Polish experience in the heat pumps market, perspectives of development Polish Organization of Development the Heat Pumps Technology Brussels 18.10.2011
PORT PC / Polish Organization of Development the Heat Pumps Technology PORT PC is an association of professionals related to the heat pumps market in Poland PORT PC was established in January 2011 PORT PC works with major heat pumps organizations in Europe (BWP German, Swiss FWS), and tabled accession to the European Heat Pump Organization based in Brussels (EHPA).
PC PORT founding group consists of specialists associated with heat pumps from the following companies : - ASPOL FV Sp. z o.o., - Clima Komfort Sp. J., - Danfoss Sp z o.o, - Nateo Sp. z o.o. - Nibe-Biawar Sp. z o.o.,, - Ochsner Sp. z o.o.,, - Stiebel Eltron - Polska Sp.z o.o., - Vaillant Saunier Duval Sp. z o.o., - VATRA S.A., - Viessmann Sp. z o.o. The PORT PC activities involved prominent Polish specialists from Polish and foreign technical universities and research institutes including the University of Mining and Metallurgy, Technical University in Warsaw, Cracow University of Technology, Silesian Technical University, Fraunhofer ISE in Germany
The main objectives of PORTPC : increase the quality of the installation of heat pumps diffusion of knowledge about heat pumps provide conditions for the rapid and harmonious development of the heat pumps in Poland cooperation with NFOSiGW (National Fund of Environmental Protection). a social awareness campaign about heat pumps cooperation and support for legislative action increase the technical level of heat pumps trainings lobbying activities related to the topic of heat pumps create a website dedicated heat pumps www.portpc.pl

Major barriers for heat pump technology in Poland Legal obstacles ( both, lack of the regulations or valid law regulations) Information barriers No guidelines, standards and norms No financial support (donations) No supportive mechanisms for heat pump application Quality problem (destructive to the market if released) No special energetics tariffs policy No green certificates for RES solutions within heat pump technology
Legal perspectives for heat pump market in Poland No legal regulations for heat pump technology No guidelines for heat pump installation and standards Flexible inaccurate regulations for ground source collection system and heat pump installations Necessity to update energy certificates for buildings Problem with acceptation of heat pump technology as renewable energy source solution Lack of polish norms and standards for heat pump technology
Information barrier within heat pump technologies No information dissemination strategy for heat pump system Lack of public awareness of heat pumps as renewable energy solutions Basic source of information refers to the Internet forums False or imprecise knowledge. Heat pump mythology.
Financial support barrier The only RES technology with NO financial support in Poland In case of individual supportive actions no quality and quantitative ratios are taken into consideration ( lack of content-related substantial support).
Lack of supportive mechanisms: No quality label for heat pumps ( for example EHPA quality label) No quality label for installers and drilling companies (for example EHPA quality label) No geothermal maps for vertical borehole collectors The EHPA quality label in Europe 0 300 km 0 300 mi
PORT PC Action Plan for quality increase Development and publishing of heat pump technology guidance for installers, construction managers and designers as a part of RES directive implementation process Implementation of polish SPF calculation scheme according to German VDI 4650 with several modifications. SPF as a decisive factor of heat pump efficiency. Technical support for financial donations process for heat pumps in Poland Implementation of EHPA quality label for heat pumps available on Polish market Implementation of EUROCERT certification program for RES installers as a part of requirements of 2009/28/WE directive
PORT PC Action Plan for quality increase Cooperation of PORT PC with academies and colleges in Poland (exchange of knowledge and experience, lab preparation, graduation thesis contest by PORT PC) Substantial and procedure-related support of PORT PC for heat pump norms and standards development Geothermal map for boreholes by 2012 to be prepared and released on CD-ROM and book publication. Professional training program for PORT PC members and experts from heat pump technology field Common standards for training program for all associated industry members of PORT PC Research program for monitoring and analysis of heat pump installations on the market (SPF evaluation).
PORT PC Action Plan for quality increase Technical substantial support for all range of research programs undertaken in Poland Establishing of lab and certificate institute in Poland for EHPA quality label Work on certification standards and certificates for installers and drilling companies
PORTPC declaration on full support for legislative action plan Support action for EPBD-recast directive on building energy certificates policy Cooperation with Ministry of Economy within RES Act Establishment of special tariffs and green tariffs policy
