German Indonesian Renewable Energy Days Case Study Palm Oil Industry In Indonesia Presented by : Ario Senoaji PT Gistec Prima Energindo Intercontinental Hotel MidPlaza 25 October 2011
A COUNTRY WITH AROUND 17.000 ISLAND
Renewable Energy (RE) Development Challenges High initial investment cost High production cost that cannot compete with the conventional technology Lack of incentives and smart funding mechanisms Energy subsidy removal (subsidies have created an unfair market advantage for conventional fuels and technologies) Formulating energy price based on its economic value (electricity prices not reflect the true cost of generating power) Quantifying externality costs
Advantages 1. Abundant of RE/Biomass Potential in Indonesia 2. RE/Biomass available throughout the year 3. Indonesia is an Archipelago Country which is have barrier in Fuel Supply and electricity Transmission/ Distribution 4. There are 4700 units Diesel Power Plants scattered own by PLN with total capacity 1350 MW will be substituted by other resources

PURCHASING PRICE OF ELECTRICITY BASED ON RENEWABLE ENERGY (MINISTRY OF ENERGY AND MINERAL RESOURCES REGULATION NUMBER 31 YEAR 2009 CONCERNING ON PURCHASING ELECTRICITY FROM MEDIUM SCALE RENEWABLE ENERGY POWER GENERATION AND EXCESS OF ELECTRICITY) 1. The prices of electricity purchased by PT PLN (Persero) are determined as follows a. Rp 656/kWh x F, if it is interconnected to medium voltage b. Rp 1004/kWh x F, if it is interconnected to a low voltage Value of F is an incentive factor based on the location of electricity purchased Java and Bali region : F = 1 Sumatera and Sulawesi region : F = 1,2 Wilayah Kalimantan, NTB and NTT region : F = 1,3 Maluku and Papua region : F = 1,5 2. The Prices are not interested for investors of Biomass, Biogas and Municipal Solid Waste power plant to invest. 3. Currently being proposed the revistion of Minister of Energy Decree No 31 of 2009 which lists the price of electricity tariffs (feed-in tariffs) based on Biomass, Biogas and Municipal Solid Waste. 9 Harga di TM (Rp/kWh) Harga di TR (Rp/kWh) Jawa dan Bali 656 1.004 Sumatera dan Sulawesi 787 1.205 Kalimantan, NTB dan NTT 853 1.305 Maluku dan Papua 984 1.506
ELECTRICITY PRICE (FEED-IN TARIFF) BASED ON BIOMASS, BIOGAS, AND MUNICIPAL SOLID WASTE *) No. Energy Capacity Electricity Tariff Note 1. Biomass until 10 MW Rp. 975,- / kwh X F 2. Biogas until 10 MW Rp. 975,- / kwh X F Non Municipal Solid Waste 3. Municipal Solid Waste until 10 MW Rp. 1050,- / kwh Zero waste ** ) 4. Municipal Solid Waste unti 10 MW Rp. 850,- / kwh Landfill **) F as an incentive factor based on the region where the power plant installed, as follows: Jawa, Bali, and Sumatera region : F = 1 Kalimantan, Sulawesi, NTB and NTT region : F = 1,2 Maluku and Papua region : F = 1,3 Feed intariff will be issued inminister of ESDM decree. Note : * ) Connected to medium voltage system ** ) - Based on Act No. 18 Year 2008 concerning to Waste Management. - For municipal solid waste, tipping fee applied at minimum Rp. 100.000, - / ton of waste 10
