World politics, diplomacy, economic and trade relations, security issues and European affairs are the main themes of our training courses and coaching. They unravel complex policy dilemmas, address current crises and developments, and analyse trends and future prospects. To improve your individual effectiveness, personalised skills training can be pursued in separate courses. But they also form the core of most programmes: how can you communicate and negotiate with impact? We combine high-quality education with practical know-how for direct applicability, thus enabling you to act and grow professionally. Clingendael Academy is one of the largest international diplomatic training centres in the world. Meanwhile, our Diplomatic Academy serves a much wider group: participants from national ministries and international organisations, as well as from the police, military, political parties, local government, NGOs and the business sector engage in our activities. 4 DIPLOMATIC ACADEMY DIPLOMATIC TRAINING Clingendael Academy develops and organises a significant number of diplomatic training programmes for countries and regions all over the world. In 2014, we will be organising diplomatic training courses for diplomats from Indonesia, China, Afghanistan, South Africa, Bangladesh and Pakistan, as well as multilaterally for the ten ASEAN nations, the three countries of the South Caucasus, the five countries of Central Asia and Mongolia, for countries in the Middle East and North Africa that are transitioning to democracy, and for Turkey and countries in the western Balkans that are aiming for EU accession. Clingendael Academy will also be training new junior diplomats from the Netherlands Ministry of Foreign Affairs, as well as selected participants from other ministries. Clingendael Academy participates in a worldwide network of diplomatic academies and is an enthusiastic partner in the European Diplomatic Programme (EDP) and the International Forum on Diplomatic Training (IFDT). Clingendael has supported the Netherlands delegation to the EDP since its establishment in 2000 and has implemented negotiation trainings for diplomats from the 28 EU member states and staff of the European External Action Service. Diplomatic training at Clingendael Academy is appreciated by diplomats from around the world for its interactive approach and its policy- and practice-oriented nature. Participants practise formulating, coordinating and communicating their own foreign policy using both fictional and reallife cases. They engage in debating sessions and negotiation simulations, write and deliver policy briefs, perform SWOT analyses, participate in policy meetings and reflection sessions, and more. In this way, the latest insights from top researchers and practical experts in diplomacy are combined with our participants own experiences, allowing us to integrate fully the training of skills and content into our programmes. 5 UNIQUE LOCATION IN THE HAGUE All diplomatic and most other training programmes take place in a historic mansion in Park Clingendael in The Hague. Thus affording participants the opportunity to meet with a host of policy-makers, civil society and business representatives, officers from various international institutions, and other diplomats engaged in training at the Academy. Since The Hague is host to the International Court of Justice, the Permanent Court of Arbitration, the Organisation for the Prohibition of Chemical Weapons, the International Criminal Court, Eurojust and a number of other international organisations and tribunals, participants can easily visit these organisations, as well as join working visits to the nearby EU and NATO institutions in Brussels. DIPLOMATIC ALUMNI NETWORK Clingendael Academy is proud of its large worldwide network of alumni of our diplomatic courses, which is achieved through partnering with the Ministries of Foreign Affairs. It is a truly global entity, as the international Clingendael Diplomatic Alumni Network, with a Facebook group as its online presence, unites 5,000 diplomatic alumni spread over more than 70 countries. From the moment diplomats finish their diplomatic training, we stay in touch with them through the Alumni network. Many alumni are now in top positions in various Ministries and Embassies and keen to help those following in their footsteps. Thereby, the network allows alumni to get back in touch with Clingendael and stay informed about interesting new activities, courses and publications, as well as to get to know and network with the thousands of alumni from different countries and regions that have participated in the diplomatic training courses. Clingendael also uses the Alumni network to share updates in the form of stories of the trainings and social events in the various diplomatic training programmes, which alumni are also encouraged to add themselves. The classes at Clingendael did more than increase my knowledge about the EU. They helped me become the professional I wanted