000 m² area in total for trade, specialist trade and office premises. An area of 1 800 floor m² has been reserved for everyday trade goods. The planning permission makes provision for 12 000 floor m² for hotel and accommodation use. Construction may be effected in stages. Parking spaces available for everyday goods trade consist of 1 space/20 floor m², and 1 space/60 floor m² for other purposes. The provincial zoning plan for the Northern Ostrobothnia region is subject HOTEL XV 12 000 to approval by the Ministry of Environment. Upon approval, the zoning plan will enable the flow of everyday trade goods through Mettalanmäki, up to the COMMERCIAL PREMISES HI GROSS AREA approx. 32 500 km² volume of 4 500 m². Raahe and the Raahe Region The Raahe region consists of Raahe, Pyhäjoki and Vihanti. The average age of the SERVICE AND LOADING population in the region, compared to the rest of the country, is relatively young. Age divisions are as follows: Age 0-14, 19.4%; 15-64, 62,5%; over 64, 18.1%. Of those employed in the Raahe area, 35% come from Pyhäjoki, 25% from Siikajoki and 20% from Vihanti. Population growth forecast, by 2030, is 1.7%. 41.5% of jobs in the area are industrial, 36.7% in services, 5.4% in building and construction, and 1% in agriculture and forestry. Raahe is the second largest town in Northern Ostrobothnia and, equally, the SHOP, CAR WASH, FAST FOOD RESTAURANT Port of Raahe is Northern Ostrobothnia s second largest. The Gateway of Raahe en route home and within easy reach of passers-by The Raahen Portti Shopping Centre is situated in the immediate vicinity of Highway 8 the main highway in Western Finland. Highway 8, throughout its length, encompasses 40 000 jobs, and 40% of all Finnish cargo travels via the seaports located along Highway 8. New jobs created by the forthcoming Raahen Portti Shopping Centre impact the economy as far afield as 100 km from Raahe. The volume of traffic in the Raahen Portti Shopping Centre region is growing rapidly, forecasts are continually revised upwards. A key role in the plan is played by the smooth flow of traffic and ample parking spaces. A grade-separated crossing in Raahe Mettalanmäki, at the corner of the future shopping centre, is subject to planning and development in Raahe. The Raahen Portti Shopping Centre, which will be erected at the junction of Highway 8 and Kokkolantie, the road leading to Raahe town centre, will offer improved services both to the town of Raahe and to any passers-by. The trade centre area is located around one kilometre outside Raahe town centre and, at the busiest times, it is passed by up to 10 000 vehicles daily, which already forms a strong customer base for the trade centre. In 2012, the daily volume of traffic, on average, was measured to be the greatest on the roads surrounding Raahe. Some 5 400 vehicles per day trav- 5 700 8 E8 elled between Raahe and Revonlahti. Employment and Buying Power The self-sufficiency of Raahe in terms of jobs is nearly 120%. The area also attracts buying power from its surroundings and neighbouring municipalities, within a wide range. In the Raahe district, buying power for everyday goods trade amounts to more than 80m and, in 2013, it was over 100m. Strong economic grounds exist for an additional 4 500 m² investment in everyday goods trade. In 2009, the transition level of everyday goods trade to Raahe was +12%. In the Raahe district, buying power for specialist goods trade amounts to more than 110m and, in that respect, there is an on-going transition away from Raahe. The transition level in 2009 was -3%. By 2030, there will be renewed demand in Raahe for specialist goods trade to the volume of 30 000 m², with the buying power of nearly 160m. Current Services in Raahe Currently, everyday goods trade services are mainly situated along Kokkolantie. Specialist goods trade services are located in town centre, which is incapable of expansion, because the centre is restricted to the area bordered by the Old Town and the railway. As such, the only logical direction for expansion is towards Mettalanmäki. The starting point and number one objective for the Raahen Portti Shopping Centre consists of a diverse selection of userfriendly and enjoyable services. Easy, jam-free access from all directions supports the settling in the area of services such as fuel and service stations, hotel and restaurant facilities and everyday goods trade, and specialist trade in construction, furniture, decorating, gardening and household appliances. Parking for over 1 000 vehicles will be built on ground level in the area. The target group of the Raahen Portti Shopping Centre comprise the residents of Raahe and the district, as well as the residents of Northern Ostrobothnia, and motorists and tourists travelling on Highway 8. The shopping centre is situated at the start of Raahe s quality passage and so forms a gateway to the commercial Raahe, shopping and the town s services. The Raahen Portti Shopping Centre complements and diversifies the specialist trading already on offer in Raahe town centre. The forthcoming shopping centre will also avert specialist trade buying power from moving away from Raahe. 11
