7 ANTONIO PALOCCI FILHO, FINANCE MINISTER Finance Minister of Brazil since January 1, 2003. Mayor of the municipality of Ribeirão Preto, São Paulo, 2001-2002, and also 1993-1996. Federal Congressman from the state of São Paulo, 1999-2000, elected on the Workers' Party (PT) slate. Served as 2nd Deputy Chairman of the Tax Reform Committee; a member of the Social Security and Family Committee; an alternate member of the Science and Technology Committee, the Information Technology and Communication Committee and the Planning, Budget and Oversight Committee. São Paulo State Chairman of the Workers' Party (PT) 1997-1998. Member of the São Paulo State Legislative Assembly, 1991-1992. Municipal Councilman, Ribeirão Preto, São Paulo state, 1989-1990. Antonio Palocci Filho is a Sanitarian and Public Health Physician who earned his medical degree from the University of São Paulo's Ribeirão Preto Medical School. Before being elected to the municipal council, he worked for five years as a civil servant in the Ribeirão Preto office of the São Paulo State Public Health Secretariat, where he introduced the Workers' Health Ward, and served as Director of the regional office of the Public Health Service. In 1996, he received the Juscelino Kubitscheck Award from SEBRAE-SP (the São Paulo Chapter of the Brazilian Service for Assistance to Small Businesses), for being Mayor of the São Paulo state municipality that provided the best support to small businesses. In 2002, he received the Mário Covas Award from the same institution for his innovative work on behalf of local small businesses. In 1995, in recognition of his work on behalf of children, while serving as Mayor of Ribeirão Preto, he received the Children and Peace Award from UNICEF. This award is granted to public figures and institutions of the government, civil society or the private sector that make outstanding contributions on behalf of, and for the protection of, children and youths. Antonio Palocci Filho was born on October 4, 1960.

23 HENRIQUE DE CAMPOS MEIRELLES, GOVERNOR OF THE CENTRAL BANK OF BRAZIL Mr. Meirelles was President and Chief Operating Officer of BankBoston Corporation, Boston, USA. After BankBoston s merger with FleetBank, he became FleetBoston s President of Global Banking. He was also responsible for Financial Services, Wholesale Banking and was the Senior Executive for the New York Metropolitan Area from 2000 to 2001. Before that, he had been President of BankBoston Brazil for 12 years. During his career in the private sector, Mr. Meirelles took active part in several trade associations. He was Chairman of the American Chamber of Commerce, São Paulo, Brazil; President of the Brazilian Association of International Banks; Executive Director of Brazilian Banks Federation; Founding President of the Latin American Leasing Federation; President of the Brazilian Association of Leasing Companies; Member of the Advisory Board of the Brazilian Mercantile & Futures Exchange and Member of the Board of Directors of the Council of the Americas, in the USA. Henrique Meirelles has played an active role in the academic community. He was a member of: the Dean s Council at the Kennedy School of Government, Harvard University, USA; the Advisory Committee of the Global Corporate Governance Initiative, Harvard Business School; the Dean s Advisory Council of the Sloan School of Management; the Board of Advisors of the Carroll School of Management, Boston College; the Board of Trustees of New England Conservatory of Music, and the Advisory Board of the Center for Latin American Issues, The George Washington University. In Brazil, Mr. Meirelles is actively involved with social programs. He is the Chairman of Associação Viva o Centro, a nonprofit organization, which helps the revitalization of São Paulo s downtown area. Associação Viva o Centro s actions have been an example for recovery projects in urban centers all over Brazil. Mr. Meirelles has been the Chairman of Travessia Foundation, which assists street children in São Paulo, providing them with foster families and arranging their return to school. After leaving the corporate sector, in 2002, Mr. Meirelles was elected to the House of Representatives. He is Bachelor of Science in Engineering from São Paulo University, holds a MBA from the University of Rio de Janeiro and an Honorary Degree from Bryant College, Rhode Island, USA.

