3 RD ANNUAL EMERGENCY RESTORATION LOGISTICS CONFERENCE Hilton AUGUST Boston 10-11, Back 2015 Bay HILTON BOSTON BACK BAY BOSTON, MA Pre-Conference Workshop Emergency Response from Different Perspectives, the Equipment Manufacturer s and IAEM Monday, August 10, 2015 Hosted by: Sponsors is authorized by IACET to offer 0.8 CEUs for attending this conference and 0.3 CEUS for the workshop. Vendors

OVERVIEW The line between disorder and order lies in logistics - Sun Tzu, 512 BC (Chinese strategist) Leaders win through logistics. -Tom Peters, Fast Company, 1991 Amateurs think about tactics, but professionals think about logistics. - General Robert H. Barrow, Commandant, US Marine Corps, 1980 A utility s response to an outage event is the most important interaction situation between customers and the utility. The response is also an opportunity to be judged by Regulators, Elected Officials and, of course, the media. In recent years utilities have been determined to improve their response restoration efforts and many forums have been created for peers to discuss common difficulties and share best practice strategies. This forum is different in that it is in-depth and specific to logistics. Post-incident reviews and industry surveys have shown, time and again, that maximizing the operational effectiveness of any response and minimizing time to restoration relies ultimately on the efficiency of your logistics. From communications, to crew management, to material resupply, to fuel delivery, to food & lodging, every function of logistics has a direct and immediate effect on restoration. Execute these functions well and power is restored sooner. Drop the ball on any single one, and restoration can grind to a halt. This conference will provide the attendee with proven tools, processes and procedures to improve the response readiness and tactical execution of your logistics functions. The conference will end with a unique session on the logistics of mutual aid response. Many large mutual aid teams travel with their own mechanics, and some even travel with a logistics coordinator. But what if they arrived at your emergency operations center (EOC) with their own food, their own lodging, even their own diesel fuel (and they had enough to share)? The last session will be an open panel discussion about mutual aid to a catastrophic incident. As the receiving utility, what would you like to see your mutual aid teams bring with them? And what is the best way to integrate those logistics resources with yours? WHO SHOULD ATTEND Utility emergency response analysts, directors, managers and planners Utility logistics managers, planners and analysts Restoration planning contract managers Project and field managers tasked with restoration management and operations Utility vendor partners who provide restoration effort services and products Regulators and government officials involved in coordinating utility restoration response LEARNING OUTCOMES This conference was eye opening. It has had good topics covered for all. No matter at what stage your action plan is in, if you re starting a new plan or just tweaking an existing plan! Line Supervisor, Huntsville Utilities Examine from FEMA and other governmental agencies how best to cooperate and collaborate between a utility and these agencies and how to benefit from that collaboration Define the components involved in a logistical effort in support of an emergency response effort Detail what is a high performing logistical operation within an emergency response Review a utility case study on the do s and don ts during a major calamitous event resulting in wide spread damage Define what a resilient and high performance communications system is and what equipment is required for such a communications system Explain how new technology can work with existing technology to hasten and better allocate crews to damage areas during the restoration effort Examine the how to coordinate a logistical effort across multiple operating utilities located in different states and public utility regulatory organizations Explore developing best practices in supply-chain materials management from pre-positioning to logistical execution of their movement and usage Evaluate utility mutual aid efforts as they are called upon to send aid Define what mutual aid should be sent to support the in-need utility s logistics REGISTER 4601 TODAY! Sr. Program Manager, CH2M Hill A good opportunity for contractors to understand firsthand how utilities approach storm deployment as well as the problems they face. CEO, The Townsend Company 8:30 9:15 a.m. Logistics Transformed with Technology Restoring service as quickly and safely as possible is the goal, yet the resources available to each utility are different. This session details how the use of existing and new technology and systems will shorten the customer s return to service. The utility used graphical configuration and monitoring which extended the value of existing Esri technology investments to produce higher quality information enabling them to quickly mobilize the right equipment, material and crews required to repair specific damage and keep them out of harm s way. Via proximity evaluations, it also was able to optimize fuel usage. Along with more accurate and timely decision-making for Emergency Managers, technology adds two bonuses, increasing the reliability and capability of communications from the utility regarding the restoration to customers, the media and government agencies plus the recording of the response in real time, allowing improvements for the next emergency response. - Representative, Dairyland Power - Charles Parsons, Vice President, Clevest 4

PRE-CONFERENCE WORKSHOP: EMERGENCY RESPONSE FROM DIFFERENT PERSPECTIVES, THE EQUIPMENT MANUFACTURER S AND IAEM MONDAY, AUGUST 10, 2015 OVERVIEW The focus of the presentation will be on response, recovery and the resiliency of the electrical grid prior, during and after a disaster situation. This workshop is meant to be unique and the perspective comes from the electrical product manufacturer s point of view. Municipal inspectors, electrical contractors and utility crews work hand in hand toward a safe re-energizing of electrical systems. Full coverage of equipment evaluation techniques that need to be performed before re-energizing a system will be presented. In addition, microgrids, energy storage and smart grid technologies will be discussed to better understand how they influence the logistical effort and allow for better response today and projected into the future. NEMA s Guide for Evaluating Water Damaged Equipment will be presented. Specific problems in NYC and along the New Jersey Coast revealed some of the detrimental effects of energizing water damaged equipment. Solutions are provided for utilities to recognize and react to the damaged equipment. Mitigation techniques for future events will be covered by the use of specific products, relocation of equipment, use of pre-planning teams and the most effective use of current technology for the grid restoration and resilience. The workshop will wrap up with a presentation on The 17 Mistakes Organizations Make in Creating Their Emergency Plans & How to Correct Them. Tornados, ice storms, vandalism, active shooter, explosions, civil disorder All of these can take you off line thereby attacking your resiliency and restoration. Emergency planning for your workplaces can be a matter of life and death and is subject to many federal, state and local laws, regulations and standards. Most who are tasked with creating and maintaining emergency plans are confused or overwhelmed regarding those standards. Worse, many of your facilities have no plans or employee training degrading your resiliency and fast restoration. Learn what laws, regulations and standards apply to your emergency planning, training and exercises. Learn what a lawsuit will do to you if you don t create a plan to standard. Learn the 17 mistakes organizations make in creating their plans today and how to correct them. AGENDA / LEARNING OUTCOMES 8:00 8:30 a.m. Registration and Continental Breakfast 8:30 11:00 a.m. Workshop Timing Discuss the laws, regulations and standards that control emergency plans? Explore how newer technology including microgrids, storage and smart grids influence the tactical execution of logistics during emergency recovery Discuss the growing use of on-site/stand-by generation and how the isolation of these systems to the grid affects a recovery Review evaluation techniques for water damaged equipment and products for proper restoration or replacement Discuss best practices and not so best practices to the recent responses along the shores of New York and New Jersey as examples for the entire utility industry Examine the perspective of an international organization that has responsibility for emergency management professional development across many different industries Discover applicable techniques and logistics support from a variety of perspectives How will law suits affect you and your organization? Discuss what should be the overriding attitude for managers in re-evaluating current planning? Identify how your own employees and clients will hurt your response to a disaster? Review what to expect by way of help from local municipalities? 7
