2 INTRODUCTION 1 The Finnish Transport Agency s Performance Based Maintenance Contract Model is approved and customary process. The fundamental is that the contractor delivers and proves the service level and quality. The client places the service level. The current situation is that these two do not meet as considered. We are missing the trust. Also we are facing the new challenges due the economics. What can we do together? with the existing knowledge, processes and data

7 COMBINED DATA Weather Operations Analysis Quality In the study we compared road weather data, the contractor s operation data in different maintenance classes and client s quality control data at 15 minute intervals through the winter

8 ROAD WEATHER STATION Stations deliver data at 15 minute intervals including those shown in the list below. This data is used to estimate road weather conditions and changes in it. It can not be used for quality control or monitoring. 9 CLIENT S QUALITY CONTROL The client is monitoring contractors delivery by the spot check quality control. FTA / ELY Centres are commonly using consultants for that. Quality control operations are based in supposed changes of road weather conditions and therefore need for contractor s maintenance actions. Data reported from quality control includes: exceeded performance time, snow depth, evenness and friction. Data is delivered through web-based portal, where the contractor and client can review and comment the data.

14 THE FINDINGS Lots of (unused) information The contractor performed 7527 operations / actions in the maintenance class Is during two winters (51 km of roads). In the same time the client s quality control consultant made total 53 observations (not faults). You get what you measure The main reason for faults are snowy bus stop shelters and low friction. When the request for starting the control round is change in the weather conditions you usually find something wrong. The guidelines and procurement models for client s quality control vary too much nation wide.

15 SUGGESTIONS FOR THE FUTURE DEVELOPMENT Use of the Existing Data Contractors collect / produce lots of valuable information during their maintenance operations. In this case there is internal performance / quality data that should be available for client too. In the same time we need discussion about the quality tolerances. Non-stop monitoring One option is to strongly increase continuous, real time quality control and maybe the amount of the road weather stations. In the same time we must notice that the contractors have already valuable weather condition data. We need to find way to develop that information - based on both sides needs.

16 SUGGESTIONS FOR THE FUTURE DEVELOPMENT Delivery Now the data is hidden. By using state-of-art information services that data could be more useful. There are already excellent examples in Finland how to visualize and make data valuable for multiple user groups. Both ways. Optimizing Ok. It seems so that we will not get more resources in the future so we need to uniform our procurement processes also in the quality control sector.
