Research & Forecast Report Q4 215 Bali Hotel Property Market Report Accelerating success.

During 215, there were 2,517 in additional hotel rooms coming onto the market, mainly from 5-star hotels (1,874 rooms), 4-star hotels (1,596 rooms) and 43 rooms from 3-star hotels. By end of 215 total star-rated hotel rooms in Bali were 53,921. The Bali hotel market is anticipating 16,347 rooms from 216 219. Hotel occupancy in Bali in 4Q 215 increased moderately by 2.4% to 61.38% for all hotel categories. This can be seen in the weakening of the rupiah against the US dollar for quite some time. The weakening of the rupiah might be bad news for some people, but at some point, it could be good news for the tourism industry, as foreign tourists have more buying power. The Indonesian government set a target of 1 million tourists visiting Indonesia in 215. To achieve the target, the government has already issued a new regulation, Presidential Decree No. 14 of 215 on Amendment of Presidential Decree No. 69 215 About Visa-Free Visits. Through this regulation, the government plans to increase the number of countries granted exemptions from the obligation to have a visitor s visa in order to travel, and provide more flexibility for foreign tourists visiting Indonesia. Starred Hotel With the beautiful scenery and culture, Bali remains the favourite tourism destination of Indonesia. To support this, Bali continues to see several new hotels ready to begin operations while some of the old hotels are being rebranded to improve their image. In the last year, several things happened in the Bali hotel industry. Approaching the end of 214, the Fairmont, one of the big hotel operators announced their takeover of Regent Bali Sanur Hotel, which has 12 rooms. This is their first property in Indonesia. In early 215, the Hyatt Regency Sanur Bali temporarily closed for 24 months for renovations. They expect to reopen in 1Q 217 with the new Hyatt brand, Andaz.

These were dominated by 5-star and 4-star hotels. During 215, there were 2,517 additional rooms coming into the supply. There were 1,874 rooms from 5-star hotels (nine new hotels), 1,596 rooms from 4-star hotels (eleven new hotels), and 643 rooms from 3-star hotels (five new hotels). Looking at the room growth, 5-star hotels experienced the highest growth with 14.46%, followed by 4-star hotels with 8.5%, and 3-star hotels with 4.88%. The mature tourism industry in Bali has provoked illegal tourism activities like illicit unrated accommodation and unauthorised travel agencies that may harm the tourism industry in Bali. To prevent this, the local government (government tourism office, Department of Transport, etc.), helped by the Association of Indonesian Travel Companies, will restrain and close down those illegal activities. These activities not only harm Bali s reputation as one of the favourite destinations but also will make tourist travel unsafe. By the end of 215, there were 17,53 rooms at 5-star hotels, 2,373 rooms at 4-star hotel, and 16,45 rooms at 3-star hotels. 3 Research & Forecast Report Q4 215 Hotel Colliers International