to be. -H.E. 6 THEMES AND TOPICS DIPLOMACY AND INTERNATIONAL RELATIONS Diplomatic training at Clingendael goes beyond national and regional diplomatic training programmes. Clingendael Academy offers training courses for foreign diplomats that are adapted to their country s needs, as well as tailor-made products that are specialised in a specific theme or field of diplomacy. We have developed courses in the fields of energy, water, food security, sustainability, and economic and business diplomacy, as well as public diplomacy. These courses focus on in-depth analysis of international trends with regard to the specific theme, combined with immersion in practical diplomatic skills, such as political trend analysis, mediation exercises and complex simulation games. As Clingendael Academy is situated in the world s legal capital, we provide training programmes that focus on international (public) law and the rule of law. In cooperation with Leiden University, the Clingendael Institute offers a twoyear intensive Master s programme in International Relations and Diplomacy. This programme is open to students with international and diplomatic ambition. Another outstanding course that we offer is the threemonth Post-Graduate Course in Foreign Relations (in the Dutch language) for university graduates and professionals with an ambition in international relations. SECURITY AND CONFLICT The interaction with participants also deepens my own knowledge and perspective on international security affairs. Many parts of our world are affected by conflict. At some point in their career, military staff, police personnel, diplomats, civil servants and others might have to function in conflict-affected areas. When living and working in these environments, they are more likely to be successful with a comprehensive understanding of the social, economic, political, cultural and historical developments of the conflict and region. Clingendael Academy has longstanding expertise in training organisations and people in dealing with crisis and conflict situations. Topics include: peacekeeping and peacebuilding, crisis management, conflict analysis and internal and external security strategies. Special attention is paid to working with local partners, cultural differences, international cooperation and inter-organisational cooperation. We offer tailor-made as well as open registration courses in this field. New for 2014 are our International Leadership Programmes for both young professionals as well as senior security professionals. 7 EU AFFAIRS Whereas the Lisbon Treaty greatly altered how EU institutions and decisionmaking processes operate, this is nothing compared to the deep impact of the euro crisis on the EU s functioning. The crisis in the euro zone is not only permanently changing the EU institutions, but has also led to new European economic, financial and social policies, instruments and procedures. Furthermore, the EU s role in the region and world affairs is constantly challenged by crises and political constraints with great powers such as Russia and the United States. At the same time, Europe s political parties are preparing themselves for the European Parliament elections in May Given the rise of Eurosceptic politicians, the elections might significantly change the European Parliament s political composition, which will directly impact the political colour of the new European Commission in Because of these dynamics and the pace of change, it is hard to remain up to date. Understanding, influencing, and wheeling and dealing in the EU have become even greater challenges for professionals than before. Clingendael Academy can assist you in staying on track. We put our in-house EU expertise and external networks at your service by organising seminars with experts in the field, practical workshops, or courses that combine knowledge and practical skills. For open registration in 2014, we are introducing an advanced course on EU institutions, a workshop on future scenarios for the EU and masterclasses on topical issues such as EU US relations. 8 CUSTOMISED COURSES AND CONCEPT DEVELOPMENT Dealing with international policy questions and working in a complex and political environment is exciting as well as highly demanding. Intelligent and creative solutions can only be found once you and your staff have mastered a number of essential competences. We design concepts whether courses, training needs analysis, seminars, workshops, strategic sessions, or consultancy that best match our clients objectives and needs. In close cooperation with you and possibly other partners, we co-create and share responsibility in order to embed our common objectives into the broader goals of your organisation and staff. Our knowledge, expertise and networks are at your service to ensure sustainability and long-lasting results. TRAINING METHODS Our methodology goes beyond the ordinary. Participants are actively encouraged to take responsibility for their individual learning