Preface 2013 was a dynamic and successful year for IRO and its member companies. In 2013 we moved our office from Zoetermeer to Rotterdam and we are now housed in one of the best known landmarks of the city. Together with the offices from our colleagues from the Holland Shipbuilding Association, the Royal Association of Netherlands Shipowners and other maritime related organisations our office is located at De Willemswerf, right next to the river Nieuwe Maas in the heart of Rotterdam, the Gateway to Europe! This move not only demonstrates the Offshore link and Maritime background of most of our members but also the willingness and belief to cooperate with other parties to see how we can progress by acting together in fields such as education, export promotion and general public relations. Covering the complete vertical supply chain from seismic to installation, our member companies work all over the world. Our 430 members are a mix of relatively small but highly specialised companies as well as larger, uniquely equipped companies. Besides having offices in the Netherlands, many of them also have offices abroad. In 2013 IRO arranged the Holland Pavilions at all major domestic and international oil and gas exhibitions and organised very successful trade missions to Australia, Mexico, the United States (Houston, Texas) and Norway. The support of our embassies abroad proved to be very productive and we strongly believe in this joint approach. Since our member companies belong to the worldwide top 5 suppliers in the upstream oil and gas industry their experience, innovative solutions and unique equipment is very well received in those countries that are working on existing or new upstream projects. Despite the increasing uncertainty over oil and gas prices and focus on cost reduction, there is great confidence that our member companies will continue to cope with these challenges and make 2014 a successful year! Since its foundation in 1971 IRO has promoted the interests of the Dutch supply and service companies in the upstream oil and gas industry. Members cover all activities involved in the supply industry such as engineering, field development, pipeline installation, maintenance, manufacturing and material & equipment supply onshore as well as offshore. 3

Export and Public Relations Committee Chairman Arjan Klijnsoon, IHC Offshore & Marine At the IRO General Assembly meeting on 21 November 2013 Arjan Klijnsoon, Managing Director of IHC Merwede s Offshore division was appointed as IRO board member and chairman of the EPRC. Arjan succeeds Raymond Kerkvliet who stepped down to take a sabbatical. Two export core group meetings were held in 2013. On 25 April 2013 an IRO Export Group meeting was held in combination with an IRO members meeting at SAS Gouda. On 6 November 2013 an export core group meeting was held in combination with a seminar on doing business in the oil and gas industry in Brazil (see separate section for more details). The main agenda point for both meetings was the IRO export promotion plan for 2014. IRO export promotional activities planned for 2014 are: Oil and gas exhibitions AOG Perth, Australia, 19-21 February 2014 OTC Houston, USA, 5-8 May 2014 ONS Stavanger, Norway, 25-28 August 2014 RIO Oil & Gas, Brazil, 15-18 September 2014 ADIPEC Abu Dhabi, UAE, 10-13 November 2014 OSEA, Singapore, 2-5 December 2014 Oil and gas missions Aberdeen Mexico Brazil (in combination with Rio Oil & Gas) Indonesia Other countries and regions discussed were: India, Israel, ASEAN and China. To enhance the participation in the IRO export core group additional companies will be invited to join. Export promotional activities 2013 Export promotional activities organised in 2013 and/or sanctioned by the Export and Public Relations Committee are: Australia From 18-19 February 2013 IRO organised an oil and gas trade mission to Perth, Australia, in conjunction with a Holland pavilion at the Australasian Oil & Gas Expo from 20-22 February 2013. The mission was a great success thanks to the excellent work of the Dutch Embassy in Canberra. The mission programme consisted of group visits to Technip, BP, Shell, FMC Technologies Australia, BAM Clough, Apache Energy and Worley Parsons. The combination with the AOG exhibition gave the mission participants the opportunity to meet additional contacts. Furthermore, there were presentations from the Western Australian Government and a well-attended network reception hosted by the Ambassador of the Kingdom of the Netherlands Ms Annemieke Ruigrok at the prestigious Perth Concert Hall. 11 companies participated in the mission. Western Australia has an abundance of offshore gas which offers good opportunities for Dutch offshore technology. Shell s FLNG Prelude, the largest floating object in the world, is just one of the many challenging projects in Western Australia. The mission was a follow-up from the IRO mission to Perth in 2011. 4 IRO Annual Report 2013

