COUNTY PUBLIC SERVICE BOARD P.O BOX 2362-00900 KIAMBU VACANCY INTERNAL ADVERTISEMENT Kiambu County Public Service Board wishes to recruit competent and qualified persons to fill the following positions in the Department of Administration and Public Service. 1. DEPUTY DIRECTOR OF HUMAN RESOURCE MANAGEMENT, JOB GROUP Q (1 POST) (a) Duties and Responsibilities An officer at this level will be deployed at the County Head Offices and will be responsible to the Director of Human Resource Management in the County. Specific duties will include; 1. Implementation of human resource management policies, rules and regulations and ensuring adherence to the laid down procedures, rules and regulations; 2. Analysing the impact of the human resource management policies, rules and regulations on the staff in the County; 3. Advising the authorized officer on the delegated powers and ensuring proper implementation and scope of advising the authorized officer on the professional human management standards and ensuring that the standards are maintained in the County;
4. Advising the County Departments on succession management, human resource planning/utilization of human resources; 5. Career development and initiating development and review of schemes of service; 6. Advising County Departments on the general Government policies on human resource management and interpretation of Labour Laws and other statutes that impact on Human Resource Management in the County; 7. Co-ordinate development of strategic/action plans for the Human Resource Management Division; 8. Managing the staff in the Human Resource Management function. (b) Requirements for Appointment For appointment to this grade, an officer must have: (i) At least 10 (ten) years of relevant experience 5 (five) of which must have been in a senior managerial level in the government/ public sector; (ii) A Bachelor s degree in Human Resource/Business Management, Industrial Relations, Public/Business Administration, Government or any other equivalent relevant qualification from a recognized institution; (iii) A diploma in Human Resource Management/Personnel Management or Industrial Relations from a recognized institution in Kenya. Certified Public Secretaries (K) qualifications will be an added advantage; (iv) Demonstrated a high degree of professional competence, administrative capabilities and initiative in the general organization and management of human resources with a thorough understanding of the human resource management policies, regulations and employee relations, Labour Laws and other statutes that impact on the human resource; (v) Be familiar with the Government policies and regulations relating to human resources management; (vi) Shown merit and ability as reflected in work performance and results.
2. ASSISTANT DIRECTOR OF HUMAN RESOURCE MANANAGEMENT, JOB GROUP P (1 POST) (a) Duties and Responsibilities An officer at this level will be deployed in a County Department and will be responsible to the Deputy Director of Human Resource for planning, organizing, administration and control of Human Resource activities in the Department. Specific duties at this level will include; 1. Supervising, guiding, counselling, mentoring and development of staff under him/her; 2. initiating preparation of the Department s strategic action plans; 3. Representing the Department in meetings relating to Human Resource Management policies; 4. Analysing the utilization of the human resource in the Department and advising on proper deployment; 5. Making proposals on human resource planning and succession management; 6. Analysing staff performance and career progression and making appropriate recommendations; 7. Ensuring correct interpretation and implementation of human resource management policies, rules and regulations including those relating to pensions, salary administration, labour laws and other statutes that impact on the human resource. (b) Requirements for Appointment For appointment to this grade, an officer must have: - (i) At least 7(seven) years of relevant experience 3 (three) of which must have been in a senior managerial level in the government/ public sector; (ii) A Bachelors degree in Human Resource/Business Management, Public/Business Administration, Government or any other equivalent and relevant qualification from a recognized institution in Kenya; (iii) A diploma in Human Resource Management/Personnel Management or Industrial Relations from a recognized institution in Kenya
(iv) attended a management course lasting not less than four (4) weeks (v) Shown merit and ability as reflected in work performance and results. 3. PRINCIPAL HUMAN RESOURCE MANAGEMENT OFFICER JOB GROUP N (10 POSTS) (a) Duties and Responsibilities An officer at this level will be deployed in a County Department and will be responsible to the Deputy Director of Human Resource for planning, organizing, administration and control of Human Resource activities in the Department. Specific duties at this level will include; 1.
