Since 1972 he came to Hong Kong to work as Resident Land Surveyor for Maunsell Consultants Asia Ltd, a Civil Engineering Consulting Engineers, taking charge on all aspects of surveying for the construction of major and complex highways networks, expressways, bridges and interchanges and all infrastructural works of 3 out of the 8 New Towns in Hong Kong. The scope of his works include professional, technical and administrative. 1

Technically, he is conversant with Precise Geodetic Survey, Topographical Survey and Mapping, Hydrographical Survey, Global Positioning System (GPS), Photogrammetry and Remote Sensing, Engineering Surveying and Cadastre and Spatial data management. Administratively as a Chartered Professional Surveyor, I supervise more than 30 professionals and technical surveying and drafting staff, I work well with a team of Professional Civil, Mechanical and Environmental Engineers and Quantity Surveyors in major civil engineering projects including reclamations and infrastructures of New Town Developments; Expressways and Trunk Roads leading and linking from Mainland China to the Disney Land Resort and HK International Airport; Trunk Sewer Upgrading using underground tunneling and installation of large diameter of sewer pipes through the most expensive commercial areas in Hong Kong. Institutionally, I joined the HK Institute of Land Surveyors (HKILS) as Committee member in 1985 and was President in 1988. I initiated the amalgamation of HKILS with HKIS. The two Institutes merged in 1989. After serving as council member for LSD of HKIS from 1990-1992 I took up the Chairmanship of LSD for three consecutive terms from 1992 94. Then from 1995 I was elected as Junior Vice President, in 1996 as Senior Vice President and then in 1997 as President of HKIS. Internationally since 1995, I organized, took part, involved, contributed and participated in many regional and international surveying congresses and meetings. Notably, I organized the Presidential delegations led by then President of HKIS, Hon C.Y. Leung who floated the concept of Surveyors Alliance Asia, to visit SISV and ISM. Surveyors Alliance Asia was finally formed in November 2004. Further to the above-mentioned, my other involvements and contributions include: - 1998-2002 Chairman of International Committee, HKIS, making close liaison with ASEAN Federation of Land Surveyors and Geomatics (ASEAN FLAG), New Zealand Institute of Surveyors and Institution of Surveyors Australia. SISV and ISM, International Federation of Surveyors (FIG), Chinese Surveying and Mapping, CHINA. 1999-2000 Chairman of the Organizing Committee, the 3rd Across the Strait Geomatics Conference between Mainland China, Taiwan, Hong Kong and Macau. 2

1999-2003 Chairman of the Organizing Committee, the 7th South East Asian Survey Congress This event was fully supported by ASEAN FLAG, FIG, The Society of Chinese Surveying and Mapping, Macao, NZIS and ISA. 2001 Oct - Chairman of Organizing Committee, FIG WW 2007, 12 17 May 2007 2007 in Hong Kong SAR with the full sponsorship of Lands Department, HKSAR; and co-organised in collaboration with FIG and supported by ASEAN FLAG and The Society of Chinese Surveying and Mapping. 2003 2006 Vice President of FIG (Federation of International Surveyors). 2006 Jan Deputy Chairman of Board of Membership, HKIS. Extra Curriculum 1988 July Led 21 delegates to the 3rd South East Asian Survey Congress in Bali. 1991 June Led 22 delegates to the 4th South East Asian Survey Congress, Kuala Lumpur. 1991-96 Education Advisory Committee Member, HK Polytechnic University. 1992 June Led 39 professional surveyors to official visit to Wu Han University of Technology and Surveying, China. 1995 Organized HKIS' Presidential Visit to Institution of Singapore Surveyors and Valuers and Institution of Surveyors, Malaysia. 1996-present Member of Professional Services Advisory Committee, HK Trade Development Council. 1996-97 Chairman, Board of Registered Professional Surveyors. 1997-99 Member of Tourism Development Steering Committee, HKTA. 1998 July Led 3 Office Bearers and 6 delegates to the 20th General Assembly of The Federation of International Surveyors (FIG), Brighton. At the same occasion led 3 Office Bearers and held an important meeting at institutional level with The President of RICS, Mr. Richard Lay and his team of Officers in formulating the RICS-HKIS Cooperation Agreement between the two surveying institutions. The RICS-HKIS Cooperation Agreement was finalized and signed in Hong Kong by Mr. Richard Lay and myself on the 30th November 1998. 3

