Introduction
Social challenges in Vietnam Vietnam is one of the five countries most affected by global climate change; The urban population is about 25.37 million, equivalent to 29.5% of the population nationwide, and the expected increase in the number 46 million, accounting for 45% of the population nationally in 2020. Urban land area in Vietnam is 2400 km2 in 2010, predicttion in 2020 is 4600 km2 As planned development of industrial zones, will have 110 industrial parks established in the period from now to 2015 with about 26,000 hectares. Greenhouse gas polution in Vietnam In 02 major cities like Hanoi and Ho Chi Minh City, greenhouse gas polution is rising due to 2 main causes: -Transport is a main source of gas pollution, especially the emissions of carbon oxide (CO), carbon dioxide (CO2) and nitrogen dioxide (NO2). Gas emissions are increasing every year with the growth in the number of vehicles. - Operations of industrial factories, industrial small-scale producers or self-employed households located in the suburbs or within these cities without emission processing systems.
Status of development
Green IT in Vietnam Green Information Technology (Green IT) is a new concept in Vietnam, was first mentioned at the forum E-5 th Asia was held on 15 th July 2008 at Ho Chi Minh City by Industry Association Electronic and information Technology of Japan (JEITA) and the Electronic Industries Association of Hong Kong (HKEIA). There are 4 state agencies related to environmental issues and energy in Vietnam such as: (1) Ministry of Natural Resources and Environment, (2) Office of Energy Efficiency - Ministry of Industry and Trade; (3) Vietnam Enterprise Council for Sustainable Development - Vietnam Chamber of Commerce and Industry; (4) Ministry of Information and Communications. Top concern now is to develop coordination mechanisms between the ministries, associations and businesses.
Key programs/plans relating to Green IT 1. National program on responses to climate change from 2008. 2. National program on energy saving and efficiency. 3. Strategy on cleaner production in the industries by 2020 4. Master plan on Transforming Vietnam into an advanced country on ICT 5. National program on information technology application in the operations of state agencies in period 2011-2015.

General targets Developing human resources to meet international standards for Green IT; Implementing Green IT in specific areas in accordance with Vietnam s conditions; Leveraging Green IT occupying an increasingly large proprotion of IT industry, contributing remarkedly to the growth rate of export and GDP; Establishing infrastructure for Green IT throughout the country; Green IT applied effectively in all apects of economy, society, defense and security.
Tentative programs/plans Establish the Council for Green IT promotion in Vietnam. Building websites and programs on education about Green IT, publishing some documents on Green IT to raise the awareness and consciousness of Green IT for the community. Building the Green IT Index for state agencies, ministries, provinces and enterprises.
Tentative programs/plans Standardize the public procurement of IT equipment in state agencies in order to limit the import of outdated IT equipment. Building a fund for support to develop Green IT Building annual Green IT awards for typical organizations, enterprises on Green IT. Labeling standards on environmentally friendly recycled IT products.