process. A personal needs analysis and/or conversation about the participant s learning objectives and requirements are standard procedures. Our programmes appeal to the individual s personal competences, capacities and ambitions. We ensure that there is ample room for open dialogue with other participants, by exchanging and sharing experiences and ideas. Challenging lectures alternate with practical cases, simulation games, exercises, debating sessions, partnering, workshops, and speed dates with experts, etc. When participants complete our programmes, they are more able to understand, shape and influence international policies and processes. They can put this into practice and can therefore contribute actively to the professional development of their own organisation

9 EXAMPLES OF CUSTOMISED COURSES DIPLOMACY AND REGIONAL DEVELOPMENT COURSE FOR ASEAN OFFICIALS AND DIPLOMATS OF ITS MEMBER STATES In recent years, ASEAN member states have expressed the ambition to increase their regional integration, envisioning an ASEAN Community which will include cooperation on security, economic, and socio-cultural issues. Ranging from piracy and human trafficking to environmental and development questions: ASEAN has a role to play in responding effectively to regional challenges. To enhance regional cooperation between ASEAN member states and the ASEAN secretariat, the Clingendael Academy designed a course for diplomats from ASEAN member states. This training programme aims at increasing the knowledge of participants on ASEAN regional issues as well as expanding the regional network of the diplomats. The course is built-up of lectures, country presentations, working visits to various (EU) institutions and skills training workshops. Importantly, participants will not only be encouraged to share their perspectives in class, but are also provided with opportunities to network and strengthen social bonds. NUCLEAR SECURITY SEMINAR FOR CHINESE DIPLOMATS You can learn more from a good mistake than from expected success. We allow people to make mistakes in training, so they don t have to make them in practice. In cooperation with the Netherlands Ministry of Foreign Affairs (MFA), Clingendael organised a one-week seminar for eleven Chinese diplomats working at the Ministry of Foreign Affairs in Beijing and the Chinese Embassy in The Hague. This year s seminar focused on nuclear security, with special emphasis on the Nuclear Security Summit that will be held in The Hague in The programme included visits to the Netherlands Forensic Institute, the OPCW and the Dutch MFA. The delegation also met with policy-makers in Brussels and engaged in discussions with NGOs on non-proliferation and disarmament. During the week, participants made a comparative analysis of Chinese and Dutch policies on security issues. At the end of the seminar, they presented the outcomes, in teams, to a panel of experts. -Nils de Mooij

10 JUSTICE AND HOME AFFAIRS COURSE FOR THE MINISTRY OF SECURITY AND JUSTICE Clingendael Academy is organising a customised training, in three modules for senior government officials from the Netherlands Ministry of Security and Justice who are working on European policy files. This training focuses on ensuring that knowledge on Justice and Home Affairs, Asylum and Migration policies conforms to the Lisbon Treaty and on presenting the latest updates on the EU s policy priorities. As well as knowledge building, skills training takes place, enabling participants to become more influential players in Brussels and advance their national interests and dossiers. During the course, participants give presentations of their own policy files, write and present a position paper, and practise intercultural communication, negotiation, lobbying and networking skills. The programme concludes with an intensive study trip to Brussels. EU AND NATO NEGOTIATIONS ON SYRIA SIMULATION FOR THE NETHERLANDS DEFENCE ACADEMY La vie n est pas un long fleuve tranquillekeep learning, it might help manage changing tides. -Marianne Rogier- Clingendael Academy developed a completely new and topical two-week training course for the Higher Defence Course, aimed at increasing the participants knowledge of Syria and the Middle East, as well as their skills in conducting international negotiations. During the first week, the career officers were introduced to the dynamics of the Middle East and the different international missions, as well as basic techniques of negotiation and mediation. During the second week, the 35 participants played the role of ambassadors to the EU COREPER and the North Atlantic Council (NAC), and they simulated negotiating EU Council Conclusions and NAC Decisions. Challenged by outside events, time pressure and media interviews, the two-week training course concluded with a briefing to a panel of senior military and political officials. During the whole course, Clingendael staff monitored the participants individual learning objectives and provided feedback, both on content and skills

