14 Functions & responsibilities of the Office of Educational Testing and Quality Assurance Established on (Dpt of Testing and Quality Assessment in 2006 & Dpt of Testing and Quality Assurance since 2007) Functions & responsibilities: - Counselling and making proposals to the Board of Rectors on possible solutions to QA of USSH-HCMC - Monitoring & evaluating the teaching & learning at USSH - Organizing, implementing testing & assessment activities - Monitoring activities of internal system of QA, guideline/tools for self-assessment - Participating in Peer- assessment at VNU-HCMC & external evaluation requested by MOET - Organizing training courses providing knowledge of quality assurance and self-assessment and external assessment

16 At the institutional level - Applying the set of criteria for HE in Vietnam by MOET for the self-assessment - audited internally by VNU- HCM and waiting to be accredited (externally assessed) by the MOET - Designing tools for data collection in selfstudy
17 At the program level Applying the set of criteria for the internal quality assurance by the Asean University Network Quality Assurance (AUN-QA) Finished the internal check of the self-assessment reports 5-6 disciplines have been registered to be internally audited to the criteria of ASEAN QA Framework in and 1 program was successfully audited by AUN in 2011, another is ready to be officially accredited by AUN this year
18 Criteria Students Expected Learning Outcomes; Program Content and Program Organization, including Curriculum Design; Quality of Teaching Staff, Support Staff, and Facilities; Quality of the Input, the Process and the Output; Stakeholder Satisfaction, especially Students Evaluation; Achievements and Contributions to Society and Community.
19 Procedures - Collect appropriate pieces of information and evidence from all available sorts; - Look at the set of criteria, by either the AUN- QA or the MOET or the USSH itself; - Describe the situation; - Analyze the situation; - Try to find the evidence that meet the criteria; - Analyze strengths and weaknesses; - Suggest practical and applicable plans for improvement.
20 Obstacles and difficulties Lack of staff / experts with professional skills & knowledge in QA Lack of Infrastructure, ICT support Lack of other resources Lack of experience Lack of adequate concern and cooperation from all the departments, faculties, offices, centres,... At USSH (problem with Quality culture) Overloaded duties for QA staff at all units of USSH (teaching, managing, doing research,...)
21 Plans for future development Strategies for the development of QA at USSH with 3 aims - Improving QA system (database for QA,...), QA sub-units - Reaching the national standards when officially externally accredited by MOET (esp Learning outcomes) - Reaching AUN standards (for Program accreditation) Preparing to be externally accredited by MOET Some programs are waiting to be internally auditted by VNU-HCM Rewarding and disciplinary measures Strengthening the projects of quality improvements
