ESSA Accountability Systems ESSA requires that states identify schools for improvement based on five components: Academic achievement on state tests. Academic growth over time. Graduation rates. Progress toward English language proficiency. At least one indicator of school quality or student success. Examples in the law include student engagement, college and career readiness, school climate and safety, access to and completion of advanced coursework.
ESSA Accountability Systems The first four academic indicators must be assigned much greater weight than the indicators of school quality or student success. All of the indicators need to include the performance of each student group, including students from major racial and ethnic groups, children with disabilities, English learners and low-income students.
ESSA Accountability Systems Using the measures of the accountability system, ESSA requires that states identify schools for improvement if they are: In the lowest 5% of Title I schools. High schools with graduation rates below 67%. Particularly low-performing in any student group.
Participant Breakout Sessions 1. Given ESSA requirements, what else do you think needs to be reflected in a comprehensive accountability system? 2. What other components are part of a highquality education that may not be included in an accountability system but may still be reported to the public? 3. What other thoughts do you have about ESSA that are important for Minnesota to consider and discuss with stakeholders during the state plan development process?