Mexico From 13-16 May 2013, the week following the OTC in Houston, IRO organised an oil and gas mission to Mexico. The Pemex offices in Villahermosa, Ciudad del Carmen and Mexico City were visited. The Dutch Embassy also did an excellent job of organising this mission programme. In addition the programme included visits to contractors and presentations by government organisations, law firms and accountants. In Villahermosa there was also high attendance for a network event hosted by the Ambassador of the Kingdom of the Netherlands, Mr Dolf Hogewoning. 11 Dutch companies participated in the mission. Expectations are that reforms in Mexican legislation will open up opportunities for international oil and gas companies to bring in the financing and technology to develop deep offshore oil and gas fields. This will create even more opportunities for the Dutch supply industry. Activities in the Gulf States (follow-up 2g@there programme DES) Though the support from the Ministry of Economic Affairs for the Dutch Energy Solutions programme came to an end in 2012, it was decided to continue with the activities. For 2013 the following activities were organised: DES Trade mission to Qatar with workshop Al Masaieed, 15-17 April 2013 Aramco presentation, 3 May 2013 DES Trade mission to Kuwait, 25-30 May 2013 DES Trade Mission to EPC contractors in London, 10-11 December 2013 Brazil seminar On the occasion of an incoming trade mission from Rio de Janeiro and Rio Grande Do Sul, IRO, in cooperation with the Netherlands Enterprise Agency (Rijksdienst voor Ondernemend Nederland), organised a seminar on doing business in Brazil s oil and gas industry on 6 November 2013 at Europort in Ahoy, Rotterdam. Speakers at the seminar were: Mr Francisco Medeiros, Contract Manager Petrobras Netherlands, Mr Nuno Antunes dos Santos, Sales Manager IHC Offshore & Marine, Mr Peter Zoeteman, Managing Director Holland Shipbuilding Association of the Holland Marine House Brazil and representatives of the incoming delegations from FIERGS, Sabrae and Abdi. 80 persons attended the seminar. At the seminar a Memorandum of Understanding was signed with FIERGS. Missions organised by third parties Third party missions in which large numbers of IRO members participated were: Mozambique The oil and gas mission to Mozambique from 16-21 June 2013, organised by the Ministry of Foreign Affairs. Huge gas finds in the North of Mozambique open the possibility to make Mozambique a gas super power. 24 companies participated in the mission. Most of them were IRO members. Japan IRO members were also well represented in the Renewable Offshore Energy and Ocean Development Mission to Japan from 24-28 June 2013, organised by the Netherlands Enterprise Agency. USA From 7-10 July 2013 Prime Minister Mark Rutte and his Flemish counterpart Kris Peeters led a mission to Texas, USA. One of the focus industries of the mission was oil and gas. 16 IRO members participated in this mission including IRO Managing Director Sander Vergroesen, who signed a Memorandum of Understanding together with Mr Pieter-Jan Provoost from the Flemish Carbon Energy Club. Incoming Trade missions Sweden On 5 February 2013 an incoming oil and gas mission from Sweden visited the IRO offices. The mission consisted of 11 steel construction companies interested in doing business with Dutch suppliers. The programme was organised by the Swedish Trade Council in Paris. Besides a visit to IRO, appointments were made with several IRO member companies. China On 24 September 2014 the annual Petrochina Coal Bed Methane delegation visited IRO. Besides the IRO presentation representatives of the Frames Group also gave a presentation on gas separation technology. The Chinese delegation was very interested in the Frames technology and a follow-up is expected. Germany On 17 September 2013 IRO gave a presentation to a German oil and gas mission visiting the Netherlands. A large number of IRO members were present at the event to meet with the German companies who were mostly interested in looking for a market in the Netherlands. International press On 14 October 2013 IRO, KVNR and NML gave presentations to a delegation of international journalists on an offshore maritime press tour to the Netherlands. China On 12 November 2013 at the request of the West Holland Foreign Investment Agency, IRO gave a presentation to a group of Chinese entrepreneurs attending the Global Chinese business meeting in Scheveningen organised by NCH. Israel On 20 November 2013 an Israeli gas mission visited the Netherlands. At a meeting at the Gasunie in Groningen a good perspective was given regarding opportunities related to the gas developments in Israel. The meeting was followed up with a mission to Israel and the Palestinian territories headed by Prime Minister Mark Rutte from 6-9 December 2013. 16 companies from the oil and gas industry participated in this mission. 5

Overview Exhibitions 2013 The IRO exhibition programme is selected based upon experience, interest shown by the member companies (during meetings, visits, the annual exhibition survey and so on) and advice of the export group which reviews the programme. In 2013 IRO participated in the following exhibitions: Australasian Oil & Gas Expo, Perth, Australia In the past few years records have been broken as it became Australia s largest oil and gas exhibition, with over 450 exhibitors from 21 countries. AOG 2013 was the largest oil and gas industry event ever held in Australasia. It featured 462 exhibitors from 21 countries including international groups from Norway, Italy, China, the Netherlands and the UK. AOG attracted over 15,000 influential oil and gas decision-makers. Participation for exhibitors in the Dutch Pavilion was successful once again with a total of 17 companies participating. Offshore Technology Conference, Houston, USA Experts from the offshore energy industry around the world came together from 6-9 May for the 2013 Offshore Technology Conference at Reliant Park in Houston. Attendance at the conference reached a 30-year high of 104,800, the second highest in show history and up 17% compared to 2012. Attendance surpassed the 2012 total of 89,400 and the sold-out exhibition was the largest in show history at 60,590 m 2, up from 59,583 m 2 in 2012. The event had 2,728 companies representing 40 countries, including 244 new exhibitors in 2013. International companies made up 39% of exhibitors. The Dutch Pavilion was 940 m 2 and 44 companies participated. IRO will participate again in the 2014 edition with a 940 m 2 pavilion. Oil & Gas Asia, Kuala Lumpur, Malaysia OGA 2013 cemented its position as The Region s No.1 Oil and Gas Show with yet another record breaking showcase of the latest technology in the fields of exploration, production and transportation within the petroleum industry. The three-day event, held at the Kuala Lumpur Convention Centre from 5-7 June 2013, saw 29,770 visitors from 72 countries and regions. The size of the Dutch Pavilion was 105 m 2, and 11 companies participated. IRO will participate again in the 2015 edition, in the main hall. Offshore Europe, Aberdeen, Scotland SPE Offshore Europe 2013 in Aberdeen celebrated its 40th birthday by staging its biggest and best conference and exhibition to date. More than 63,000 people attended the four-day show from 3-6 September 2013, an increase of over 25% compared to the 2011 event. A record-breaking 1500-plus organisations exhibited in the six exhibition halls which this year covered an expanded floor space of 27,217 m 2 - the equivalent of eight football pitches. 22 operating companies took stands this year, the largest representation of operators ever to take part, and 262 companies were exhibiting for the first time. IRO participated with 30 companies and reserved the same space and location for the 2015 edition. Offshore Technology Conference Brasil, Rio de Janeiro, Brazil More than 15,000 industry professionals, executives and experts from around the globe assembled 29-31 October in Rio de Janeiro for OTC Brasil 2013. The three-day conference and exhibition organised by the Offshore Technology Conference (OTC) and Brazilian Petroleum, Gas and Biofuels Institute (IBP), featured 192 peer-selected technical papers, an increase of 40% compared to the first OTC Brasil, held in 2011. IRO participated for the first time at this exhibition. Since the exhibition was very successful, IRO will participate again in the 2015 edition. ADIPEC, Abu Dhabi, UAE The 16 th and first annual edition of ADIPEC attracted a record 51,435 attendees, 300 speakers and 5,801 conference delegates, welcoming industry experts from 108 countries around the world. Driven by industry demand the event saw some new and exciting launches, including features that cater to an ever changing energy world. 2013 cemented ADIPEC as the No.1 Oil & Gas business platform and the gateway to the Middle East, Africa and Asia. IRO participated with 30 companies and will organise the pavilion again at the 2014 show. Conferences and exhibitions endorsed by IRO IRO endorsed, promoted and sponsored a number of conferences and exhibitions organised by third parties in the Netherlands. Offshore NL (former On & Offshore Gorinchem) From 26-28 March 2013 Evenementenhal Gorinchem organised the Offshore NL trade fair, which focuses on the oil, gas, petrochemical and dredging industry. More than 167 companies and 5,467 visitors were present at the third edition of this event. IRO was a supporting partner for Offshore NL and IRO members received a 5% discount on their stand space. IADC Drilling HSE Europe IADC Drilling HSE Europe with the theme Reshaping the Industry to Suit with Ever Increasing Demands was organised by IADC on 25 and 26 September 2013 in Amsterdam. The global drilling industry is progressing steadily towards a culture where HSE awareness stands paramount, where workers are empowered to intervene in order to prevent unsafe acts, even if that means chain of command lines are crossed, and where the holy grail of zero incidents can become a reality. It takes leadership, along with strong workforce participation, to build and sustain a successful HSE&T culture. IRO supported the event by spreading information in IRO News and distributing the Netherlands Oil & Gas Catalogue among event participants. Public Relations Minister Schultz van Haegen visits IRO, KVNR, Scheepsbouw Nederland and NML On Wednesday 27 November 2013, Minister Schultz van Haegen of the Ministry of Infrastructure and the Environment visited the Willemswerf in Rotterdam with the aim to become acquainted with the established industry associations here: IRO, KVNR, Scheepsbouw Nederland, and Nederland Maritiem Land (NML). Minister Schultz van Haegen was given a brief tour at the offices of the associations and Arie Kraaijeveld, NML chairman, gave a presentation on the importance of the maritime cluster and the effective cooperation between the different branches. Pieter van Oord (Chairman IRO), Tineke Netelenbos (Chairman KVNR) and Sjef van Dooremalen (Chairman Scheepsbouw Nederland) then took the floor to talk about the accomplishments of the sectors and the importance of government engagement in their activities. IRO endeavours to promote the oil and gas industry in a positive manner and gain government support in export promotion. In practice, trade missions accompanied by government ministers prove to gain a lot of respect and open doors for IRO members who want to do business abroad. Offshore Energy Offshore Energy, organised by Navingo on 15 and 16 October 2013 in the Amsterdam RAI was even more successful than the previous year. The 2013 edition attracted 9,123 visitors representing 56 nationalities from all over the world who found their way to the Business-to-Business exhibition that focuses on the domestic and international offshore oil, gas and wind industry and related products and services. 491 companies displayed their products and services during this exhibition. IRO exhibited together with NOGEPA. IRO also organised a Decommissioning seminar in cooperation with Decom North Sea and Navingo (see section Innovation and Regulatory Affairs Committee ). 7

