IFS-8000 V2.0 INFORMATION FUSION SYSTEM

IFS-8000 V2.0 Overview IFS-8000 v2.0 is a flexible, scalable and modular IT system to support the processes of aggregation of information from intercepts to intelligence reports. Embedding of commercial standard solutions for processing and analysis of contents is optionally possible and provided. A typical proceeding is to first analyse the customer s situation and its business processes. These processes will be the basis for business process designs employed in the IFS-8000 v2.0 framework. In a second step, a requirements analysis is performed together with the customer before the system is configured and installed at customers site. Several steps of checking and processing the information are defined and performed, finally resulting in an intelligence report. The information itself shall be provided in time, to the right person and tailored to the requirements of the respective analyst. Main features of IFS-8000 v2.0 are: Acquisition of information from different sensors and transfer of information into the IFS-8000 v2.0 infrastructure Unified data model for data from different sources Possibility to synchronize data from subsystems into one centralized (head quarter) system Storage of information in one unified data base Automatic and interactive processing and analysis of that information Analysis of relationships and networks between entities and collected information Analysis of information and events supported by statistics Business Process Management System (BPMS) to control all processing steps Elaborated role concept for different tasks, roles, rights and permissions High-level reporting providing different levels of intelligence, technical and productivity reports Visualisation of data in different manners (graphs, lists, tables, and relations) The system supports high performance, throughput and quality in extracting intelligence from sensor data. by Saab Medav Technologies GmbH Specification subject to change Page 2/16

SYSTEM OVERVIEW On the following pages, we give an overview of the system components of IFS-8000 v2.0. A large variety of software can be integrated into IFS-8000 v2.0 by Saab Medav Technologies (SMT), the customer, or by a third party. Information is fed into the system via the Data Input unit and is stored in the data storage unit. A data processing unit provides the computing power for data processing as needed by the processes defined in the Intelligence Processing Notes (IPNs). Data workflows can be defined for structured processing and tracking of the performed tasks. Data analysis and visualisation is done by the operators using web based user interfaces including a role concept and access rights. Different analysis functions are provided (table, list, graph, map, and search functionality). Resulting high-level reports are generated and provided to the decision makers. The main components are described below: by Saab Medav Technologies GmbH Specification subject to change Page 4/16

User interface (page 6) The user interface of the IFS-8000 v2.0 system is accessed over a common internet browser. The user interface provides windows for the different features of the system depending on access profiles of the user roles. The layout of the user interface can be adjusted to meet the user requirements in different levels of resolution. The core system provides the basic user interface and services for authentication, session management and access control. It is also the basis for all integrated modules. Data storage the Intelligence cube (page 7) The core of each IFS-8000 v2.0 system is the data storage. In addition to incoming data, i.e. raw data, all information gathered during processing is stored here. With our intelligence cube, we have realised a very efficient solution for storing and retrieving information. The data can be stored in a very flexible way, where validation plug-ins are provided. The intelligence cube is provided with a standard set of attributes, and can be extended flexibly during system configuration and also later during usage. Data input: Gateways (page 7) Gateways are the bridge between operational sensors and the IFS-8000 v2.0 system. Inputs collected at the sensors are transferred into the fusion system. Intelligent processing node (IPN) (page 8) These nodes realise processing tasks inside an IFS-8000 v2.0 system. A variety of classifiers (SMT or third party) can be used. The processing can be prioritised and is flexible for specific needs. Roles and access rights (page 10) The entire process flow is based on different roles the users take. They are in compliance with the competences and tasks of officers and operators of the intelligence department. The definition of the rights and tasks of each role depends on the customer organisation. Typical roles are for example Supervisor, Technical Specialist, and System Administrator. The roles are defined during the requirement analysis (based on the customers organisation). Analysis and visualisation (page 11) Data analysis and the visualisation of the results work closely together in IFS-8000 v2.0. After automated analysis using the intelligence processing nodes, the data can be analysed and visualised by operators. Depending on the application, data can be visualised in different formats as well as on maps (geographical information system). Reporting (page 12) IFS-8000 v2.0 provides a set of comprehensive and informative reports. Typical report types are: High-level intelligence reports as a result of workflows and the work of the analysts (communication network analysis, geographic analysis) Productivity reports (automatic) based on information collected by the system Technical reports as a result of a user search request System examples (page 13) Some examples for system configurations are given depending on different applications. Typical applications for automated processing are speech and text analysis. Process management (page 9) The business process management system is used to organize the workflows for operators connected to the intelligence cube. Due to uniform workflows and clear responsibility assignment and management, processes become systematic, standardised, and transparent. by Saab Medav Technologies GmbH Specification subject to change Page 5/16

