1. Introduction About myself: MSc. in Geodesy, specialisation GIS, (2003) PhD in 3D Topography (2004-2008) Assistant professor TU Delft (2008) Advisor GI at Municapilty of The Hague (2008-2009) Senior advisor GI at The Hague (2009 current) Tactical advisor PDOK at Geonovum (2013- current)
1. Introduction About The Hague: International City of Peace and Justice 509.779 inhabitants (1/1/2014) About 7.000 employees 98 km 2 (82 km 2 land, 16 km 2 water) About Geonovum: Aim: improve accesibility of (governmental) geoinformation and improve interoperability by harmonisation About 20 employees
2a. Overview standard geo-datasets Geo-information in the Municipality of The Hague: Large scale topography (BGT) Small scale topography (BRT) Cadastral map (ownership) Aerial imagery Street view imagery Height data 3D models Quality stamp: this data is more accurate and (much!) more up to date compared to Google Earth, Google Maps, Microsoft Live Maps, etc.
Large scale topography: BGT
Small scale topography
Cadastral maps: parcels
Aerial imagery (2005-2008 7,5 cm., since 2010 pixel resolution 2,5 cm)
Example resolution: zooming in (1/7)

Height data: AHN-2
Soon AHN-3?
3D The Hague
2a. Need for standard geo data sets Nice data. But why? legal tasks (BAG, BRT, BGT, WKPB): unambiguous data, efficient data collection and data management (targerts E- government programme) supporting other processes: urban development, planning and maintenance public space, taxes, mobility. many local problems have a spatial component: catchment area sport clubs, distance between schools and coffeeshops, response times police, ambulance, fire dept.
2b. The way forward: 3D geo data sets History of the 3D model Main reason: alderman for housing requested a city model convinced him to go for a digital one Applications: many existing questions need 3D answers
2b. The way forward: 3D geo data sets Initial focus on supporting current 3D processes: noise modelling shadow analysis line-of-sight analysis zoning plans volume calculations urban planning PR / communication
2b. The way forward: 3D geo data sets Selecting proper Level of detail (LoD):
2b. The way forward: 3D geo data sets Selected: LoD2 model Buildings in 3D, including roof shapes (volumes) Terrain in 2,5D (surface) Additional characteristics: No textures, just geometry In sync with 2D large scale topography (DigTop) Highly automated (predictable, repeatable)
3D The Hague A new dimension in topography

2c. Distributing geo data sets to users Two ways of distribution: Database links to applications Through web viewers: webgis system
2c. Distributing geo data sets to users Future way of distribution: Web services to both applications and web viewers (intranet and internet)
2d. Creating quality-awareness amongst users Be aware of scale! It s tempting to zoom But use the right data set for your purpose
2d. Creating quality-awareness amongst users Be aware of acquisition date! Dangerous when combining data sets. For instance when creating a 3D data set: map (x,y) + height (z) +
Result: 3D model High tide?
2d. Creating quality-awareness amongst users Be aware of acquisition date! Difference in date of acquisition: map from 1995, combined with height data from 2005. But BalPol buildings were built in 1997
2d. Creating quality-awareness amongst users Don t trust Google! Google Maps and Google Earth appear to be up-to-date (according to the copyright date) However, don t trust Google too much... Example from 2009: ADO stadium

2d. Creating quality-awareness amongst users Critically asses your analysis results! Example: Microsoft should be able to build a proper route planner?

3. National SDI hub PDOK Publieke Dienstverlening Op de Kaart Aim: to provide national governmental geoinformation in an efficient, reliable and durable way Cooperation of Dutch Cadastre, Infrastructure & Environment, Economic Affairs and Rijkswaterstaat PDOK, a portal with: 176 view- and download services 66 datasets 580.000.000 hits in 2013 341 different users (organisations)
3. National SDI hub PDOK PDOK consists of six components: PDOK Services PDOK Downloads PDOK Viewer PDOK Kaart PDOK Software Nationaal Georegister (national metadata registry) Almost all data and services are available as open data
3. National SDI hub PDOK PDOK services: WMS WFS WCS
3. National SDI hub PDOK PDOK downloads: Cadastral data (BRK) TOP10NL (BRT) Atom feeds (download zip-files from 30+ services)
3. National SDI hub PDOK PDOK Kaart: Wizard to create a small map window for your own website (comparable to Google maps API)
3. National SDI hub PDOK PDOK Software: Small tools to integrate PDOK services in applications: PDOK ArcGIS extension QGIS Plugin Source code of PDOK Kaart Nationaal Georegister: Catalogue of geo data sets in the Netherlands Metadata: data about data (i.e. describing data sets) Acts as your search engine for geo data sets and data services
4. Summary Need for location-based information within governmental bodies is rapidly increasing: Decision-support systems: improving policy quality Budget cuts: need for efficiency Re-use of data / open data Trend towards big data x,y,z is one of the keys to accessing big data The next big thing in geo = Omgevingswet Need for 30+ different themes (e.g. noise, particular matter, subsurface) for multi criteria analysis
