topics and themes DIPLOMACY AND INTERNATIONAL RELATIONS CLINGENDAEL ACADEMY HAS an excellent reputation for training diplomats at junior and mid-career levels from all over the world In our bilateral programmes we welcome diplomats from Indonesia, South Africa, South Sudan, Afghanistan, China, Pakistan and Bangladesh Courses with a multilateral or regional character are organised for diplomats from the African Great Lakes region, ASEAN, the Caucasus and South-East Asia We also have our focus on the (potential) EU accession countries in the Western Balkans and Turkey, and countries in the Middle East and North Africa Furthermore, Clingendael Academy trains junior Dutch diplomats at the start of their careers at the Foreign Office in an intensive three months course CORE ACTIVITIES CORE ACTIVITIES TRAINING IN DIPLOMACY, SECURITY AND CONFLICT ISSUES, AND EU AFFAIRS CUSTOMIZED COURSES CONCEPT AND FORMAT DEVELOPMENT COACHING OF PROFESSIONALS INTERNATIONAL SKILLS TRAINING CAPACITY BUILDING AND CONSULTANCY PARTNERSHIPS IN INTERNATIONAL PROJECTS Worldwide, diplomats recognise the added value of diplomatic training at Clingendael Our courses are policy- and practice-oriented, analyse current dilemmas, and place emphasis on interactive diplomatic skills training Training takes place in The Hague, which allows participants to meet with policy-makers, civil society and international institutions in the Netherlands Depending on the course, participants join working visits to Brussels and other political and diplomatic centres Clingendael Academy also offers specialised diplomacy products on energy, water, food security, sustainability, and economic and business diplomacy Being situated in the world s legal capital, we naturally provide training programmes that are focused on international law and the rule of law Clingendael participates in a worldwide network of diplomatic academies and institutions, such as the European Diplomatic Programme (EDP) and the International Forum on Diplomatic Training (IFDT) Clingendael supports the Dutch delegation for EDP and implements negotiation training for national EU diplomats and staff of the European External Action Service 4 5

TWO EXAMPLES OF OUTSTANDING CLINGENDAEL PROGRAMMES FOR OPEN REGISTRATION MASTERS IN INTERNATIONAL RELATIONS AND DIPLOMACY For those looking for an internationally recognised academic qualification, the Masters in International Relations and Diplomacy might be the right choice In cooperation with the prestigious Leiden University, the Clingendael Institute offers a two-year MSc programme This gives you a unique blend of academic education in international relations and political science, with practical education and training in international negotiation and diplomacy POST-GRADUATE COURSE IN FOREIGN RELATIONS For high-potential individuals who want to invest in their personal development, we offer an extensive three month course in international relations each autumn During this post-graduate course, a small group of twenty excellent university graduates and ambitious civil servants follow a comprehensive knowledge and skills-based programme They also enlarge and develop their network of experts, trainers and foreign diplomats This course is given in Dutch Equality does not generate war -Desiderius Erasmus- 6 7

SECURITY AND CONFLICT Many parts of our world are affected by conflict Military staff, police personnel, diplomats, civil servants and other professionals might, at some point in their careers, have to function in these types of environment Those living and working in conflict-affected countries are more likely to be successful if they have a comprehensive understanding of the social, economic, political, cultural and historical developments of the conflict and the region Clingendael Academy has longstanding expertise in training people and organizations in dealing with crisis and conflict situations Topics include crisis management, internal and external security policies, security sector reform, peacekeeping and peace building Special attention is paid to cultural differences, working with local partners, international and inter-organizational cooperation Clingendael Academy offers tailor-made as well as open registration courses in this field EU AFFAIRS EU laws and policies affect governments, companies and people The European Union is changing rapidly After enlargement, the Lisbon Treaty (2009) drastically altered the way in which EU institutions function, and influenced decision-making procedures and processes Moreover, economic and financial crises have hit Europe, causing huge problems for the eurozone Understanding, influencing, and wheeling and dealing in the EU have become major challenges for professionals Clingendael Academy puts its EU expertise and networks -including a variety of public and private organisations that are active in EU affairsat the service of its clients We design expert seminars on specific topics, such as the functioning of the European External Action Service, the euro crisis, accession policy; practical workshops, for example on the functioning of the European Parliament, dealing with comitology and EU lobbying; or courses with a combination of knowledge and practical skills The objective of most training activities is to prepare participants on how to promote specific policy interests in the European Union An eye for an eye makes the whole world blind -Mahatma Gandhi- 8 9

