As argued by the EU Commission Innovation is now widely understood to be the driving force in economic growth. It is new products and services, and new for making or delivering them which add value to our economy, and enable us to improve standards of living. SMEs are responsible for much of the innovation which leads to new higher value products and services (even if ultimately larger firms may take on production and mass marketing of such innovations), and so the European Commission seeks to promote innovation to SMEs across Europe. Indeed, companies and in particular SMEs that can be innovative by designing new solutions/products and processes can outperform their competitors. As a matter of fact, there are various studies such as that by the UK Design Council that clearly link the good design to business and economic performance these studies clearly show the positive impact of design on practically every measure of business performance, including market share, growth, productivity, share price and competitiveness. At the same time, it is alarming to note that recent results published in the World Economic Forum s Global Competitiveness Report 2007-2008 ranks a number of new European Member States low from an innovation perspective, with only one (Estonia) ranked in the first 30 positions. A close look at the reason why many new EU member states (such as Malta, Lithuania and Romania) are low from an innovation perspective reveals that this is due to a low level of innovation factors. This state of affairs is also reflected in the EU s Innovation Scoreboard country reports. Given the number of SMEs in Europe, this innovation state is clearly not one contributing to the Lisbon Strategy (2002) of making Europe the most competitive and dynamic knowledge-based economy in the world. As the knowledge economy matures, we have to thus equip SMEs with the capabilitites and skills to grow and prosper. Effective use of ICT throughout the value chain enables firms to improve productivity and efficiency, and makes them more competitive. Computer Aided Design (CAD) technology is one such ICT tool. Given its importance for competitiveness of the European economy, innovation is one of the cornerstones of the re-launched Lisbon strategy to boost growth and jobs. Clearly, proactively helping and motivating European SMEs in becoming innovative is an urgent need. Thus, providing integrated training and mentoring support related to topics of Innovation Management Techniques (IMT) as design, Computer Aided Design (CAD) and collaborative design tools would indeed help EU SMEs including those in new Member States to improve their innovation potential. As outlined in EC COM (2006) 418 Final, industrial globalization is a challenge that will need new education and vocational training systems. It suffices to mention that in 2004, 75 Million EU Citizens were low-skilled (32% of the workforce) and that by 2010, only 50% of jobs will be available to those with only basic schooling. Only 10.8% of European adults participate in formal, nonformal or informal life-long learning which is a long way short of the EU benchmark of 12.5% participation by 2010. This could very well be due to the well known fact that working people in SMEs where staff members are few, have a difficulty of making time for attending vocational training courses besides the need of keeping a balance between their work and family commitments. At the same time, as argued by the EU Commission : Technologysupported lifelong learning is the key to providing Europe s knowledge workers with the skills needed to create a competitive, knowledge-based economy. As individuals take greater responsibility for their own professional development they will need to access work-related learning opportunities throughout their lives. People will be looking to learn where, when and how they need to at the office, in the factory, on the road. The above facts collectively give clear reasons why there is a need of developing an integrated vocational training and mentoring means on topics such as CAD to help drawing/design office workers to effectively participate in life-long learning, with the objective of amplify innovation skills in SMEs across Europe. Thus, the general objective of the eucad project is to develop an innovative means through which adults, at their place of work & home, and in particular in the context of an enlarged EU, can be supported in acquiring knowledge and certifying their skills on 2-D & 3-D Computer Aided Design (CAD) for industrial applications. Résumé: The eucad project will thus contribute to a higher level of innovation in SMEs across European Member States, this indeed being necessary if the whole EU is to remain competitive on a global basis. Therefore, to allow the eucad project to achieve its overall aim, the following specific objectives and deliverables are planned:(a) A study report summarizing the problems faced by workers, in hindering them from attending life-long learning programmes, focusing in particular on those based in industrially-oriented SMEs where innovation and creativity needs to be exploited(b) A detailed innovation vocational training system framework developed for overcoming the limitations identified from the study report in (a) above, at this stage considered to be composed as follows: Training material in all partner languages including English, both in CD/DVD and e-learning format, explicitly aimed at motivating workers in engaging in life-long