Spatial Data Infrastructure (SDI) enables the effective collection, management, and access of GI. CONCLUSION Cadastral data sets are required on various areas such as agriculture, forestry, urban management, As a part of National SDI, data sharing and interoperability should be supported. Laws about Land Management and National GIS/SDI should be compatible with a powerful vision. National Mapping Directorates should get a leader role to coordinate all mapping/gis activities supporting land management. An Interministrial authority support... TRGIS/ National SDIs require process-based approach in the long term instead of product-based approach in short term. Changes in bureaucracy constantly affect the sustainability of! CONCLUSION According to the result of our fieldwork and meetings in Turkey; Public institutions, academicians, and private sectors in GIS industry have deficiencies about SDI vision, understanding ISO/TC211 standards and TRGIS geo-data specifications. GIS workers are used to develop applications with traditional approaches that they learned from commercial GIS software. Problems for managing open geo-data as seen in INSPIRE initiatives UML: object-relational -> GML: hierarchical-> GIS software: relational Capacity building and SDI education activities should be arranged for all National SDI stakeholders.