Network events Several times a year IRO organises meetings with and for its members. The main goal of these meetings is to give members the opportunity to meet and exchange ideas and to do business successfully by using the association s vast network. In general the host company gives a presentation about its activities followed by an excursion and drinks with an opportunity for networking. For the host company this is a great opportunity to provide greater insight into its business activities. To create a larger network, IRO also organises meetings where non-members are invited. IRO New Year s Reception On Wednesday 16 January 2013 the IRO New Year s reception was held at Wereldmuseum in Rotterdam. IRO Chairman Pieter van Oord and Managing Director Sander Vergroesen welcomed the guests. Besides IRO members there were special guests, including representatives from embassies of prominent oil-producing countries. The reception was very well attended with over 300 guests! Oil & Gas Industry Forecast 2013 On Tuesday 29 January 2013 the annual Oil & Gas Industry Forecast was organised by IRO in cooperation with Ernst & Young and Gulf Publishing. The global trends in the worldwide oil and gas industry were presented by John Royall, President and Chief Executive Officer of Gulf Publishing Company, followed by Ron Higgins, Vice President of Gulf Publishing and Publisher of World Oil, who presented the World Oil s Upstream Forecast. René Coenradie, Partner at Ernst & Young, gave an overview of the Capital Agenda of Oilfield Services. Finally, Bret Ronk, Publisher of Hydrocarbon Processing presented the Hydrocarbon Processing Global Downstream Forecast. The meeting was again very successful with 250 participants attending. Members meeting IRO-CEDA On Thursday 7 March 2013 the annual IRO-CEDA meeting took place at De Gouden Leeuw in Voorschoten. 125 CEDA and IRO members attended the evening. This year s IRO-CEDA evening s theme was arctic dredging. The presentations were: History, challenges and future of arctic dredging by Wim Jolles, Canatec Associates International Ltd; Arctic Operations: A Contractor s Experience by Tus van Gijzel, Van Oord Dredging & Marine Contractors, and Arctic Trenching by Robert Plat, IHC Merwede. Members meeting at SAS Gouda On Thursday 25 April 2013 an IRO members meeting took place at SAS Gouda in Alphen aan den Rijn. SAS, which started in Gouda 116 years ago, has moved to a new location in Alphen aan den Rijn with a number of interesting projects. During the meeting the participants were offered an interesting tour where a number of impressive 300mt tensioners and unique 610mt traction winches could be admired. These machines are designed for a number of pipe-laying vessels that will lay flexible tubes at a depth of 2,500 meters for Petrobras in Brazil. The afternoon ended with a networking event. Members meeting at Bosch Rexroth On Thursday 13 June 2013 a very successful IRO members meeting took place at Bosch Rexroth in Boxtel. Bosch Rexroth is a leading specialist in Drive & Control Technology with nearly 60 years of experience in domestic and international markets. Thanks to its many years of experience and numerous major projects in which complete Drive & Control systems have been delivered, the Dutch Bosch Rexroth organisation could develop into a major international player. Due to this success the global competence centre in the field of Marine & Offshore is situated in Boxtel. This implies a central role in business development and technology development. In addition, Boxtel is an important production site for Engineer-To-Order products and a lead plant for large hydraulic cylinders. 8 IRO Annual Report 2013

Members meeting at TKF On Thursday 24 October 2013 a successful members meeting at TKF in Haaksbergen, Twente took place. The TKF company presentation and factory tour gave an excellent in-depth insight in the size of the company, its activities, products, technology and even its production management. TKF is a member of World Trade Centre Twente Oil & Gas Group which consists of about 20 world renowned high- technology companies.. Freerk Faber, Managing Director of WTC Twente gave a short presentation about this important cluster. To provide an even better impression Rodelta Pumps, another company belonging to the WTC Oil & Gas Group, was also given the opportunity to give a short company presentation. Besides all the IRO members, the WTC Twente Oil & Gas Group members were invited to this meeting. There was extensive opportunity for networking during the reception with drinks. Members meeting at Port of Den Helder On Wednesday 11 December 2013 a successful members meeting took place at the Port of Den Helder. The international seaport of Den Helder offers a wealth of possibilities. It is already the home base for logistic operations for offshore oil & gas related companies. In the coming years this will be expanded for all offshore energy related companies. Because of the fact that more offshore and maritime companies are establishing themselves in Den Helder, the demand for ideal locations is growing. Port of Den Helder offers this Opportunity for Expansion. Port of Den Helder facilitates and stimulates the economic growth for businesses in offshore, defence, fishing, and maritime knowledge industries. Together with the industries, Den Helder Airport, the Royal Netherlands Navy, the local government, research institutions and education institutions, Den Helder offers excellent facilities for successful entrepreneurship. After presentations by Port of Den Helder, Navy, Airport, Maritime Campus Netherlands, and the Watgroup, the 100 participants of the members meeting were offered a harbour tour. Annual General Meeting On Thursday 21 November 2013 the IRO Annual General Meeting took place at Jumbo in Schiedam. The main items on the agenda for the Annual General Meeting concerned the finances