2 SCRA Sustainability Report 2012/13 This report contains information about SCRA s environmental impact during 2012/13. This information builds on our 2011/12 baseline report and aims to ensure that we meet our Climate Change Public Bodies duties set out in part 4 of the Climate Change (Scotland) Act These duties require that a public body covered by the duties must, in exercising its functions: Contribute to carbon emission reduction (climate change mitigation); Contribute to climate change adaptation; and Act in a sustainable way. Current reporting concerns itself with five key areas: Greenhouse gas emissions; Waste minimisation and management; Finite resources; Action on biodiversity; and Sustainable procurement. To help SCRA meet these duties, an Environment Group has been formed tasked with the following aims: To develop and implement an action plan which will ensure SCRA meets its duties under the Climate Change (Scotland) Act; and To develop a sustainable reporting mechanism which will allow SCRA to report on our progress and meet the needs of Government. An initial series of projects are being developed by the Environment Group during 2013/14 encompassing: Estate rationalisation; Utility metering/consumption; Waste minimisation; Business travel; Sustainable procurement; Biodiversity; Staff awareness and engagement; and Improving data collection. Please note that all calculations contained in this report may be subject to review. Several of the calculations from 2011/12 have been rebased in line with new guidance from The Department for Environment, Food and Rural Affairs (DEFRA). SCRA has several shared properties within its estate, where running costs are contained as part of a service charge. Therefore full meter readings aren't available Page 1 of 4
3 in all sites for water, gas and electricity. To allow organisational totals to be produced, the meter readings from the sites with full information have been averaged using gross internal area (GIA) and applied to all properties within the estate. One way to measure the impact of the lower temperatures is to use degree days. This measures both the length of time and the extent to which the outside air temperature was below a base level in the year. This then allows a comparable calculation with previous years. In 2012/13 in Scotland, there were 23% more degree days than 2011/12. This means that SCRA could have expected to use 23% more fuel than the previous year to heat our buildings to the same standard. The decrease in electricity usage has been influenced by decreases in staff numbers and changes in property structures between the two years. 4 Notes: Car emissions are generated by using the mileage claimed. SCRA's expenses system doesn't currently monitor either the fuel type or the engine size of the vehicle used; therefore the average petrol car consumption is used for this measure. Actual mileage increased by 1% in the year but the emissions impact was lower due to changes in the conversion factors provided by DEFRA reflecting increases in fuel efficiency of cars. Other business travel types are only recorded as expenses so no emissions information is available. Other may also include some train and air costs. As noted earlier in the report, business travel is being looked at by the Environment Group. All other waste including some local recycling of plastics and card is collected by the relevant local authority. At present no data is recorded for tonnage of waste collected by local authorities. 5 Water usage has increased significantly in the year. Partly this can be explained by the increased provision of drinking water for our customers across our estate along with specific issues at two sites. The increased scrutiny provided by sustainability reporting is helping to identify areas where usage is inconsistent with expectation. Action on biodiversity This is being considered by the Environment Group, looking at, for instance, land management around properties, where suitable, to improve the levels of biodiversity around SCRA properties. Sustainable procurement As a Public Body, SCRA is challenged to contribute to sustainable economic growth. SCRA s procurement strategy sets out key principles for the organisation s approach to procurement. Sustainable procurement is being built into our corporate culture through the adoption of the Scottish Government s Procurement Action Plan. This will ensure that sustainability is included within our tendering and evaluation processes. Page 4 of 4
