3 1.0 Introduction There are various forms of institutions of justice in Kenya and specifically in the Nairobi City County. A justice system comprises of institutions concerned with the peaceful resolution of breaches of law or disputes over citizen rights and obligations. These institutions include the following; the police service centers, prisons, the courts, civil societies and the human rights commissions and they are referred to as the Justice Law and Order institutions; (JLO). These institutions have been mandated to perform their specific roles, and individually we may not be able to identify the dependence that they have with each other. With a web-based spatial MIS, not only will these institutions be visualized on a web-based portal, but also provide an easy to update and manage portal. 3

4 2.0 Objectives Overall Objective The overall objective of this study is to develop a web-based spatial management information system for the various institutions of justice in the Nairobi City County. Specific Objectives 1. To map and develop a centralized geodatabase for the institutions of justice in the Nairobi City County. 2. To publish and share the management information system on ArcGIS Online. 3. To perform spatial analysis for decision making by the various institutions of justice stake holders. 4

6 Study Area.Contd. The proposed area of study is the Nairobi City County. Nairobi City County is also the capital city of Kenya with an estimated population of million (Kenya National Bureau of Statistics (KNBS), 2010), seated on an area of 696 Km 2 and was founded in It is one of the forty seven counties in Kenya and it is bordered by Kiambu, Machakos and Kajiado counties. There are seventeen sub-counties and several wards within these sub-counties. 6

11 4.0 Results The final result of the system development effort under this study was a web-based MIS. This system used the geo-referenced institutions of justice for the study area to produce an interactive map that showed the spatial dimension of the JLO institutions on ArcGIS Online. 11

15 Conclusion The system was developed according to the guiding objectives Interactive maps were generated, demonstrating the systems functionality as a management, reporting and monitoring tool which allows for analysis. The web-based MIS for the JLO institutions is a viable proposition for use by the same JLO institutions; who can use this as a tool for planning, for decision making, and also for working consultatively as institutions of justice. 15

16 Recommendations The JLO institutions to adopt this system as a tool for managing their resources on a shared platform ensuring updated records at all times, and also sharing of information across these institutions. The JLO Institutions to scale-up the study and implement the same to all the other counties in Kenya, and incorporate the mobile courts, mobile police posts, and also consider making analysis on best routes for use by the police and police units as they ferry suspects for their court hearings and back. Accessing this system on a slow and unreliable internet connection could be a challenge and considerations should be made in ensuring that very thin clientserver access architecture is in place and not the thick client-server kind of architecture. 16