of the association. The financial result for 2012 was again positive. The 2012 annual accounts were approved. Expectations are that 2013 will also be closed within budget. Also, the budget for 2014 was approved, and it was decided that the membership fees will remain unchanged. The (re)appointments of Board members were discussed during the meeting. Members have approved the appointment of incoming board member Arjan Klijnsoon of IHC Offshore & Marine, who replaces Raymond Kerkvliet of SAS, both in the Board and as Chairman of the Export and Public Relations Committee. The new Board composition is as follows: Pieter van Oord, Van Oord (Chairman) Michaël Kahn, Jumbo Offshore (Vice Chairman) Arjan Klijnsoon, IHC Offshore & Marine (Secretary) Jeff Sluijter, EY Netherlands (Treasurer) Peter de Bruijne, Noble Drilling Willem Griffioen, Mercon Steel Structures Edward Heerema, Allseas Paul Koop, Quercus Rob Luijnenburg, Fugro Hugo Vos, TNO The Annual General Meeting was very well attended with 120 people coming to Jumbo in Schiedam. Jumbo hosted the event at their new office building. After presentations by Managing Director Michaël Kahn and Commercial Director Twan Voogt, the participants were invited to join a harbour boat tour, where several company sites of IRO members such as Huisman, STC-KNRM, HSM, Damen, etc. could be seen. The meeting was closed with drinks and informal networking activities. 9

Gas Committee Chairman Hugo Vos, TNO LNG Seminar for the transport industry On 30 January 2013 the Norwegian Embassy in The Hague organised a seminar in Rotterdam on LNG for the transport industry. The seminar focused on the opportunities and challenges of LNG as a fuel for the transport industry. Special attention was given to Norwegian experiences with LNG and what the Netherlands could learn from them. The seminar was attended by 5 IRO members. Shell Shale Gas project Karoo South Africa seminar On 28 March 2013 at the occasion of the Offshore NL exhibition in Gorinchem the IRO Gas Committee in cooperation with Shell organised a seminar on the opportunities for Dutch companies with regard to the Shell Shale Gas project in Karoo, South Africa. Shell is still in progress of getting licenses for this project. However, Shell wishes to establish contact with potential suppliers in an early phase as local content/black empowerment is an important issue in South Africa. Speakers at the seminar were: Gerard Malcontent, Sr. Procurement Manager X-COB and GFPT Shell South Africa Ltd. Janneke Abels, Business Development Manager Karoo - Ventures Exploration Gloria Udoh, Shell International Advisor - Local Content The seminar was chaired by Hugo Vos, IRO Gas Committee Chairman. Human Resources and Safety Committee Chairman Paul Koop, Quercus IRO Safety & Training Group The IRO Safety & Training Group merged into the Human Resources and Safety Committee which includes all human resources related subjects. It was, however, decided to keep on organising separate ISTG meetings as State Supervision of Mines values the self-regulating initiative of the ISTG with regard to safety training for the oil and gas industry. On 28 May 2013 an ISTG meeting was held at NOGEPA. A new development is that the ISTG is now combined with the NOGEPA Working Group Training (WGT). Main agenda items of the meeting were auditing of the NOGEPA training courses, procedures for recognition of training institutes and courses and the new EU offshore safety directive. The second ISTG/ WGT meeting took place at the IRO office on 10 October 2013. Employment & Education IRO together with NOGEPA continues its efforts to attract more qualified young staff to our industry. At various levels input was given into educational programmes and events. HBO Offshore Network founded Three HBO (university of applied sciences) institutes, Avans Hogeschool in Den Bosch, Noordelijke Hogeschool Leeuwarden (NHL) and Hogeschool Rotterdam, have in close cooperation with IRO and NOGEPA founded the HBO Offshore Network. The objective of this Network is to collectively educate more students with relevant qualifications and competencies for the Dutch offshore and oil & gas sector. The number of vacancies for BSc Engineers is large and will increase in the coming years. Offshore Engineering Symposium organised at Avans Hogeschool in Den Bosch On 31 October 2013 the HBO Offshore Network and Avans Hogeschool organised the 5th Offshore Engineering Symposium. The symposium was attended by 300 offshore engineering students and professionals from Avans Hogeschool, NHL and Hogeschool Rotterdam. The keynote speeches were given by Edward Heerema, CEO Allseas, René Berkvens, CEO Damen Shipyards Group and Ruud Zoon, General Manager GdF Suez EP Nederland. Students studying in their minor year, presented internship projects during a poster session where a jury chose the project Dredging Drones as the best project. The project was developed by students from Avans Hogeschool during their internship at IHC Merwede. The students received the IRO-NOGEPA Offshore Engineering prize for best project. In the afternoon there was also high attendance at three workshops making for a very successful symposium! Maritime Innovation Programme concluded successfully The Maritime Innovation Programme which was executed by the associations of HISWA, Scheepsbouw Nederland, Vereniging van Waterbouwers and IRO together with ROC Friese Poort, STC and NHL has successfully been concluded. During the programme an Offshore profile at MBO (intermediate vocational training) level at ROC Friese Poort and at HBO (higher professional education) level at NHL were developed. The connections between MBO en HBO have also been improved. On 26 June 2013 the programme was officially concluded with a party at the Noordelijke Hogeschool Leeuwarden. 11

