Cycling Public is a custom-made social contract between the city of Oslo and its citizens. Cycling saves costs, for the municipality, for the individual. We think it is only fair from the local government to give its cycling citizens a public gift. The more kilometers you ride, the more access and public services you get. Through cycling, an entirely new city will open up, not only metaphorically. Every kilometer counts! 1

how does it work? PHASE 1 Instead of giving all the budget on cycling PR, the city would give it as a subsidy to public services and cultural institutions to be able to pay for the free tickets (public gifts) for the cyclist-visitors public gifts subsidy public institutions (culture, healthcare, sport,...) public / tax money (budget on cycling PR, building new roads and parking places) tax money NOK citizens citizens (the PR cycling money would be used to pay for the public gifts to the cycling-citizens) PHASE 2 The number of cyclists would increase (evaluated after a testing-period of 1 year), and the city would adjust their budgeting on building streets - less cars means less costs for maintenance, less automobile parking spaces, less sound-barrier walls,... citizens 5