11 INTERNATIONAL SKILLS TRAINING WELL-DEVELOPED SKILLS To communicate and negotiate with impact in highly political working environments, professionals from government, business and other organisations require diplomatic skills to manage their own interests. Well-developed skills are the most important tools for international players to stand out, make a difference and achieve results. Clingendael Academy has much experience in training the following skills: international negotiations, mediation, intercultural communication, political reporting, and strategic policy planning. International negotiations are as much about human behaviour as about politics. -Wilbur Perlot- In order to be able to be flexible in different circumstances, more and more professionals need to combine specific expert knowledge with broad social and communication skills. Our skills training programmes are aimed at helping you to become T-Shaped (a term coined by Stanford University). The focus of all skills-related trainings at Clingendael is on improved personal effectiveness in operating in an international environment. This means that the participants deliver much input during the courses themselves, learning by reflecting on their (new) experiences. Through practical exercises, self-assessment and feedback sessions, participants become aware of their attitudes and behaviour in intercultural settings, and improve their skills while learning by doing. We offer skills training in our open registration courses and design tailor-made programmes and coaching for individual companies. For example, the Academy offers mediation training for professionals who are sent on EU civil missions. These programmes are directed at the region, culture, time period and current political circumstances, because these factors determine the narrow margins of the mediation process in unstable situations. A few examples of organisations which have hired our services during the past year include: International Organisation for Migration, the Ministry of Foreign Affairs of Malaysia, the Regional School for Public Administration in Montenegro, the International Criminal Court, the OSCE, the International Institute for Peace and Security (IPSI), UNESCO-IHE, the European Commission, and the Turkish National Police. Clingendael also hosts the secretariat of the PIN (Processes of International Negotiation) Programme, a non-profit group of scholars and practitioners which encourages research on international negotiation seen as a process

13 CAPACITY BUILDING AND CONSULTANCY Having functioned as a prominent centre for diplomatic training for thirty years, the Clingendael Academy offers its advice and expertise to selected partners across the world. Our capacity building and consultancy services provide strategic advice, support and training to diplomatic academies which want to discuss best practices and build further capacity at the different levels involved in diplomatic training. We assist in organisational analyses and evaluations, and offer a variety of hands-on workshops to strengthen training capacity at these different levels: Needs analysis / strategic vision Institutional capacity building Curriculum development and quality management Design and use of interactive exercises Train-the-trainer workshops (didactic skills) Current partnerships in capacity building in diplomatic training are set-up with training institutes in Central and (South-)Eastern Europe, Asia and Africa (inter alia Indonesia, Pakistan, Bangladesh, the Central Asian republics, Mongolia, South Africa and Mozambique). In Central Europe, the Clingendael Academy has also strongly supported the post-transitional founding of diplomatic academies in the Balkan countries, Romania, and in particular Bulgaria. 15 CALENDAR OPEN REGISTRATION COURSES MASTERCLASS: CYBER SECURITY DATE: 27 FEBRUARY This masterclass will deepen your knowledge and understanding of cyber security in its many aspects. We will discuss political, legal, technological and societal sides and will take the perspective from the national, international and political-strategic actors. ADVANCED COURSE ON EU INSTITUTIONS TWICE A YEAR: 6 MARCH AND 4 NOVEMBER LANGUAGE: DUTCH AND ENGLISH This course addresses the inter-institutional changes that have occurred since the Treaty of Lisbon and the Euro zone crisis in order to create a deeper understanding and awareness of the constantly changing European playing field. TRAINING NEGOTIATION BEHAVIOUR DATE: MARCH Knowing yourself better as a negotiator is the main objective of this training in personal effectiveness. Participants will complete this course with a deeper understanding of their own behaviour in negotiations as well as a better use of verbal and non-verbal communication skills. In this election year for a new European Parliament many future scenario s for the EU are debated. Understanding and dealing with new security problems is a huge challenge for the international community.