1999 Nov Led 10 delegates to the 6th South East Asian Surveyors Congress, Perth, Australia and had successfully secured the bid to host the 7th South East Asian Surveyors Congress in November 2003 in HK. 1999 - Present Convention Ambassador of The Hong Kong Tourist Board. 2001 May Representing HKIS in attending FIG WW and the President's Meeting in Seoul, Korea. 2002 Apr 2002 Apr 2003 2003 Nov 2004 Jan 2004 June 2004 Aug 2004 Oct 2005 Nov 2006 Jan - Oct Led 9 delegates to FIG GA Washington DC to secure the bid to host the FIGWW2007. Elected as Vice President of FIG (2003-2006). Successfully promoted FIG membership to Tunisia. Successfully chaired and hosted the 7 th South East Survey Congress in Hong Kong SAR. Successfully promoted membership of FIG in Brunei. Brunei Institution of Geomatics (BIG) became member association in 2005. Promote FIG to Yunnan Surveying and Mapping Bureau (YSMB), China. Promote ASEAN FLAG to Yunnan Surveying and Mapping Bureau (YSMB), China and Liaised with YSMB to host the ASEAN FLAG Executive Council Meeting. Chair of Technical Session for Map Asia, Beijing. Invited as Speaker at Plenary Session of the 4 th Trans Tasman Surveyor Conference, Auckland, NZ. Chair of Plenary Session at 8 th SEASC2005 in Brunei. Invited as Keynote Speaker at Geoinformatics 2006, Wuhan, October 20 21, 2006; and Member of the Geoinformatics 2006 International Steering Committee on the 50 th anniversary of Wuhan Technical University of Surveying and Mapping (WTUSM) Aims and visions As President of FIG I will be keeping up with the technological advancement and development of Surveying, GPS and GIS, and the needs and wishes of member associations to formulate, build and implement a modern land administration management system towards building a sustainable society with emphasis on: Good governance and good management of land for food and shelter for everyone. 4

Proper and efficient management and use of land information and land dataset are the keys to sustainable economic, social and environmental development and hence for the better standards of living, alleviating hunger and eventual eradication of poverty. FIG must promote the surveying profession and must maintain closer liaison and co-operation with UNHABITAT, WHO, IAG, IHO, Surveying and GIS Software Houses and our sister organisations. By joining forces with them will greatly help on good governance of land, seas, waste and environment, natural resources, agriculture and food; and risk and disaster management especially for under-developed and developing countries. The promotion and implementation of Geospatial Data Infrastructure (GSDI) is a must for building a universal geo-referenced framework for interoperability, inter-accessibility and sharing of survey data and information. In doing so, more population in the under-developed and developing countries especially in most populated countries of Asia and Africa, will have enough food, water and housing and their economy will grow. These will in turn speed up the development of agriculture, housing and civil engineering building construction, transportation and telecommunication infrastructures whereby all the surveying professionals will be benefited in one way or the other. Benefits and fruit do not come easy to us. Someone has to start it first as a pioneer to sow the seeds of the surveying profession, nurture it in order to make it grow, flower and bear fruit. Now, you ll agree with me that the seed of surveying was sown as FIG is 128 years old. But I feel the rate of growth and progress of the surveying profession towards a sustainable and better world is still very slow. My aim and vision is to speed this up, and I need the support from all of you as good professionals to realize my dream or maybe you can say this is our dream through good surveying and good management of land to provide a better living place for our future generations to come.
