Call to Order Clearwater Economic Development Authority Regular Meeting Minutes Clearwater City Council Chambers April 8 th, 2014 Member Robinson called to order the meeting of the Clearwater EDA at 4:00p.m. Pledge of Allegiance Everyone joined in the pledge of allegiance. Roll Call Present: Member Robinson, Member Edmonson, Member Crandall Members Absent: President Gjevre, Member Broich Staff Present: Administrator Eckerman Others Present: Vern Scott, Aaron Thiele Public Comment Aaron Thiele, from Thiele & Sons Automotive. Curious on how the loan program worked. Needs to improve the business and hire more help. Approval of Agenda MOTION by Edmonson, seconded by Crandall to approve the agenda as presented. Voting Aye: Crandall, Edmonson, Robinson. (Motion Carried 3-0) Consent Agenda MOTION by Edmonson, seconded by Crandall to approve the March 11, 2014 meeting minutes on the consent agenda. Voting Aye: Crandall, Edmonson, Robinson. (Motion Carried 3-0) Old Business Buy Local Campaign: Member Edmonson has been in contact with the local businesses they thought the program was worthwhile. Would like to stagger the business ads to go in the paper, a couple in every week. Benefits of Buying Local: Urge the residents and businesses to buy local. Sue would go over the survey with the business and then Bill would go interview the business and tell them about the Buy Local Program. Habitat for Humanity: Nothing to update Business Expo with CVBC: Nothing to update Goal Setting/Buckets: i. Grants Kris Crandall Kris Is subscribed to a grant web site called www.mngrantwatch.com as grants are found for city/government they will come to the table.
ii. Business/Residential Pete Edmonson - Potential talks about a multi-family 6 housing unit going behind the Post Office. WSB is working on this, they will give an update at the City Council Workshop on April 21, 2014. As a part of WSB s communication plan they will either give an EDA report either at the EDA meeting or at the council meeting they will alternate every other month. iii. Business Retention Bill Robinson This is a survey(business Retention Expansion Program) that says who they are, where we can help them, if they are looking to expand, are you looking to grow facility wise, employee wise, and the application comes to Heidi, make a copy and give to Bill, and he follows up with the business. iv. Housing with Services Gjevre/Broich Nothing to Report v. Business visits Heidi will go out and spend time with the businesses in the area. New Business EDA Social The EDA social is tentitivly set for September 30, 2014 at Eagle Trace from 6:30-8pm. Heidi is to check if we can use city funds for this social. Bill will chair the social, he will work with the dates, location, and pricing on sit down food ideas. Other ideas for the social will have a 6 item 15-20 minute presentation. Application BREP - Aaron Thiele, from Thiele & Sons Automotive turned in an application for an $2500.00 loan to be used for signs, and cleaning up painting, better lighting, around the area. Will need to fill out the application for the revolving loan. Other MOTION by Edmonson, seconded by Crandall to approve to pay for the same price as last year up to $400.00 for a half page colored ad to go into the Community Guide. Voting Aye: Crandall, Edmonson, Robinson. (Motion Carried 3-0) Reports Initiative Foundation - Member Edmonson reported that he is working with WSB on the initiative foundation with the final traction for the Community Center feasibility study. WCEDP MOTION by Crandall, seconded by Robinson to approve Pete to go to the Financing the Dream presentation. Voting Aye: Crandall, Edmonson, Robinson. (Motion Carried 3-0) April 16, 2014 Financing the Dream in Waverly, Pete would like to attend the one in April and he would like me to attend the one in Anandale on May 8, 2014 Adjournment Motion by Crandall, seconded by Edmonson to adjourn at 4:55pm. Hi Heidi, EDA funds are public funds. Therefore, any EDA expenditure must be for a public purpose and specifically or implicitly authorized by law. Minn. Stat. 469.101 subd. 16 authorizes EDAs to have a reception of officials who may contribute to advancing the city and its economic development, and carry out other public relations activities to promote the city and its economic development. Activities under this subdivision have a public purpose. The city should consult the city attorney for a legal opinion regarding whether this authority applies to your city s specific circumstances. To further an authorized purpose, an authority may (1) join an official, industrial, commercial, or trade association, or another organization concerned with the purpose, (2) have a reception of officials who may contribute to advancing the city and its economic development, and (3) carry out other public relations activities to promote the city and its economic development.
