16 Bykologisk Programme The Bykologisk Programme (Urban Ecology Program) is the Local Agenda 21 Plan for Oslo and is the basis for environmental policy. A guideline for the city s built environment was developed through the creation of areas of emphasis consisting of actions, partial goals, strategies, and measures. This is a 12 year framework followed in all municipal plans, programs, and budgets of the city and is analyzed and revised on a four year cycle.