learning by giving them knowledge on why becoming creative & innovative is important for their industrial career; Courseware in English both in CD/DVD and e-learning format aimed at showing how 2-Dimensional and 3- Dimensional Computer Aided Design technology can be used for amplifying creativity and innovation in various industrial sectors (e.g. furniture, consumer products, engineering) Casestudies in English and multi-media format, that show how 2D and 3D CAD helps workers become more creative and innovative in their industrial work; Course Tests in English aimed at recognition at the EU/International level, for assessing the skills acquired through work-based CAD training (e.g. tests produced will be submitted for approval by ECDL Foundation); CAD Training Hardware & Software configuration, consisting of collaborative design and shared-workspaces tools that allow workers to design and exchange their solutions/queries with CAD operators/experts and trainers; On-site SME Mentoring aimed at (i) reducing the initial barrier working people have of finding the time to learn a new technical skill (in this case CAD) and on (ii) guiding relevant SME stakeholders of how the eucad framework can be used to help them learn at their own pace and apply CAD technology to their place of work. eucad Forum for supporting informal discussions, queries and file (exercises, tests, drawings) exchanges between learners and partner trainers on industrial innovation/creativity issues and 2D/3D CAD issues;(c) eucad project web site, with a public part providing information to the general public about the project and its relevance and impact to the EU and a private part acting also as communication and information sharing/repository tool for the partners to help them in the implementation of the different WPs of the project; Description: Thèmes: Sectors: Types de Produit: *** TIC *** Formation tout au long de la vie *** Enseignement supérieur *** Entreprise, TPE, PME *** Formation continue *** Information et Communication CD-ROM Méthodes d'évaluation Modules Autres http://www.adam-europe.eu/adam/project/view.htm?prj=3931 3

Is there are a similar pattern of problems across the different partner countries? Produit 'eucad forum' Titre: eucad forum Type de Produit: Site Internet Amplifying Skills for EUropean SMEs in Computer Aided Industrial Design (142514- Description: This deliverable concerns the realisation and implementation of a discussion forum for the eucad project stakeholders. The forum is mainly addressed to the project target audience. It is the intended idea of the consortium to include in the eucad forum the following sections: - general talk related to CAD and industry - specialised CAD software discussions - specialised questions on problems encountered by the target audience - SME support discussion - Innovation and creativity support - Tests/exercises/drawings - Case studies/ discussion - Project related discussion In order to read the information that is posted on the forum, the prospective visitor will need to register as a member. Member status requires at least a valid email address from the prospective visitor (that will be used for dissemination purposes on project related matters). Once a member, he or she will be able to access all information from the forum, post new topics, reply to other posts, etc. As with all discussion forums, there needs to be a set of rules governing its functionality. Therefore, the consortium has to devise the forum rules and regulations prior to its official launch. The look and feel and colour scheme of the forum will be decided by the partners in order to be consistent with the eucad project website and suitable for the target audience. The official language of the forum will be English. Produit 'eucad Course Module Sample Tests' Titre: eucad Course Module Sample Tests Type de Produit: Transparence et certification Description: Course Tests (in the English language) aimed at providing a means by which the skills acquired by the target group stakeholders can be recognized at the EU/International level will be delivered. The tests aim at assessing the skills acquired through work-based CAD training. Also, to acquire EU/International level recognition, the tests produced by the eucad consortium will be submitted for possible approval by the ECDL Foundation. Produit 'Quality Assurance Plan & Reports' Amplifying Skills for EUropean SMEs in Computer Aided Industrial Design (142514- Titre: Quality Assurance Plan & Reports Type de Produit: Autres Description: The Project Quality Assurance Plan will be written with the objective of providing the eucad project management with easy access to quality requirements and should outline relevant procedures and standards. The following Quality Elements will be included in the eucad Project Quality Plan that will be realised by the eucad consortium: Management Responsibility which describes the quality responsibilities of all stakeholders; Design Control - specifies the procedures for Design Review, Sign-Off, Design Changes and Design Waivers of requirements. Document Control - defines the process to control Project Documents at each Project Phase. Purchasing - defines Quality Control and Quality Requirements for sub-contracting any parts of the project. Nonconformance - defines the procedures to handle any type of nonconformance work; the procedures include defining responsibilities, defining conditions and availability of required documentation in such cases.