Exhibitions IRO, together with NOGEPA, was present at the Maritime & Offshore Career Event in April in Rotterdam and at the Offshore Energy Conference in October in Amsterdam RAI to promote our industry and to attract students for the vacancies in our sector. Sponsoring In order to improve our image and to promote Technology, Offshore Engineering and Oil & Gas the following projects were sponsored: Techniektoernooi, Delft Offshore Symposium, Minor Oil & Gas Den Helder, Avans Offshore Seminar, and Mijnbouwkundige Vereeniging TU Delft. Minor Offshore Engineering and Minor Offshore Oil & Gas started In September 2013 the Minor Offshore Engineering at the Avans Hogeschool in Den Bosch and the Minor Oil & Gas at the NHL on the Maritime Campus in Den Helder have started. Both Minors are supported by IRO and NOGEPA. Chris Wijsman, Employment & Education Manager gave a guest lecture at both Minors with the presentation Introduction to Oil & Gas Exploration & Production. Record attempt Maritime Guest lectures at Maritime Week IRO, as a member of NML, takes part in the Human Capital Council of NML. Every year in November NML organises the Maritime Week. To get more publicity for the maritime sector, for the second time, the Maritime Week organised the Record attempt Maritime Guest lessons. The goal was to organise at least 300 guest lectures and presentations across the country in just one week. At Europort, Jeannette Baljeu, Alderman for the municipality of Rotterdam announced the exact amount of guest lectures: 340, a new record! Course Oil & Gas Well Sourced The IRO course Oil & Gas Well Sourced is a non-technical course in Rotterdam that gives insight as to how oil and gas fields are formed, explored and produced and provides an overview of how the industry works. The course is presented by experts in the oil and gas industry and is given in English or Dutch. In 2013 it was 10 years ago that the course was developed by George Lagers and since then it has been offered enthusiastically by George and Willem Schoonmade at Keppel Verolme. IRO thanks George Lagers for creating the course and both George and Willem Schoonmade for their dedicated contributions as teachers. IRO also wants to thank Keppel Verolme for facilitating the training space and arranging the interesting tour around the yard during the course. This absolutely gives added value to the course. In 2013 the course was presented nine times: six times in Dutch and three times in English. In total 138 participants attended the course. In addition, two in-house courses were organised. The course will be continued in 2014. Costs for participation are 495 per person for IRO members and 795 per person for non-members (excl. VAT). It is possible to organise an in-house course for your employees on your own premises. Contact IRO for more information. IRO-NOGEPA develop tool for parents for Guest lectures at schools IRO and NOGEPA are developing a tool for parents with a technical profession (in the oil and gas industry) to give guest lectures at their children s schools; primary, VMBO (pre-vocational secondary education) and HAVO/VWO level. The general idea behind this is that parents have a strong influence on their children, making them the best ambassadors for our industry. 12 IRO Annual Report 2013

Innovation and Regulatory Affairs Committee Chairman Rob Luijnenburg, Fugro The following activities were organised and/or sanctioned by the IRAC in 2013: Deloitte seminar Indirect taxes for oil and gas industry On 6 March 2013 Deloitte, in cooperation with IRO, organised a seminar on indirect taxes for the oil and gas industry. Subjects covered included: Plans of the Dutch Customs authority to scrap the preferential import duties for offshore companies that ship goods to and back from platforms; The changes with regard to excise duties on bunkering of mineral oils; Export control not only on dual use goods but also on non-physical transfer of software and technology for example by e-mail, uploading of information via intranet or internet, by fax, telephone or even at seminars; VAT (zero right yes or no), i.e. the position of tax authorities with regard to bunkering. About 20 IRO members attended the seminar. KIVI symposium on Exploring the dark offshore On 14 March 2013 KIVI, in cooperation with TU Delft, organised a symposium on Exploring the dark offshore. IRO was one of the sponsors of the symposium. There is increasing pressure around the world regarding the availability of raw materials and energy. The easily accessible resources on earth are almost exhausted and new resources are being looked for in formerly unknown areas of our planet, including the deep sea. Companies are exploring the oceans for new resources but exploitation of these resources is restricted by structural and materials limitations. Innovation of (offshore) structures and suitable materials opens the door for exploiting a whole new world and all its treasures. The symposium was the first Dutch maritime platform to give an overview of current challenges, economic opportunities and future trends. This symposium involved speakers who have accepted the challenge of exploring the dark. Presentation topics were: Mining in areas beyond national jurisdiction; Deep sea coral reefs; Internal waves affect the deep ocean; Gas hydrates, as mythical as they are real; Deep sea dredging; Opening the dark and the deep; Brains and brawn: Power and intelligence in seabed preparation; Decision making on the ocean floor; Development of the world s most advanced trenching system; Conquering the deep sea. A large number of IRO members attended this symposium. IRO-KIVI lecture The Offshore Technology section of KIVI organises monthly Thursday evening lectures on innovative technology. IRO members are welcome to attend these lectures. IRO was asked to host an evening lecture on 17 October 2013 and the title of the presentation was Brave Starters with balls and brains. With this exciting title, KIVI in cooperation with IRO organised an interesting afternoon and evening for young entrepreneurs in the field of offshore engineering. These young companies presented an innovative solution which can be applied to the recovery of energy offshore. The keynote speakers shared their challenges and achievements during the initiation and start-up of their companies and how their company accomplished delivering a successful product by sheer hard work and effort. 13