POSSIBLE SYSTEM ARCHITECTURE A typical system architecture is shown in this picture with a set of sensors on the left hand side and the IFS-8000 v2.0 system on the right hand side. Sensors of various types can be connected to the IFS-8000 v2.0 system, for example from radio signals, satellites, and other sources. IFS-8000 v2.0 is flexible with regard to the number of operator work places, amount of data to be processed, number of sensors, and the included functionalities for processing support. The processing work is done on servers, while the user clients only serve for working and visualisation. The size and functionality of the system is defined in a system analysis phase which is the first step of an IFS project. USER INTERFACE The user interface is web based. Standard browsers can be used at every work place to get access to the IFS-8000 v2.0 system. The connection can be secured by using SSL in combinations with certificates. The user interface displays all information and tools used in this system depending on the assigned user rights more details on the role concept on the following pages. The user interface visualises the data in different formats, styles and quantities. The types of visualisation can be chosen according to user needs and special applications. Possible visualisations are: List based Table based Graph view Map view A variety of search and retrieval functionalities are realised in the user interface. Also system monitoring is performed in an intuitive way. by Saab Medav Technologies GmbH Specification subject to change Page 6/16

IFS-8000 V2.0 INFORMATION FUSION SYSTEM DATA STORAGE INTELLIGENCE CUBE The core of an intelligence fusion system is the data storage. The intelligence cube is used for storing the raw data, metadata, content, and relations. Both metadata and relations can have attributes which are partly mandatory like the type, or optional, like names or confidence values. Objects can be persons, companies, and also documents. A set of objects and relations is predefined by IFS-8000 v2.0. Additional types can be defined by the user according to the application needs. The experience shows that data often has no standardized structure, an incomplete description, and the data changes over time. In IFS-8000 v2.0 a smart approach is realised which allows a flexible description of data objects. Within the intelligence cube metadata objects and the corresponding characteristics are stored as key/value structure. Content information cannot be modified and thus must remain unchanged during its lifetime whereas metadata and relations can be extended and completed during their lifetime. The relation between two objects is realised with a unique ID between a source and a target object. If one of the objects is changed, also the relation must be changed. This smart approach to modelling content, metadata and relations proves to be very flexible and efficient regarding retrieval and storage capacity needs. Version control allows for following the history of the data status at any moment. DATA INPUT: GATEWAYS Gateways collect information from sensors (data generators) and transfer the data to the intelligence cube. A data generator can be an automated measurement system, manual importer, or a document data base. IFS-8000 v2.0 supports two strategies for collecting and importing data into the intelligence cube: the push and the pull strategy. Using the push strategy, the data generators are responsible for converting the data into an intelligence cube compliant format. The push strategy in combination with the Java interface is the fastest and most efficient way of getting data into the intelligence cube. The pull strategy requires an additional data collector. Data is retrieved from the data collector in regular intervals, possibly causing a delay. The pull strategy is recommended when integrating third party sensors. by Saab Medav Technologies GmbH 2016 Specification subject to change Page 7/16

INTELLIGENT PROCESSING NODE (IPN) The data within the intelligence cube can be processed automatically, e.g. according to the spoken language, the language prevailing in a text document etc. The intelligence processing nodes are responsible for this processing. An intelligence fusion system usually provides several processing nodes as shown in the picture. Usually the processing is performed in the following steps: Filter data: The IPN filters relevant data in the intelligence cube, e.g. by searching for all audio files without identified language and longer than 30 seconds. Process data: The filtered data is processed e.g. by a tool for language identification. Update/add data: The generated metadata, e.g. the identified language, is added to the intelligence cube. Each node fulfils exactly one purpose. This strategy enables complex processing workflows and a high scalability of the processing node farm. The processing chain is secured via extensive error handling. by Saab Medav Technologies GmbH Specification subject to change Page 8/16

PROCESS MANAGEMENT The business processing machine (BPMS) is mainly used to organise the workflows for operators connected to the intelligence cube. It is possible to fully adapt the forms according to the customer s needs. Due to uniform workflows and clear responsibility assignment and management, processes become systematic, standardised, and transparent. The business process management module provides an appropriate means to organise daily business. This helps regulating routine processes to support creative work. The users can focus on important activities instead of tracking them. The process management visualizes the status of current tasks. The results are documented and can be easily used for quality assurance. The BPMS is controlled via forms that can be adapted to meet the specific customer s needs. The BPMS also keeps track of the lifecycle of every process instance. A monitoring table shows the number of running, completed or failed instances. by Saab Medav Technologies GmbH Specification subject to change Page 9/16

