3 Understanding OSP The ASEAN Open Skies policy came into effect on 2015, which is also known as the ASEAN Single Aviation Market (ASEAN-SAM), is intended to increase regional and domestic connectivity, integrate production networks and enhance regional trade by allowing airlines from ASEAN member states to fly freely throughout the region via the liberalization of air services under a single aviation market. Greater connectivity among member state should encourage higher traffic growth and service quality, while lowering ticket prices. See more at: 2

5 Airports: important role in OSP - The impact of Open Skies, markets are expected to grow both traffic movement and passenger then airports have the potential to be multimodal transportation hubs and centers of economic vitality; - For airport operators, the top industry challenges are: capacity shortfalls, dissatisfied passengers, declining revenue, increased regulations and increased competition; - Operationally, an airport supports a complex process that spans multiple organizations, categorized into three major components: passenger, cargo and aircraft departure, transfer and arrival; - Each component consists of operational processes that different organizations share, including air navigation services providers, ground handling, catering, airlines, various supporting units and the airport operator itself; - These requires greater collaboration between airport stakeholders and a more integrated approach to manage multi-modal operations and commercial services effectively. 6 Indonesia expands aviation service Indonesian airline firms have moved to expand services in anticipating the implementation of ASEAN Open Sky policy. - Indonesia's flag carrier Garuda Indonesia procure 11 Airbus A and 18 Boeing planes with deliveries expected until Lion Air, signed to purchase 234 Airbus planes worth USD 23.6 billion and delivery of those planes was scheduled from 2015 to 2026, in 2011, Lion Air signed to buy a total of 230 Boeing 737 planes worth USD 21.7 billion - some other Indonesian airline firms also procured passenger jet planes from Canada. the rapid growth of domestic and international flights, the government also has taken anticipating moves by constructing more airports to facilitate rapid-growing passengers 5

10 Opportunity to be an Aerocity/Aerotropolis ASEAN Open Skies as planned will improve business focused connectivity and hence make Indonesia a more attractive place for trade and investment. As traffic increases airports will increase their profits, as well as airport business opportunity. So AP 2 needs to determine appropriate strategy to apply the concept of Aerocity / Aerotropolis effectively, to boost revenue from non aero business since ATS related business moved to AIRNAV INDONESIAthe ATS Provider. 17 Need to Support The strategy stresses the hub role: - Accelerating the construction of the supporting infrastructure of the new airport of Kualanamu (e.g toll road, access road, etc); - Realizing the supporting facilities relating with air travel, various supporting units such as ground handlers, retailers, and public transport operators, hotel etc; - Developing a distinctive program for economic activities (e.g tourism, leisure, light industry, etc) around Medan; - Reviewing the policy to establish the industrial/commercial zoning area around Kualanamu Airport, stimulate regional logistics, trade and growth of the air travel network and land side connectivity. 16
18 Closing Remark The increasing number of passenger as an impact of ASEAN Open Sky 2015 should be balanced by the infrastructure development, not only airport development but also supporting infrastructure; In open competition era, it needs specific strategies to promote the attraction of region including the airport. It can boost the number of passengers, especially from tourism. Airport operator needs government support/regulation/policy in order to compete with other airports in ASEAN region (including protection policy ). 17
