InformNorden 2015 Ilkka Kankkunen Managing Director TVV Lippu- ja maksuja rjestelma Oy 11.9.2015 Mobile tickets A roadmap scenario of account based ticketing in Finland
Background
Background The Services Directive and new Public Transport Act of 2009 PTA s increased responsibility of public transport Either market based transport or subsidized transport according to service level targets All subsidized transport must be put out to tender Neutral ticketing and payment system is needed to Remove barriers of competition All PTOs can join the system with common terms Ensure interoperability between PTA s Ensure interoperability between ticketing schemes Enable interoperability between other forms of transport 3
Waltti A Nation Wide Ticketing and Payment Service FTA and PTA s founded in 2013 a company to acquire and manage ticketing and payment system Include all PTA s except Helsinki Region At the beginning with travel cards only, future development will introduce new methods of payment, e.g. mobile/smartphones, EMV cards and account based ticketing 4
Facts and Figures Finland Population ca. 5,5 Million Area 338 000km2 Density 18/km2 5
Facts and Figures Approximately 550 million trips annually in public transport in Finland HRT (Helsinki Region Traffic) 350 million trips annually National target to increase number of trips to 750 million by year 2022 Most of the growth is expected to come from outside HRT region 35 Public Transport Authorities across the country 6
Mobile Ticketing
Mobile Ticketing Possible technologies evaluated QR-code NFC Basic requirement is to have automated validation so that driver does not have to validate the ticket Security and automated recording of all trips Sales channels Business model considerations 8
Mobile Ticketing QR-code based systems - Security features when only manual validation used - Even though QR-readers are quite cheap, when installed to a bus costs must be multiplied by 10 In Finland only less than 10% of busses have QR-readers installed - Current QR-readers are still not fast enough for mass transit - Interoperability between schemes does not exist + Business case for sales channels exists 9
Mobile Ticketing NFC-phone -based systems - Only part of the phones can support NFC standard - Mobile operator in value chain increases ticket price - Security arrangements to load mobile tickets + NFC readers are in almost 100% of busses 10
Mobile Ticketing Account based mobile ticketing (Mobile travel account) - A customer needs NFC-card as an ID + NFC readers are in almost 100% of busses + easy top-up with mobile app No special security issues + Interoperability with other schemes fairly easy to implement 11
Roadmap Scenario Personal travel account Technically an ID based system that communicates with independent travel and payment systems Central depository for needed traveler information which is shared between systems NFC-cards used as IDs with current readers Mobile app used to manage your travelling Easy to top-up products Easy to acquire travel right to other systems 12
Interoperability Personal travel account Technically an ID based system that communicates with independent travel and payment systems Needs a comprehensive routing and timetable system FTA provide an open database of routes and timetables 13
Conclusion Mobile ticketing is easiest to arrange in combination with account based travelling NFC based cards already in use No big investments needed Security level maintained Account based travelling enables interoperability between card-centric systems and mobile ticketing with reasonable investments 14