ROLE CONCEPT WITH ACCESS RIGHTS An elaborated role concept is available to meet the needs of each user group. Access and rights can be assigned intuitively. Roles are designed for the fusion system itself and for the sensors. Depending on the configuration of the system, the desired roles are included in the IFS-8000 v2.0 system. Access Rights The intelligence cube supports access control on the attribute level. Permissions can be granted according to read / write / discover / owner. Access rights are distributed on data as users and groups. Examples of user rights The table shows an example of user roles Read and write allows for the access to the metadata, discover allows for the indication of available data outside the access rights. The owners including access rights can be changed too. This very fine grained access control model needs a powerful infrastructure to make it manageable as well as flexible to suit all possible needs. Therefore the previously described permissions are assigned to roles who themselves get assigned to any number of so called data sources. Fusion system roles Role Intelligence Operations Manager Intelligence Fusion Manager Tasking Manager Technical Analyst Detailed Analyst Classifier Expert IT Administrator Task Management of the IFS-8000 v2.0 system, task generation and distribution, and report consolidation. Management of integration of different sensors, responsible for specific sensor data processing. Responsible for the design and control of tasks to be matched into processes. Responsible for the generation of additional metadata or content representations. Handling single messages or pieces of intelligence delivered by the sensors. The fusion system supports analysts work with dedicated tools and frameworks. Routine procedures are processed automatically using suitable technology. Intelligence expert, evaluating and interpreting information with the goal of aggregating the raw information resulting in reports. The analysts are responsible for the whole puzzle of information giving a picture for situational awareness. Responsible for classifiers used within the system, e.g. for speech and text processing as well as for sensor specific data formats. Specialist for IT based tasks for IFS-8000 v2.0 system (data management, server management, and network). Sensor roles Chief of sensor Sensor operator Sensors manager; one chief of sensor for each embedded sensor Responsible for the parameterization of the sensor data and the data delivered from the sensor to the IFS-8000 v2.0 system. by Saab Medav Technologies GmbH Specification subject to change Page 10/16

ANALYSIS AND VISUALISATION The data stored in the intelligence cube are analysed and visualised by operators. Several tools for search in both content and metadata are provided to the system user. In a typical scenario, the user performs his task by searching and filtering in the data base. The results are displayed in different ways depending on the current need. Different types of visualisation can be used at the same time. The visualisation of these results can be used to obtain high-level reports. Table & list The table analysis serves for attribute based presentation of filter results generated by operators. The columns, results, and storage functions are customizable. A simplified version is available with list visualisation appreciated by customers for simple and fast visualisation of data. Both the configuration and the results can be stored for further processing. MAP A map display can be used as a powerful means for retrieval and visualisation of data. For the search part, there are different methods to search directly on map: route search, radial search, and polygon search, depending on the search to be performed. The visualisation can be performed with additional geo-information, also defining special geo-shapes. This feature might be used also for generating situational awareness. A visualisation over a timeline is also possible. Histogram & timeline The histogram is used for the visualisation of objects with similar properties, e.g. within the same city. The (multi-)selection of objects and entities is possible. The resulting objects can be analysed further after regrouping and other operations. The timeline function is available for all visualisation possibilities and shows information over time. The time range is adjustable intuitively and can also be used for further filtering. It is possible to have all visualisation types in one user interface. All visualisations can be combined with the timeline and other filters to focus on the relevant objects. Graph Graphs are especially recommended for the visualisation of relations. Graphs can be started with one initial object node and is expanded with the respect of the relations of this one node. Interactive working with graphs is done for example for path finding, i.e. to find out possible relations between two nodes. Other features like grouping and weighting of nodes are also supported too. Graphs can be shared among users and exported for reporting purposes. The different types of visualisation have their advantages for special applications. Using all visualisations at the same time, the results are more powerful than the sum of their parts. by Saab Medav Technologies GmbH Specification subject to change Page 11/16

REPORTING The reporting of the analysis results to the leaders is the main task of the whole intelligence cycle. Using all the information as a result from collecting and processing in the intelligence cube, the visualisation of the analysis is used for high-level reports. IFS-8000 v2.0 provides a set of comprehensive and informative report formats. The reporting engine provides specific forms for each type of report. The content of each form will be filled automatically by the IFS-8000 v2.0 system or manually by the user. A set of reports are available special reports can be configured upon user s needs. Activity / productivity reports High level reports Standard reports Crisis reports Cooperation report Report for special departments / customers Daily / weekly / monthly reports Special reports Single message Warning message Reports generated more or less automatically by the processing engine: statistical information concerning numbers of the daily work of departments or work groups or e.g. sensor groups (e.g. number of messages from a specific sensor). 14 TECHNICAL DATA The above mentioned system configurations provide the following technical specifications user specific configurations will differ depending on the application needs and chosen hardware. These systems are given as examples, user specific configuration will be provided according to customer needs. With respect to process management, as an example, we calculate with the following: One operator processes one message in 5 minutes on average, therefore 12 messages are processed in one hour. Therefore, in one shift (8 hours) we assume: 96 messages / 8 hours and operator. According to the number of messages to be processed by operator and the available number of operators the size of the process management solution can be defined accordingly. Configuration type MINI SMALL MEDIUM LARGE Number of users # Sensors for input Intelligence Cube (messages per day) 0 50, ,000 2,000,000 # Processes (BPMS) per shift (8 hours) Depends on analysis time / message (detailed analysis) 0 1,920 4,800 14,700 # Trainable classifiers (speech, text) # Stored entities per day ,000 2,000 # messages linked to entities ,000 25, ,000 Number of clients GIS system # Reporting forms # Hardware servers 1 3 t.b.d. t.b.d.
