Is GIS dead? Is GIS old fashioned? Is still an acronym that conveys expert knowledge and specific skills? Should we reinvent a term for GIS? 2

Is GIS dead? Is the role of GIS still important? On my opinion yes but it is increasingly as part of a wider interoperating assemblage, rather a stand-alone technology 3

7 afia In Veneto Region Veneto Region start the implementation of a geographical centralized data-base covering the entire territory to allow the participation of the Local Authorities This has developped a sharing data process as declared by INSPIRE directive

9 afia The GISs have been properly reorganized their conceptual content in order to achieve more effective and capable geographic database, where the organization of the data are structured by layers and are guaranteed the topological relationships between objects.

The SDI The development of the Spatial Data Infrastructure (SDI) is based on a project carried out according to the concepts of dynamism and multidisciplinarity which includes: technical standards, technical disciplinary documents human resources 10

From GIS4EU to Veneto SDI (IDT RVEN) Tackling this subject, the participation to the European project GIS4EU allowed to test some of the features that t would later become part of Regional infrastructure. 11

SDI: our route National regulations (Digital Administration Code) and European directives (INSPIRE - INfrastructure for SPatial InfoRmation in Europe), to follow to answer to the requirement of accessibility, usability, and interoperability of the data and of the informations Consciousness that the Territorial Information represents an high percentage of the entire heritage of the information in the public administration, as well as the significant economic value that the territorial data can have Regional Law 23 rd april 2004, n. 11 Regulation for the government of the territory that has put a strong importance on the role of the Geographical Information System in the processes of planning, outlining a scenery of strong synergy among the Veneto Local Authorities 12

Since 2006 (L.R. 2/2006) the Regional informative heritage cartography in the numerical type (CTRN), digitized (CTRD), Raster, Orthoimages, aerial images, Monographs of the trigonometric stations and of the leveling benchmarks it is available free of charge to the users through the WebGIS portal, allowing the the search and use, via Intranet/Internet of the data and of the GIS features using the client browser. Inside the thematic areas that are managed through the WEBGIS it is available the digital archive of the aero photogrammetric heritage of Veneto (about 50.000 aerial frames), planned and developed in collaboration with the University IUAV of Venice The knowledge 14

The process of Data Sharing The sharing Digital Administrative Code INSPIRE The basics of the Spatial Data Infrastructure: The data has to be collected only once and managed where it will be done more efficiently It has to be possible to combine data originate from various sources and share with more users and applications It has to be possible the sharing of the information collected at various level (Local, Provincial, Regional and National) It has to be easy to detect which set of data is available The geographical data have to be easy to understand and to grasp in simple manner (user-friendly) through visualization tools 15

The sharing We can consider the Spatial Data Infrastructure as an Holistic Framework because is based on a unique global vision in which every part is in relationship with the other, and produces the data using the concepts of: Information sharing cooperation among organizations, 16

Veneto Region SDI in deep The term Spatial Data Infrastructure (SDI) is often used to denote the relevant base collection of technologies, policies and institutional arrangements that facilitate t the availability of and access to spatial data. The SDI provides a basis for spatial data discovery, evaluation, and application for users and providers within all levels of government, the commercial sector, the non-profit sector, academia and by citizens in general. Veneto Region SDI: Technological Component System Architecture Dividing the architecture in three levels, the system is more scalable and dinamic, with the opportunity to insert each level in a specific position inside the network depending on the characteristics that we want to impute to the infrastructure. SIT e la The Future To fix the SDI in a Regional context and after that, in a national context, with the aim to create a federative infrastructure according to the initiative and agreement among the Regions with CISIS-CPSG (Interregional Centre for the Information, Geographical and Statistical Systems Permanent Committee for Geographical Systems), and based on data sharing agreements (according to CAD disposal). Afterwards we will be able to start a connection within the National and European Infrastructures, according to the INSPIRE directive, and becoming Node of the National Infrastructure and node of the European one. 32

The Next step The choice to base the publication data system on an open standard OGC (Open Geospatial Consortium) and ISO (International Standardization Organization), allows to Veneto Region to count on an interoperable platform to share their own data internally as well with third party according to the INSPIRE Directive. The SDI evolution plans a progressive integration with input developed by third party that deal of territorial data, and finalized to the improvement of the quality and usability of the territorial knowledge that it is essential to implement a right plan and management of the government of the territory. 41
