JOB DESCRIPTION This job category includes personnel involved at operational level with the orderly flow of air traffic at airports and in the air; the conveying of information and orders to pilots by means of communication and navigational equipment; the keeping of records with regard to flight density and aircraft movement; the initiating of search parties for missing aircrafts and the rendering of assistance in rescue operations and investigations of flight accidents. Note Duty Sheets: The main objective of the job description is to define post levels to create posts, and not necessarily to establish detailed duty sheets. Detailed duty sheets are still to be compiled by the individual offices, ministries and agencies for various posts and kept supplementary to the job description for practical application. 2. DESCRIPTION OF THE FUNCTIONAL LEVELS Training/Pupil This level includes personnel who undergo formal and informal occupational specific training and perform tasks resulting from aspects as set out in paragraph 1 above under the supervision of a supervisor. Operational This level includes personnel who independently performs activities described in paragraph 1(a) and may supervise support staff where necessary. Air Traffic Controller 1

Supervisory This level includes personnel who supervise occupationally related operational staff and if necessary overhead supervision of supporting staff. Overhead Supervisory This level includes personnel who supervise and manage/give practical guidance to various occupation related, supervisory and operational staff. Professional (Occupational) Management This level includes personnel involved with the administration/management of an occupationally/ professionally/technically related organisational component(s). 4. PROVISION OF POSTS Posts are not specifically provided for Pupil Air Traffic Controller. Those involved are carried out-ofadjustment against vacant posts of Assistant Air Traffic Controller. If this arrangement results in adequate Pupils not being employed (due to the lack of vacancies) the Public Service Commission must be approached for the additional employment of such Pupils. In cases where a trained unit becomes available and Pupils occupy the approved posts, one of the Pupils must be kept in service additional to the establishment for the remaining part of the training period in order to make a vacant post available for suitable filling by a trained person. 5. The translation takes place with effect from the day following the date on which all the requirements for the post have been met. The minimum salary notch of the scale of salary is granted and the first day of the month in which the translation takes place as the future salary incremental date. Air Traffic Controller 3

5.4 Measures for translation from one entry post to higher entry post The translation takes place with effect from the day following the date on which all the requirements for the post have been met: Provided that a vacancy exists. The minimum salary notch of the scale of salary is granted and the first day of the month in which the translation takes place as the future salary incremental date. The normal procedure for the filling of an entry post must be complied with when a higher entry post becomes vacant. E.g. by considering all serving staff members who qualify for the post in the particular office, ministry or agency or by advertising the post internally/externally in order to reach the entire pool of potential candidates. 5.5 Recognition of higher appropriate qualifications None. 5.6 Remunerative payments over and above salary The following allowances are payable to the incumbents of posts of: (a) Deputy Director (i) (ii) A Motor Vehicle Allowance in terms of PSSR D.VIII/I o Capital costs : N$71 916 per annum o Running costs : N$25 751 per annum o Total allowance: N$97 667 per annum A Housing benefit of N$63 137 per annum in terms of PSSR D.VII/V (b) Director (i) (ii) A Motor Vehicle Allowance in terms of PSSR D.VIII/I o Capital costs : N$81 497 per annum o Running costs : N$27 273 per annum o Total allowance: N$108 770 per annum A Housing benefit of N$75 517 per annum in terms of PSSR D.VII/V (c) Station Allowance A Station Allowance of N$87 per index point on a schedule (Appendix) issued by the Directorate Civil Aviation is payable. It is a monthly allowance payable to staff members in the job category Air Traffic Controller with a valid Aerodrome, Approach and/or Area Control License (depending on the post occupied) plus a Station Validation. [Validation in this regard has the same meaning as in the definitions of the Namibian Civil Aviation Regulations, 2001 issued under the Aviation Act, 1962 (Act 74 0f 1962).] The Station Allowance is suspended with effect from the day on which the Station Validation lapses for whatever reason. Where a staff member performs duties at more than one airport, the higher amount is payable for that month. The following measures apply with regard to the Station- and Instructor s Allowance: o The allowance is remunerative but non-pensionable. o The allowance is not payable during continuous periods of absence in excess of 24 working days. Air Traffic Controller 5

APPENDIX STATION ALLOWANCE INDEX SCHEDULE The number of index points attached to a Station is determined by considering the number of movements, airspace complexity, area responsibility, aircraft performance variety and operating difficulty. This is determined by the Directorate Civil Aviation. One index point constitutes N$74. The monthly allowance is calculated by multiplying the number of index points in the last column on the schedule with N$74.
