3. Development challenges The exhaustion of natural resources due to rapid economic growth based on natural resources. Increased population vs. limited land resource (more 86 millions population; less 0.1 ha agricultural land per capita) Pollution caused by industrial development based on out of date technologies & over-using of pesticides and fertilizers in agriculture Natural disasters (flooding, typhoons, earth quake,etc) Lack of human resources for high-tech (top scientists, capable of creating high-technologies) Not enough efficient state management

Some issues of S&T Strategy 2011-2020 (1) The S&T strategy focuses : 1.To ensure a scientific base for the Vietnam s socio-economic development strategy with the orientation of sustainability and international integration; 2.To contribute to a decisive part to raising quality of economic growth and competitiveness of national economy; (the value of high-tech products to reached 45% of GDP in 2020) 3.To enhance the S&T capability to be reached high level of the ASEAN region.