IRO Dual use and Bribery seminar On 3 October 2013 IRO organised a seminar on dual use and bribery. Dual use goods are goods that can be used both for civil and military purposes. The trend is that authorities are getting stricter on dual use goods. The seminar was organised at Van Oord in Rotterdam and presentations were given by law firms Baker & McKenzie Amsterdam and De Brauw Blackstone Westbroek. A new feature for IRO at this seminar was that participants could give their opinion via an electronic voting device. The seminar was attended by about 40 IRO members. IRO Innovation event On 16 April 2013 IRO organised its bi-annual Innovation event at MARIN in Wageningen. The theme of the IRO Innovation event was innovation projects in the framework of the Top Sectors relevant for IRO members. From the Top Sector Energy, René Peters, Director Gas at TNO, gave a presentation on the TKI (Topconsortia voor Kennis en Innovatie) Upstream Gas which has an ambition to enhance gas production in the Netherlands to 30 BCM in 2030. Also from the Top Sector Energy, Ernst van Zuylen, Managing Director Flow, gave a presentation on the TKI Wind op Zee that has the ambition to develop innovations for offshore wind energy, especially with regard to lowering costs. From the Top Sector Water, which includes the maritime industry, Bas Buchner, Managing Director MARIN, gave an overview of projects relevant to the offshore oil and gas industry. An important part of the IRO Innovation event is the IRO Innovation Prize Competition. IRO member companies are invited to submit proposals and the four best are entitled to present their innovation at the IRO Innovation event. The participants of the IRO Innovation event appointed the winner by voting. The winner was Ulstein IDEA Equipment Solutions with the Chain Stinger Handling System. The three other nominees were KCI with the COS (Compact Offshore Substation), Van Beest with ROV Shackles and Resato with the Fiv-10000/EX, Fully Computer Controlled Valve Control Unit for Formation Barrier Valves. The final part of the IRO Innovation event was a tour of the MARIN test basins and an innovation network reception. The event was attended by about 120 persons. IRO Decommissioning seminar On 16 October 2013 IRO organised its annual decommissioning seminar during Offshore Energy in the Amsterdam RAI. The seminar was organised in cooperation with Decom North Sea and Navingo and was made possible with support from NML. Besides Decom North Sea, there were presentations from Boskalis Offshore and Seafox Contractors. From the seminar it could be concluded that the general trend is that more and more decommissioning projects are taking place and that more and more companies are getting involved in decommissioning. With only 40 attendees the participation was disappointing as in previous years the seminar was always fully booked. Underwater Noise Study The Underwater Noise Study is in its third year. On 31 October 2013 a user s advisory committee meeting was held to give an account of what has been done so far. The study focuses on the effects of pile driving for the offshore wind energy industry on fish and sea mammals. The study is being executed in three parts. Progress reports are available at IRO. The study is sponsored by the government, NOGEPA and four IRO members. Top Sectors The Dutch Government has identified 9 Top Sectors for further promotion. Due to the diversity of IRO members many Top Sectors are likely to be relevant to IRO, but the Top Sectors Water and Energy are most relevant. In the Top Sector Water, IRO is involved in the maritime programme coordinated by Nederland Maritiem Land. IRO participates in the various councils established under the programme: the maritime innovation council, the export council, the human capital council and the public relations council. The maritime hotspots Rio de Janeiro, St Petersburg and Istanbul, and programmes developed by the trade council are activities embraced by IRO. Due to capacity issues, in 2013 IRO ceased providing the coordinator of the NML Trade Council. Under the Top Sector Energy, the upstream gas innovation programme coordinated by TNO is of interest to IRO. The programme has the ambition to produce 30 billion cubic meters of gas in 2030 in order to boost gas production in the Netherlands. Another programme under the Top Sector Energy of interest to IRO is Wind op Zee (Wind at sea) that has the ambition to reduce the costs of offshore wind energy. Internationalisation is a key aspect of the Top Sector policy as export is an important revenue earner for the Netherlands. As more than 70% of the turnover of the Dutch oil and gas supply industry is realised internationally, IRO is highly interested in participating in the internationalisation activities of the Top Sectors. Participation in high-level official Dutch missions opens doors for IRO members. That is why IRO has stepped up its lobbying activities with the ministries in The Hague to make sure it is not only informed in time about high-level governmental missions, but also to make sure that oil and gas is an important agenda item in the missions. 14 IRO Annual Report 2013

