Project Information Title: Project Number: Modular Enhanced Training Programme for European Maritime Security Personnel 2012-1-TR1-LEO05-35121 Year: 2012 Project Type: Status: Marketing Text: Summary: Transfer of Innovation running METPROM: Modular Enhanced Training Programme for European Maritime Security Personnel.New course in port security with novel simulation-based modules that will focus on the implementation of game-based technology and 3D models and adaptation of an e- learning platform with assessment facilities. The main aim is to transfer the innovation already developed for the maritime security training and simulation based modules, in order to fill the security gaps created as the result of increased complex operational activities in ports which are vital for the timely conduct of shipping that more than 90 % of the world trade depend on. The second aim is to bring EU wide standards to the port security procedures through standardized and harmonized training programmes in partner countries. In order to fulfil these aims, following objectives will be achieved: Skilled trainers operating in all EU Member States, Trained port security personnel operating at ISPS-compliant port facilities, - Uniformity in EU port security and Enhanced port security standards. The partnership is composed of partners who have the necessary knowledge and experience either on the security issues or those who have developed similar curricula, software and/or hardware which are needed for the proposed enhanced modular training programmes. The main tangible outcome is a new course in port security with novel simulation-based modules that will focus on the implementation of game-based technology and 3D models and adaptation of an e-learning platform with assessment facilities. The main intangible outcome is that the course would provide an opportunity for many unemployed with no or little knowledge of port security to acquire the necessary expertise and seek employment in port security duties. Impact is expected very high through widespread use of the courses in partner and other EU countries. Description: The main aim is to transfer the innovation already developed in the design, delivery and assessment of various safety and security modular courses including Simulation based training and e-learning from partner countries to develop an enhanced training programme in order to fill the security gaps created as the result of increased complex operational activities in ports which are vital for the shipping that more than 90 % of the world trade depends on. The proposed training programme will allow skilled trainers to operate in all EU Member States and train port security personnel working at SPS-compliant port facilities. This will boost the performance, efficiency and capabilities of these employees, contributing to their personal skills development, which is fundamental to Europe's knowledge society. Port security personnel will thus be better prepared to meet new challenges, which enhance their employability at national and transnational level and increases worker mobility throughout Europe. The second aim is to bring EU wide standards to the port security procedures through standardized and harmonized training programmes in partner countries. The training programme will aid he implementation of EU Regulation (EC) 725/2004, will improve the degree of uniformity in European port security and will raise port security standards. This process will accelerate the further professionalization of the 2
Project Information security in the maritime and shipping industry. Both aims are expected to enhance the respective VET systems through increased cooperation with social partners and all relevant stakeholders by facilitating the participation of companies. This is fully in line with Encouragement of cooperation between VET and the world of work (LEO-TraInno-7). Two umbrella organization of the world of work in the partnership will contribute greatly to this extent. The third aim is to adapt Simulation based training (implementation of game-based technology, 3D models of ship spaces and port areas for safe guard training), e-learning and assessment systems and use Internet as a means of communication within the target groups as well as for training material delivery and its assessment (as the use of ICT and e-learning methods is encouraged for all multilateral Leonardo projects).
