What is New Build HomeBuy? Yes, you do get a whole property and no, you don t share it with anyone else! New Build HomeBuy is one type of Home Ownership Initiative which is designed to help people who cannot otherwise afford to purchase a house outright. A New Build HomeBuy scheme allows you to buy a share that you can afford in your home, usually 25%, 50% or 75%, by way of a mortgage or cash payment. You simply pay rent to the Association for the remainder. Although you don t own the property outright you will have all the rights and responsibilities of full home ownership.your home, but with the support of an established Association. Who Qualifies? The scheme is designed to help people who wouldn t otherwise be able to buy a home of their own for whatever reason. Priority will be given to the following groups: > Clients having registered on Bedfordshire Pilgrims HA (Key Homes East) Homebuy register. > If you have not already registered you must do so on 0845 456 6757 > Current Kettering Borough Council tenants in rented accommodation > Current tenants of a Housing Association > Other first time buyers If you would like to discuss your eligibility, please ask. How Does It Work? Firstly, you and your Building Society decide how much mortgage you can afford and accordingly what share you can afford to buy. We will then be able to tell you how much rent you will have to pay on the property you have chosen. The first share you buy will actually be in the form of a 125 year lease. Staircasing What the scheme is designed to do is to enable you to progress to outright ownership after the first 12 months of occupation. As your financial circumstances improve you can buy more shares up to a maximum of 100%. This is known as staircasing. In rural developments, staircasing may be restricted to a maximum of 70% or 80% ownership. It is up to you whether or not to take the staircasing option - you won t be forced to buy any further shares if you don t want to. If you do decide to take up this option you must apply to the Association in writing and we will send you an application form. Once we receive your application we will instruct an independent valuer to value your property and they will disregard any improvements you have made. Please note that this does not however mean that the value will be reduced by the amount of money you have spent on improvements. Cost does not equate to value but the improvements will be taken into account and will be assessed when the valuer visits your property. Please note a fee is charged to you for this valuation. We will then inform you in writing how much the further share will cost and upon completion your rent payment will reduce accordingly. What Will It Cost? As with any purchase you will be responsible for paying your own legal fees, including Local Search and Land Registry Fees. The Association s solicitor will also charge a Documentation Fee.These costs will be in the region of 1,000-2,500 but your solicitor should provide you with a quote for their services. Clients who purchase properties purchased under the New Build HomeBuy Scheme will not be required to pay stamp duty until they own 80% of your home. Stamp Duty is usually within the region of 1% of the full property price. We recommend that you discuss this matter in detail with your solicitor for further clarification. Your Bank or Building Society will charge a survey/ mortgage valuation fee, if appropriate which is usually in the region of 150.00 and a deposit if required. You will need to check the cost of these services with your Bank or Building Society.You may also have removal fees to pay. Once you have moved into your new home the running costs will be your mortgage payment, the rent, the service charge, house contents insurance, council tax and normal bills associated with living in your own home (gas, electricity and water). The rent is reviewed every year. It will rise or fall in line with the Retail Price Index ( cost of living ). Maintenance Repairs There is a service charge to pay which will cover the cost of some of these works within communal areas. However, you will be responsible for all other works to the property which is not deemed communal. Further details with this regard can be found in the Purchasers Information Pack a copy of which can be issued upon request. As with any other homeowner, you will also be responsible for all the repairs and maintenance which may be required to the property regardless of the share that you actually own. The Mortgage It is your responsibility to arrange the mortgage for the share you wish to buy. Most high street Banks and Building Societies will be able to give you help and advice with this. Alternatively, you may decide to use an independent financial adviser to help you arrange the best type of mortgage for your particular circumstances. We will also consider applications from people who are able to buy their share either partly or wholly with cash, provided that they meet the other criteria for the scheme. Can I Make Improvements or Alterations? Yes, you can improve or make alterations to your home. All you must do is request, in writing, the Associations agreement to your proposals. This agreement will not be unreasonably withheld. Can I Sell? Yes. Just because you own part of the property there is nothing to stop you from selling that share and moving on.this is known as Lease Assignment. If you do decide to move, contact the Association's Sales and Marketing Team straight away. We will advise you what to do next, and we may have a waiting list of people who would like to buy a New Build HomeBuy home like yours. If we cannot find anyone to purchase your home then you will have to do it through an estate agent, you must tell them that it is a New Build HomeBuy property and you will be responsible for their fees. When you find a purchaser please let us know straight away as the new purchaser must fit our criteria and be fully approved by the Association. Please note East Midlands Housing Association charge an administration fee when selling your property, details available on request. Sinking Fund Please be aware that when your property is sold on, a charge equivalent to half (one half) a percentage of the resale value for every year and part of a year the lease has expired. This will be paid by yourselves and retained by the Association. This as a contribution towards a sinking fund to cover major repair items in the future and is applicable to apartments purchased under the New Build HomeBuy Scheme and those for Outright Sale. Rental Payments Please see the attached price list of rental payments for Orient House, Kettering. The rent is normally due on the first day of the month, in advance. You will be asked to pay the correct proportion of rent due at the time of completion of your purchase. Following completion, you will be sent a Bankers Order form to pay your rent from then on. If you would like to pay by a different method, this can be arranged through your Housing Officer at your local office. Should you ever be unable to pay either your rent or mortgage you must contact the Association and your lender immediately. If you have financial difficulties, guidance is available if you explain your situation at an early stage. Often, short term difficulties can be overcome, but if not, your lender does have the right to take possession of your home. Service Charge There will also be a service charge payable on each of these 34 apartments which will cover all communal maintenance / works within Orient House. The Service Charge for each plot is confirmed on the attached price list. Your home is at risk if you do not keep up payments on a mortgage or other loans secured on it.