Demand Bali was rated one of The Best Islands in the World by the Best of Readers Choice Award 215 held by Condé Nast Traveler. In fact, Bali is in the Top 1, which indicates that tourism in Bali is still growing and offers the greatest potential for the island. During 215, Bali s condition fluctuated. There were several events that affected the Bali tourism industry. The first was the Bali Nine execution. This action increased the tension between the Indonesian and Australian governments. As a result, the number of Australian tourists shrank by 4.% in 1H 215. The second was the eruptions of Mount Raung and Mount Barujari. The volcanic ash forced the Airport Authority to close some airports, which forced the airlines to cancel all flights to and from Ngurah Rai International Airport. This had a definite impact on the tourism industry in Bali. Based on information from the Bali Provincial Tourism Office, by the end of October 215, the number of Australian tourists reached 821,214, an increase of 1.4% compared to the same period in 214. In order to maintain the number of Australian tourists coming to Bali, Indonesia AirAsia opened a new route to Sydney. Currently, there are four airlines offering direct flights from Sydney; Garuda Indonesia has five flights a week; Jetstar has six; Virgin Australia has eight; and Indonesia AirAsia has five. Within the last three years, the number of Chinese tourists increased significantly. The increasing number of Chinese tourists in Bali is strongly encouraged by the government taking several actions like encouraging human resources in the tourism industry to take Chinese language training; and opening new direct routes from and to Guangzhou, China. To increase the Chinese market, Garuda Indonesia will open a new direct flight from and to Shanghai. This route will open before the 216 Chinese New Year. Other than Garuda Indonesia, one of the biggest private airlines in Indonesia, Lion Air, will open a direct route from and to mainland China. They plan to launch this route in early 216. Other than China and Australia, India is a potential market for the Bali tourism industry. Within the last two years, Indian tourism has experienced rapid growth. Based on data from the Bali Tourism Board, 9,46 Indian tourists came to Bali by October 215, a 27.37% increase compared to the same month in the previous year. Besides increasing the Chinese market, Garuda Indonesia s subsidiary company, Citilink, is bringing 12 new direct flights to Ngurah Rai International Airport to improve the local market. They provide four flights from Soekarno Hatta, two flights from Halim Perdanakusuma, one flight from Bandung, four flights from Surabaya and one flight from Balikpapan. By the end of October 215, 8,16,589 foreign tourists came to Indonesia, 3.36% more than in the same period in 214. The Indonesian Government is aiming for 1 million tourists in 215. To reach the target, the government has issued a new regulation, Presidential Decree No. 14 of 215 on Amendment of Presidential Decree No. 69-215 About Visa-Free Visits, which placed an additional 75 countries on the visa-free visit list, bringing the total to 9. This new regulation is already in effect. Unfortunately, Australia, the biggest market for Bali, is not included on the list. Conversely, the Australian Government introduced easier visa controls to encourage Indonesians to visit Australia because they want to increase the number of Indonesian visitors. Looking at the data from the Bali Provincial Tourism Office, the number of Australian visitors keeps increasing. From 211 to October 215, the number of Australian tourists never experienced minus growth. The growth might be slowing, but it remains positive. Based on YoY data, the growth in the number of Australian tourists coming to Bali slightly increased by 1%. This deceleration is happening due to several events in 215 as mentioned earlier. Currently, there are only five airports available for immigration inspection, and they are Medan, Jakarta, Surabaya, Batam and Denpasar (Bali), and this is not enough. Hotel demand is no longer only coming from the business or leisure markets. There is a new market that has great potential for the hotel industry and that is sporting activities. In Bali itself, there were not less than 12 sporting activities held during 215. The events varied from local to international. Local government has considered this as a potential market, and has asked the tourism industry, in particular hoteliers, to help promote these events to attract more tourists to Bali. The inequality of tourism development has created gaps between the areas and local government realises this. The unavailability of infrastructure to support the development is the main problem. To equalise the development, the local and/or Indonesian governments should promote more infrastructure development to and from other areas in Bali. Unfortunately, by 4Q 215, the ADR of Bali hotels was down by 1.9% to USD117.7. This also occurred in South Bali and the South Central Bali area. The South Bali area experienced a 1.87% decrease, which changed the 4Q 215 ADR to USD159.63. Similarly, the ADR for South Central Bali decreased by 1.76%, bringing the 4Q 215 ADR for South Central Bali to USD83.1. The numerous hotel developments in Bali have tightened the competition. Several hotels were obliged to provide lower rates to their guests in order to increase occupancy. The occupancy performance of hotels in the South Bali area is high, at 63.38%, an increase of 2.49% compared to the previous quarter. The South Central Bali area was catching up in 4Q 215 at 6.34%. Bali hotel occupancy during 215 is still underperforming. The 214 occupancy was not less than 65% all around Bali. Although hotel development in Bali was quite massive, the Christmas and New Year s tourism was expected to boost hotel occupancy in Bali, especially with the rapid development of infrastructure.
