Providing Information On FORECASTED WEATHER & AGRO-MET ADVISORIES Software Requirements Specifications (SRS) (NIC-SRS Version 1.0) April 2012 National Informatics Centre Services Inc. Department of Information Technology Ministry of Communications & Information Technology Government of India NIC 2

The Department of Agriculture and Cooperation (DAC), Ministry of Agriculture has decided to implement National e-governance Programme (NeGP) in the Agricultural Sector as a Mission Mode Project (A-MMP), covering Agriculture, Livestock and Fisheries. The A-MMP also aims to address the needs of the farming community and its other related stakeholders, through provision of weather advisory information and services through the various delivery channels available in their vicinity for assisting them in making rational decision. NIC 3

Mission Objectives District level information with Agro Climatic and National Agricultural Research Project (NARP) nomenclature of zone distributions Dissemination of information on Forecasted Weather by IMD Agro-Met Advisory (Maharashtra Model of Customized SMS based advisories to be adopted) District Level advisories available at present to be used for dissemination A strong Feedback mechanism/ Help Desk to be developed so as to capture the observations of the farmers and improve upon the Advisories accordingly Dissemination in vernacular medium Transfer advisories and related information to NIC to be ported on portal Advisory Bulletins to farmers and stakeholders regarding weather sensitive agricultural operations to mitigate weather based risk on crop cultivation Advisories on Forecasted Weather, Variety Selection, Field Selection, Sowing Time, Crop Health and Agro-met Advisory to be provided by experts at the State and National Level NIC 4

1 Information on forecasted weather and agro-met advisory This service aims at providing disaggregated district/block level information in each agro- ecological sub-region on forecasted weather, agro-met advisory, SMS alerts for weather forecast and crop impact and grievance management through multiple service delivery channels to the farmers. NIC 7

What is SRS & Why it is required? An SRS is the art and science of developing an accurate and complete definition of the behaviour of software that can serve as the basis for software development. the conditions affecting the solution (constraints) the parameters of the solution (scope). the functional requirements (what it is required to do) non-functional requirements of the solution (solution attributes).... a blueprint for completing the project with as few redesigns and retrofitting features as possible. It s a written understanding of what a client requires of a system. NIC 8

Non Functional Requirements. Define system properties and constraints e.g. reliability, response time and storage requirements. Based on short period data series publication on Soil Moisture Mapping of India has been prepared by the Agrimet Division. Observational network for agro-met services Agro-met Division of IMD maintains different agro-met observatories, for agro meteorological, evaporation, soil moisture, evapo transpiration, dew fall and desert locust monitoring. At present, there were 219 agro meteorological observatories, 42 ET and 43 soil moisture observatories, 49 evaporation observatories and 80 dewfall observatories. 559 stations from all over the country. Besides Agro AWS at 500+ places is installed all over the country and the data is being received in DCP, Pune regularly. Scrutiny of CWS, SM, ET and dew data has been done up to year 2009. NIC 31

3. Information Flow for collection of actual weather The source of this information could be Block, or Agri Sub-Divisions or IMD extension offices (in airports). Information Flow for weather forecast Met Data Captured by Meteorological Centre( IMD) from Dept. of Space/Automatic Weather Stations Agro Metrological Field Unit Data sent to AMFUs located at Ranchi,Dumka,East Singhbhum. AMFU Analyses data and Prepares advisory. Deputy Director Agriculture Advisory is sent every Tuesday and Friday to Deputy Director, Agriculture (DDA), Krishi Vigyan Kendra, KRIBHCO, University,NGO s, ATMA Deputy Director, Agriculture (DDA) acts on advisory through its agencies. KVK also acts on advisory by displaying in display board and Mass Media 34 34

5. E-Agromet project, Kerala The e-agromet system is an ICT-enabled agromet advisory preparation system. Based on the potential weather types, the Guided Agromet Advisory (GAABs) are prepared in e-agromet software system. The e-agromet software system takes real-time weather forecast received from IMD and produces corresponding GAAB as an output. In the proposed system, the Real-time Agromet Advisory Bulletin (RAAB) is prepared by retrieving the corresponding GAAB from e-agromet. After retrieving GAAB, the expert team prepares the corresponding RAAB by deliberating the crop and weather dynamics. The feedback from the expert team is stored back into e-agromet system. The RAABs are disseminated to the stakeholders. Also, feedback is collected which is entered into the e-agromet Realtime Weather forecast by IMD Potential Weather Forecast Types Preparation of Guided Agromet Bulletin (GAAB) Feedback through stakeholders and field visits by scientists eagromet: Repository of PABs Preparation of RAAB Delivery of RAB to Stakeholders

6. EWS-Alappuzha, Kerala EWS is a people-centered disaster warning mechanism that will function for the fishing community who are easily vulnerable to natural calamities. A facility to offer mobile access to fisher folk. Provides day to day possible disaster information to fishermen through SMS (voice message in their language). Broad spectrum of the activities of different tier IMD has issued quantitative district level (619 districts) weather forecast up to 5 days and the products comprise of quantitative forecasts for 7 weather parameters viz., rainfall, maximum temperature, minimum temperatures, wind speed, wind direction, relative humidity and cloudiness. In addition, weekly cumulative rainfall forecast is also provided. IMD, New Delhi generates these products using Multi Model Ensemble technique based on forecast products available from number models of India and other countries. By using these plug-ins, a portal that supports vernacular languages can be developed. The database can developed in a base language for e.g. in English. The language of the data is first selected in the application and then data is entered through the form available in the application. An example reported from Science congress held on KUSAT as the fishes like Mathi and Ayala changed there area from Arabian sea to Bengal Sea as the availability of their food reduced due to the temperature raise in Arabian Sea. Like that Wild Animals moved from forest to village (Report from Assam, Karnataka). The same is happens to birds as well (World news s).