TRENDS IN INTERNATIONAL TRADE Course for the WTO In cooperation with the World Trade Organisation, Clingendael Academy organised a one-week training course for WTO diplomats from countries in Asia, Latin America and Africa The programme focused on the latest developments in international trade, as well as on trends in policy development The programme included debates on the future of the WTO, a visit to the Port of Rotterdam, and a panel discussion on the relation between global food security and international trade Partnering with the Dutch private sector was a key element in this programme examples of our customised courses STRATEGIC POLICY PLANNING Course for the Republic of Iraq Clingendael Academy developed and delivered a two-week training course on strategic thinking and policy planning for a select group of Iraqi policy planners working at the Iraqi Ministry of Foreign Affairs and other ministries The training provided a practical introduction to policy planning techniques and methodologies, in order to analyse policy dilemmas in a strategic manner Participants dealt with current policy planning projects on issues such as the scarcity of public goods, and designed strategic policies on reputation management and public diplomacy There was a lot of interaction with policy planners at the Dutch MFA to exchange ideas and best practices During the training, participants worked in teams on an action plan for a strategic foreign policy challenge of the Iraqi government INTERNATIONAL POLICY Course for DG-AGRO of the Dutch Ministry of Economic Affairsch Ministry of Eco Building upon earlier courses for the former Ministry of Agriculture, Clingendael Academy has designed a tailor-made course on International Policy for civil servants of DG-AGRO As of 2013, this course will take place twice a year and will last for six months Participants will cover six modules on: (1) current international developments; (2) global multilateral frameworks; (3) European policy; (4) how to operate internationally; (5) international negotiations; and (6) diplomatic practice The course objective is to enhance the participants personal effectiveness in operating in the field of international agricultural policy and to raise their international awareness 12 13 CONCEPT AND PRACTISES OF HUMAN RIGHTS IN CIVIL-MILITARY RELATIONS Course for the Indonesian Defence University On the basis of a scholarship from the StuNed Scholarship Programme of the Netherlands Government, Clingendael Academy together with the Centre for European Security Studies (CESS) organised a three week course for the Indonesian Defence University (IDU) in The Hague The training focused on two main learning goals: (1) deeper understanding and knowledge of the concept and implementation of human rights in civil-military relations, and (2) training the necessary skills to implement this knowledge and understanding into the curriculum, practices and institutional capacity of the IDU At the end of the course, participants produced a Back Home Action Plan, which will be discussed during the second part of the training in Indonesia

Never underestimate the power of a few committed people to change the world Indeed, it is the only thing that ever has -Margaret Mead- international skills training Clingendael also hosts the secretariat of the PIN (Processes of International Negotiation) Programme, a non-profit group of scholars and practitioners that encourages research on international negotiation seen as a process TO BE EFFECTIVE as well as influential in an international working environment, professionals require specific skills Well-developed skills are the most important tools for international players to stand out, make a difference, and achieve results Clingendael Academy focuses on training the following skills: international negotiation, mediation, intercultural communication, EU advocacy, political reporting, strategic policy planning and scenario-building Clingendael Academy is internationally recognised as a centre of expertise for training and research in international negotiations Our in-house trainers are active all over the world and at the Academy in The Hague Besides generic training in international negotiations, special fields of interest are complex multilateral negotiations, EU accession, and EU negotiations Through practical exercises, self-assessment and feedback sessions, participants become aware of their attitudes and behaviour in intercultural settings, and improve their skills while learning by doing For example, the Academy offers mediation training for professionals who are sent on EU civil missions These programmes are directed to the region, culture, time period, and current political circumstances, because these factors determine the narrow margins of the mediation process in unstable situations 14 15 Other examples of customised skills training are training for EU presidencies, negotiations with the Chinese, and chairing OSCE meetings We also offer skills training in our open registration courses

capacity building and consultancy Clingendael Academy offers capacity building and consultancy services that provide strategic advice, support and training to diplomatic academies abroad We conduct organisational analyses, evaluate activities, and advise on human resource development to strengthen training capacity Currently, Clingendael Academy is assisting other diplomatic academies in Indonesia, Pakistan, Bangladesh, the republics of Central Asia, Mongolia, South Africa and Mozambique with train-the-trainer programmes In Central Europe, Clingendael Academy has supported the foundation of diplomatic academies in Bulgaria and Romania This has led to strong bonds and active partnerships with training institutes in Europe, Africa and Asia partnerships in tendering procedures Clingendael Academy offers partnerships in tendering procedures and training projects Over the last 25 years, Clingendael has established a wide variety of national and international networks with partner institutions, for example with the College of Europe, Ecorys, the London School of Economics, and many others The Academy is experienced in EU- and UN-related tendering procedures in various fields, as well as in tendering for Dutch government projects Clingendael Academy has successfully tendered for diplomatic training, EU presidency preparation programmes, conflict management and civil-military relations training, and strategic management development projects 18 19
