THE MARITIME ECONOMY Maritime activities are one of the key elements for the competitiveness of the European Union (EU). The sectors related to the exploitation of the sea represent between 3% and 5% of the EU regions' gross domestic product. These activities have contributed significantly to the construction of the Atlantic Area identity, not only from a socio-cultural and economic perspective, but also in its land and urban shaping. Several branches of the maritime economy are facing a turbulent period while others offer opportunities for economic growth and employment. Biotechnology, energy and leisure shipbuilding, among other activities, are still under-explored in Atlantic peripheral coastal areas. Revitalization and new economic activities are clearly linked to the implementation of innovation though new products, processes and markets. SUMMARY HARVEST Atlantic is a project developed under the Atlantic Area Programme that intends to identify and exchange good practices and sustainable solutions based on innovation, diversification and marketing for the maritime economy and resources to leverage improvements in the socioeconomic situation of the Atlantic seaside territories through transnational cooperation. HARVEST Atlantic will contribute to the enhancement of competitiveness and innovation capacities in 4 specific subsectors of the maritime economy: a) Biotech & Nutraceutical b) RTD+I in Navigation & gliding technologies c) Halieutic Industry, and d) Green Maritime Energy. In parallel, the project will tackle transversal issues for the value added of the Atlantic products, natural resources and Human Capital. OBJECTIVES OF HARVEST ATLANTIC The HARVEST Atlantic general objective is to identify and exchange good practices and sustainable solutions based on innovation, diversification and marketing for the maritime economy to leverage improvements in the socioeconomic situation of the Atlantic seaside territories through transnational and interregional cooperation. The project explores how the Atlantic maritime economy is adapting and how it should adapt to the reduction in traditional activities through: 1. Adding more value to the remaining fish and natural resources: protection, sustainable fishing, labelling and marketing, with an emphasis on protected natural areas. 2. Adapting the existing halieutic industrial base to new realities: there is a considerable level of expertise throughout the Atlantic area in terms of fish processing and connected industries. Raw materials may in the future be imported for processing and added value and the existing industrial base may have to adapt to these changes and develop new markets. 3. Diversifying the industrial base to innovation-based activities connected to new technologies and know how in biotech and nutraceutical (based on sea products), navigation and gliding technologies (based on maritime tradition and RDT+I in shipbuilding and yacht building) and energy (based on sea power.

ACTIVITIES HARVEST Atlantic will carry out the following activities: Sectorial analysis and benchmarking Assessment on Human Capital and know-how in order to implement innovation processes Identification and adoption of policies and measures to support the innovation, diversification and marketing for the Atlantic maritime economy Creation of AT-OME: the Atlantic Observatory for Maritime Economy Sectorial Workshops/Seminars and parallel Study Visits. PARTNERSHIP The partnership integrates 6 organizations with different and complementary knowledge and competences. Lead Partner - Mancomunidad de Municipios Sostenibles de Cantabria (ES) The Association of Sustainable Municipalities of Cantabria is a local entity of supra-municipal character that facilitates the implementation of sustainable local and territorial policies. As project leader, the MMS will participate in all project actions with a particular responsibility on the management and coordination and communication and dissemination activities. MMS will bring the local perspective to the project, in particular in the transversal issues of Human Capital, marketing, added value of products and exploitation of the maritime protected natural areas. www.municipiossostenibles.com Universidad de Cantabria (ES) The University of Cantabria (UC) will coordinate the analysis of RDT+i in Shipbuilding and yacht building sector. Reflecting the impact on regional development, the focus of the analysis will be on the recreational nautical sector and its infrastructures. Also, the UC will create the Atlantic Observatory of Maritime Economy (AT-OME). The Observatory will collect up-to-date information, contacts and projects of innovation and cooperation. UC will also develop indicators and indices for the 5 countries of the Atlantic area. www.unican.es South West Regional Authority (IE) South West Regional Authority (SWRA) is a statutory public body with responsibility for strategic planning in the South West Region of Ireland. SWRA makes recommendations on government investment programmes and monitors and reviews the operation of the National Development Plan, because of this SWRA is in an excellent position to directly influence both local and regional policies. SWRA will be responsible for developing the policy toolkit with the identification and adoption of policies and measures to support the innovation, diversification and marketing of the Atlantic maritime economy. www.swra.ie

Cork Institute of Technology (IE) Cork Institute of Technology (CIT) plays a key role in the formation of economic policy in Ireland making it well positioned to bring lessons from the project into the mainstream of regional development and policy formation. The Institute has a very wide range of expertise and a significant research and development presence within the maritime area. It will be the responsible for the analysis linked to biotech and nutraceutical products linked to expertise in the Department of Biological Sciences. www.cit.ie Universidade do Algarve (PT) The University of Algarve (UAlg) is a young (thirty years old) higher education public institution located in the southern region of Portugal. UAlg has around 750 permanent teaching staff and 450 research staff, evidence of a growing commitment towards R&D and Innovation and, around ten thousand students are engaged in academic activities, of which nearly two thousand are enrolled in postgraduate programs. The research unit responsible for implementing HARVEST is the Spatial and Organisational Dynamics Research Centre (CIEO) that focuses its intervention in two strategic areas: Innovation, Sustainability and Spatial Organisation; and Strategic Management, Entrepreneurship and Human Resources. www.ualg.pt Glasgow Caledonian University (UK) The GCU has specific competencies for the project including wide experience of literature searches and evaluation of outputs from writers who contribute to the understanding of a wide range of maritime economy related issues. GCU will coordinate the analysis of the green maritime energy sector and will apply expertise in intellectual asset management by leading the compilation of the joint report on human capital. www.gcu.ac.uk Associated partner : Ecole d'ingénieurs en génie des systèmes industriels (FR) The Ecole d'ingénieurs en génie des systèmes industriels is an Associate partner in the project. It has specific industrial knowledge and experience in the Maritime Economy and has the capacity of gathering data and information from and about the French market(s), as well as of disseminating the results to French stakeholders. www.eigsi.fr
