The present document contains general information that may be helpful to participants. The session will be hosted at the site of the Convention secretariat in accordance with decision 22/COP.3 of the Conference of the Parties. 1. Venue of the session The fourth session of the Conference of the Parties to the United Nations Convention to Combat Desertification will be held at the International Conference Centre, Bundeshaus (the former German parliament), located in the centre of Bonn, at the following address: GE.00-63486

Registration Registration will start on Friday, 8 December 2000, from 1400 (2 p.m.) to 1800 hours (6 p.m.) and throughout the first week of the session according to a schedule to be provided by the secretariat. The Conference will open on Monday, 11 December 2000, with informal consultations being held in the morning and the official opening of the Conference will be at 1500 hours (3 p.m.) in the Plenary Hall. Identity badges will be issued at the time of registration and participants are requested to wear them at all times, since they will be allowed access to the Convention Centre only upon the presentation of their badges. Details concerning the exact location of the registration counter for national delegations, specialized agencies and United Nations programmes, intergovernmental and non-governmental organizations as well as for the media and staff of the United Nations, will be communicated to participants before the start of the Conference. In addition to the Plenary Hall, a meeting room with simultaneous interpretation will be available during normal working hours. Other premises can be made available for informal meetings without interpretation, subject to arrangements being made with the secretariat. Working hours will normally be from 10 a.m. to 1 p.m. and from 3 p.m. to 6 p.m. 4. How to get to the International Congress Centre, Bundeshaus (a) From the airport Cologne/Bonn Cologne/Bonn international airport welcomes all participants. The airport is approximately 30 minutes from the centre of Bonn. Participants arriving from the Cologne/Bonn airport can take a taxi or bus to the Bonn city centre. Taxis are readily available; a one-way journey to the city costs between DM 60-70. The bus line 670 from the airport to Bonn's main railway station offers an economical and ecological alternative. The bus-stop is located in front of terminals A and B. The bus goes every 10 minutes during peak times, otherwise every 30 minutes. The price for a one-way ticket to Bonn is DM 9.90 and tickets can be bought from the driver or from the ticket machine. (b) From the main railway station in Bonn The International Congress Centre can be reached by underground (U-Bahn), lines 16, 63 and 66, travelling in the direction of Bad Godesberg, Bad Honnef and Koenigswinter, respectively. In addition, bus line 610 to Heiderhof passes very close to the Bundeshaus. The tram stop nearest to the Centre is the Heussallee, Bundeshaus. There are signposts indicating the way to the Bundeshaus along Heussallee in the direction of the Rhine. The city of Bonn has taken measures to provide participants with a special conference ticket that will enable the participants to use public transport for the duration of the Conference at a price of DM 30. The city of Bonn will have an information desk at the airport and railway stations, showing the UNCCD logo where participants will be able to purchase the special tickets and be able to

Page 3 obtain other information. Additional information on practical arrangement taken to facilitate access to public transport by delegates to COP 4 will be announced during the Conference. 5. Medical services A medical service will be available at the Conference Centre for first aid in emergencies. In addition, the necessary arrangements for admission to hospital will be made if required. The UNCCD secretariat will be responsible only for facilitating access to a hospital. 7. Telephone and fax services An office offering telephone and fax facilities on a commercial basis will remain open throughout the session at the Conference Centre for the convenience of delegates and other participants. 8. Restaurants The Hotel Maritim will provide catering service at the International Congress Centre, Bundeshaus. In addition, a large number of restaurants in the vicinity of the Convention Centre offer high quality service at reasonable prices. Full details of a variety of services will be made available at the Conference Centre. 9. Banking services Banking services will be provided at the Conference Centre. The opening hours will be from 10 a.m. to 4 p.m. 10. Immigration formalities and Customs regulations The Government of Germany advises that immigration formalities will be facilitated in its embassies or consulates. Applications may be submitted, with reference to the Conference, to the nearest German embassy or consulate. Information on customs regulations in force in Germany may be obtained from any German embassy or consulate. 11. Accreditation The credentials of representatives of Parties and the names of alternate representatives and advisers must be communicated to the secretariat either by the Head of State or Government or by the Minister of Foreign Affairs. To ensure full participation in the work of the Conference, it is recommended that

Page 4 representatives of Parties should be provided with full powers to participate in the session and, if necessary, to serve as officers of the Conference of the Parties at its fourth session and any sessional committees or working groups, as well as to serve as officers of the subsidiary bodies established by the Convention. Credentials must be submitted to the secretariat of the Convention. The Bureau of the Conference of the Parties at its fourth session will examine the credentials and report to the session. Observer States, and intergovernmental and non-governmental organizations must also be accredited. List of speakers A list of speakers for the special segment as well as for other sessions of the plenary will be opened at a time and subject to conditions to be announced in the Journal of the Conference of the Parties. 13. Additional services available at the Conference Centre for participants Participants in the Conference will be able to use the various facilities of the Convention Centre, namely, post office (stamps and letter boxes), bank, bar and snack services. 14. Meeting and exhibition facilities A limited number of meeting facilities will be available to participants for presentations and informal meetings. General information about Bonn Flights: Some airlines have direct flights to Cologne/Bonn and many others book flights via Frankfurt, Dusseldorf or Munich. Weather: Electricity: During the month of December the average temperature in Bonn oscillates between 5 and 10 degrees Celsius. It is recommended to bring warm clothing and an umbrella.
