3 Purpose of the Discussion Today Stakeholder engagement is critical to developing a Minnesota ESSA state plan that will serve ALL Minnesota students well. Today is an opportunity to: Share and clarify the ESSA law. Listen to stakeholders and collect feedback. The purpose of the meeting is not to: Reach consensus and formally provide recommendations as a workgroup. Produce a final report (other than recording notes for the meeting). Speculate outcomes for implementation. education.state.mn.us 3

4 What is the outcome for today? MDE staff will record notes and disseminate feedback received from today s discussion. Input from this meeting will inform future workgroups that will be convened after guidance is released. These workgroups will collaborate to develop Minnesota s state plan. MDE may use feedback from today to provide input to the U.S. Dept. of Ed. education.state.mn.us 4

5 General ESSA Planning Timeline January 27 February 9 April-May May June-July August- October October November- December Early 2017 Meeting with legislators. First large stakeholder informational meeting. Topic area meetings with stakeholder groups to dive deeper into the requirements of ESSA. USDE is expected to release draft regulations. Topic area workgroups may begin to meet. Regional meetings to lay out ESSA requirements and framework. USDE is expected to release final new regulations. Re-convene stakeholders for final workgroup discussions on ESSA. Be prepared to submit ESSA state plan. Timelines for submission are unknown at this time. education.state.mn.us 5

6 Areas Covered in this Data Collection and Reporting Meeting For the purposes of this conversation, data collection refers to the systems used by MDE, districts, and other public agencies to gather data about students, teachers, and schools. For the purposes of this conversation, data reporting refers to the systems used to share data about students, teachers, and schools with families, districts, the federal government, and the general public. education.state.mn.us 6

7 Areas Covered in this Data Collection and Reporting Meeting Key considerations of data collection and reporting systems include: Privacy. Transparency. Usefulness for improving student outcomes. Disaggregation by student group. education.state.mn.us 7

8 No Child Left Behind (NCLB) NCLB required report cards that included data about student demographics and academic achievement at the school, district, and statewide levels. Public reporting requirements emphasized disaggregation of student data by: Race and Ethnicity. Special Education status. Gender. Migrant status. English Proficiency (i.e., EL status). Economically Disadvantaged status (Free or Reduced-Price Lunch). education.state.mn.us 8

9 No Child Left Behind (NCLB) To protect student privacy, the Minnesota Report Card does not provide information for a group if there are fewer than 10 students. For example, if only nine Asian/Pacific Islander students took the 4 th grade reading MCA at Wobegon Elementary, the MN Report Card would not report that data publicly. Individual student level data is available to Local Education Agencies through MDE Secure Reports. education.state.mn.us 9

10 No Child Left Behind (NCLB) NCLB s reporting requirements included reporting whether schools made Adequate Yearly Progress (AYP) under NCLB s accountability system. NCLB s addition of disaggregation by student group, both for data collection/reporting and for accountability, was a new federal effort to bring greater attention to achievement gaps. education.state.mn.us 10

11 NCLB Flexibility Waiver Under the waiver, Minnesota continued to report a school s AYP status as well as their performance on the new Multiple Measurements Rating (MMR) system. education.state.mn.us 11

12 ESSA Requirements ESSA continues to require state and local report cards, which include performance data under the accountability system. The accountability system requires new measurements. The report card requires new student groups and new data collection/reporting. ESSA continues to require states set a minimum group size for reporting that protects individual student privacy. education.state.mn.us 12

13 ESSA Requirements The accountability system will include measurements of: Academic achievement. Growth (optional). Progress on English language development for ELs. Graduation rates. New indicator(s) of student success or school quality. The details for each of these will be worked out once the U.S. Department of Education issues guidance and regulations. education.state.mn.us 13

14 ESSA Requirements The accountability system must still disaggregate by: Major racial and ethnic groups. Economically Disadvantaged status (Free or Reduced Price Lunch). English Learner status. Special Education status. All accountability measurements except English language development must be disaggregated by each student group at the school level. education.state.mn.us 14

16 ESSA Requirements Report cards must provide data on: Student participation and performance on state assessments. Each type of measurement used for accountability. Identification for improvement under the accountability system. Progress toward the state s long-term goals and measurements of interim progress. Teachers professional qualifications. Per-pupil expenditures. education.state.mn.us 16

17 ESSA Requirements Report cards must provide data on school quality, climate, and safety, including: In-school suspensions. Out-of-school suspensions. Expulsions. School-related arrests. Referrals to law enforcement. Chronic absenteeism (excused and unexcused absences). Incidences of violence, including bullying and harassment. education.state.mn.us 17

18 ESSA Requirements Report cards must provide data on the number and percentage of: Students enrolled in preschool. Students enrolled in accelerated coursework. education.state.mn.us 18

19 ESSA Requirements The new report card categories will require Minnesota to build new data collection systems. In many LEAs, the group size for the new groups will be too small to publicly report. Individual student data will still be available to districts via MDE Secure Reports. education.state.mn.us 19

20 Existing Initiatives Minnesota already disaggregates data by homeless status. Beyond federal requirements, Minnesota s Learning English for Academic Proficiency and Success (LEAPS) Act requires disaggregation of English acquisition data for Students with Limited/Interrupted Formal Education (SLIFE). education.state.mn.us 20

21 Existing Initiatives Minnesota s Discipline Incident Reporting System (DIRS) tracks disciplinary actions and the type of incident. The Minnesota Common Course Catalogue (MCCC) collects student and teacher course information as well as students taking accelerated courses. The Minnesota Early Indicator and Response System (MEIRS) is a diagnostic tool designed to identify students who are at-risk of not completing high school in four years. education.state.mn.us 21

22 Other Existing Initiatives MDE is a partner agency in: The Statewide Longitudinal Education Data System (SLEDS) to track students transitions from high school to college and the workforce. The Early Childhood Longitudinal Data System (ECLDS) to track children in elementary school after participating in a certain type of early childhood program. education.state.mn.us 22

23 World s Best Workforce (WBWF) WBWF means striving to: Have all students meet school readiness goals. Have all third-grade students achieve grade-level literacy. Close the academic achievement gap among all groups. Have all students graduate from high school. Have all students attain college and career preparedness.
