This group will prepare an ecosystem restoration strategy for our long-term program. I am writing to ask you to serve on a team of seven consulting scientists. The Strategic Plan is the remaining critical element of our planning effort. The CALFED Bay-Delta Program is an historic, joint State and Federal cooperative effort supported by a unique and broad coalition of stakeholders to resolve environmental and water management problems associated with California s Bay-Delta system. The mission of the CALFED Bay-Delta Program is to develop a long-term comprehensive P!an that will restore ecosystem health and improve water management for beneficialuses of the Bay-Delta system. While the scope of problems to be addressed is focused in the legal Bay-Delta region,.the solution scope extends throughout a large part of California. The Strategic Plan will articulate the overarching scientific, adaptive management and implementation strategy to restore ecosystem health to the Bay-Delta. We feel that successful preparation of a,plan of this magnitude and complexity can only be accomplished by experts like yourself. Core team members are asked to commit up to 400 hours of effort over the next four to six months. Core team members will focus on the conceptual development of the plan, with the actual writing of the plan delegated to a project manager. A project manager from the consulting community will be hired to oversee preparation of the plan.