39 LUIZ FERNANDO FURLAN, MINISTER OF DEVELOPMENT, INDUSTRY AND FOREIGN TRADE The Minister of Development, Industry and Foreign Trade, Luiz Fernando Furlan, was President of the Administration Council of Sadia S.A., one of Brazil s largest food processing companies. He is Brazilian, 58 years old, and joined the company in 1976. As Director of Relations with Investors, and vice-chief Executive Officer, he had been part of the Administration Council since 1978. In 1993, he was pointed out chairman, position which he held until he took over the Ministry of Development, Industry and Foreign Trade. With a broad knowledge on the stock market, foreign trade, and international agribusiness, his heading at the Administration Council of Sadia S.A. was marked by an increasing internationalization of the company, expansion of its exports, operational strategies of focus on the production of high aggregated value food, and the adoption of management systems that favor total quality and international competitiveness. He also stood up for several unions as an entrepreneurs representative, and represented Brazil in different organizations and meetings such as the World Economic Forum, the Conference of Americas, among others. Furlan was equally a member of several international corporate councils, among them the Administration Councils of PANAMCO (Pan American Beverages, Inc. - USA), and Telefónica S.A. (Spain). He has also joined the Advisory Councils of Brasmotor S.A. and ABN - Amro Bank Brazil. A member of the Global Corporate Governance Forum, he has participated of the Private Sector Advisory Group of World Bank. He has taken executive positions in unions since the 80s. Before he assumed the Ministry of Development, Industry and Foreign Trade, he was Second vice-president and Director of Foreign Trade at FIESP/CIESP (Industries Federation of São Paulo State), and vice- President of the Brazilian Foreign Trade Association. Besides being a member of the Social Merit Council of the Brazilian Social Leaders Forum, in 2000 he was elected by the Brazilian entrepreneurs for a third term, to be concluded in December 2002, as the president of the Entrepreneurial Leaders Forum, an entity coordinated by the business newspaper Gazeta Mercantil. From 1997 to 2001 he was President of ABEF (Brazilian Association of Producers and Exporters of Chicken), and from 1991 to 1994 he was the president of ABRASCA (Brazilian Association of Open Companies). Until he assumed the Ministry he was the president of MEBF (Mercosul European Business Forum), and member of: CEAL (Latin America Entrepreneurs Council); ADVB (Brazilian Sales and Marketing Managers Association); Entrepreneurial Committee of the Ministry of Foreign Affairs; and the Brazil - United States Entrepreneurial Development Council. Luiz Fernando Furlan is graduated in Chemical Engineering and Business Administration in Brazil, with extension courses and specializations in Brazil and abroad, among them: Finance (Getúlio Vargas Foundation, São Paulo, Brazil); Entrepreneurial Improvement (São Paulo University, São Paulo, Brazil); Advanced Business Administration (INSEAD, France); Total Quality Control (JUSE, Japan); and International Leadership (University of Georgetown, United States).

55 PAULO BERNARDO SILVA, MINISTER OF PLANNING, BUDGET AND MANAGEMENT On March 22, 2005, President Lula appointed Paulo Bernardo Silva to the Ministry of Planning, Budget and Management. Paulo Bernardo started to engage in political activities since he was a student. He began his professional career as a Banco do Brasil employee. In 1985, he continued his activities in the political field: he joined the Workers Party - PT in the State of Paraná; was appointed Delegate and then Director of the Bank Clerk Federation of Paraná. Those positions helped him get elected to Congress as a member of PT by the State of Paraná in the 91-95 legislation; he participated in the Committee of Budgeting, where he worked for an improved inspection and control of both the budget and public finances. While on the Committee, Paulo Bernardo was a major contributor on the development of the Brazilian cornerstone of Lula s Government policy for food security, Fome Zero. In 1994, he was reelected for Congress. During that term, Paulo Bernardo accepted an invitation to assume the Finance Secretariat of the city of Londrina, which was plagued by due bills and had a R$ 3 million monthly deficit. In 15 months as Secretary, he managed to eliminate the deficit, leaving office with R$ 5 million surplus. From January 1999 to December 2000, Paulo Bernardo held the post of Secretary of Finance of the State of Mato Grosso do Sul. In 2002, he ran again for Congress and was elected with 72.831 votes. During that term, he participated as chairman and substitute in several especial and permanent committees. He was Vice-President of the Joint Committee for Planning, Budgeting and Control. Paulo Bernardo Silva was born on March 10, 1952 in São Paulo, Brazil. He is married and has four children.