Regulatory Affairs European offshore safety directive On 13 October 2010, the European Commission for the very first time envisaged comprehensive EU legislation on oil platforms aimed at ensuring the highest safety standards in the world. In the communication on the safety of oil and gas activities the Commission contemplated new EU standards, including criteria for granting drilling permits, controls of the rigs and safety control mechanisms. However, countries with a well-developed safety regime like the Netherlands, Norway and the UK favoured a directive instead of a regulation. Due to the strong lobby of the European oil and gas industry, in which IRO teamed up with NOGEPA, the European Commission agreed to adopt a directive. On 10 June 2013 the new directive was introduced. The new rules make sure that the highest safety standards are implemented at every oil and gas platform across Europe. It also ensures that there will be an effective and prompt reaction should an accident nevertheless occur. This would help in minimising the possible damage to the environment and the livelihoods of coastal communities. The new directive sets clear rules that cover the whole lifecycle of all exploration and production activities from design to the final removal of an oil or gas installation. NEN In 2013 IRO was also active in the NEN standards committee 310008 gas and oil exploration and production. The working area of the standards committee gas and oil exploration and production is defined as follows: standardisation of materials, equipment and offshore constructions for the petrochemical, oil and gas industry excluding transportation pipelines. The purpose of this standards development is creating value-added standards for the oil and gas industry, preferably at the international level and at a minimum at the European level. In this, the standards committee follows the international and European technical committees: ISO/TC 67, CEN/TC 12, CEN/TC 234/WG 4, CEN/TC 280, CEN/TC 282 as well as ISO/TCs which has a joint programme with ISO/TC 67/SC 6. The present working programme of ISO/TC67 contains about 100 active projects (new subjects and adaptions of existing standards). In 2012-2013 six ISO standards were published by ISO/TC67. The total ISO standards portfolio of ISO/TC67 consists of about 170 standards. From the beginning of 2012, international standardisation activities have been made difficult by the embargo regulations of the US and the European Union. The reason for this is that it is not clear whether the embargo against Iran also includes standardisation activities. This has resulted in the postponement of planned NEN activities for 2013. Recognising the importance of standards, IRO strongly promotes more participation from the supply industry in the standardisation work of NEN. 15

Cooperation with other organisations Over the year much attention was again paid to cooperation with other organisations and associations in order to exchange information and to explore common areas of interest. In the field of export promotion, a number of activities and events were organised jointly, or with the support of, the Netherlands Enterprise Agency (Rijksdienst voor Ondernemend Nederland), formerly known as the Netherlands Foreign Trade Agency/Agentschap NL, Dutch embassies and consulates abroad, the Dutch Maritime Network (NML) and FME-CWM. Exchange of professional information took place with the Netherlands Diving Centre (NDC), the Royal Institution of Engineers (KIVI), the Central Dredging Association (CEDA), FME-CWM and various NML partners. Several joint activities such as technical seminars and presentations were organised during the year. IRO would like to thank these organisations for their generous cooperation. IRO also participated again in the regular consultation meetings with the State Supervision of Mines (SodM), NOGEPA and IADC. These meetings have proven to be a very successful medium to exchange information and to reach agreement on common viewpoints regarding topics such as legislation, HSE issues and labour conditions. Stichting Netherlands Maritime Network (NML) This foundation wants to improve the image and the reputation of the complete Dutch maritime cluster consisting of 12 sectors. Since offshore plays an important role in this cluster, IRO participates in board meetings and councils dealing with innovation, export, HR and Public Relations. EURONET At the international level, the useful and amicable cooperation with our fellow European organisations was maintained through the informal EURONET network. EURONET now consists of the national associations of the United Kingdom (EIC, Energy North, ITF, Decom North Sea), Norway (Norsk Industri), Denmark (DMOG), Belgium (CEC), France (GEP-AFTP) and the Netherlands (IRO). At the national level IRO maintained its close ties with NOGEPA and a frequent exchange of views took place on a number of subjects of mutual interest. The joint IRO/NOGEPA project on education and employment was further extended during the year and will be continued in 2014. 16 IRO Annual Report 2013

Information and documentation With the move to the new IRO office in Rotterdam it has been decided that the Documentation and Information Centre will be discontinued as most Marine relevant and up-to-date information can easily be ingenuity found online by members themselves. IRO publishes presentations or interesting articles on its website. The vast majority of the enquiries by IRO members in 2013 referred to newsletters, monthly reports of embassies and articles that IRO offers in IRO News every month.
