1.0 Intrductin The bjective f this prject is t cntribute t the lack f detailed parking generatin fr multiplex theaters. In fulfillment f the prject s bjectives, parking cunts were cllected at three multiplex theaters in the Prtland, Oregn metrplitan area, nce per hur, n the hur, n three traditinal peak theater attendance days. The ITE parking generatin methdlgy fr data cllectin was fllwed fr all theater parking cunts 1. The data cllectin prgram cnsisted f cllecting general infrmatin abut the theater sites (parking gemetry, access lcatins, and adjacent land use), cunting the ttal number f parking spaces available at each site, and cunting the number (and percent f the ttal) f parking spaces that were ccupied by vehicles every hur. In additin, the number f screens and ttal seats at each theater site was determined, as well as theater building grss square ftage and the number f tickets sld n the days f data cllectin. Parking cunts were cllected by traversing the theater parking facility using a handheld cunting device after discussin with theater management and persnnel. This data cllectin is hped t cntribute t the lack f surveys at multiplex theater sites. 2.0 Summary f Findings The Prtland State University ITE student chapter cllected parking cunts at three multiplex theaters in the Prtland metrplitan area listed belw. Figure 3: Site 3 The three theater sites all feature islated parking facilities with minimal access thus making them ideal fr such a data cllectin prject. All use f the theaters surrunding parking facilities can thus be cunted as theater parking nly. The data cllectin effrt cnsisted f cunting the ttal number f parked vehicles in the theater parking facility with a hand-held cunting device n the tp f every hur between 12:00 nn and 12:00 midnight n the days f: Friday - Nvember 25, 2005 Friday after Thanksgiving hliday Mnday - December 26, 2005 Mnday after Christmas hliday Friday - December 30, 2005 Friday befre New Years Eve hliday These days were selected by the ITE District 6 data cllectin cmmittee after review f histrical theater ticket sales. These days surrunding the hlidays have prven t be peak generatrs with respect t multiplex theaters. The highest peak hur demand bserved at each respective theater fr cllectin days is summarized in Table 1 alng with specific theater features. Table 1: Peak Parking Demand Prtland Metrplitan Area Site Screens Seats GSF Parking Peak Parking Demand, vehicles (Hur Beginning) Spaces 11/25/05 12/26/05 12/30/05 1 9 2,462 41,350 476 350 (4 PM) 311 (4 PM) 225 (8 PM) 2 11 3,054 54,000 806 475 (5 PM) 592 (6 PM) 354 (8 PM) 3 16 3,412 80,465 892 397 (4 PM) N/A N/A As shwn, the peak hur demand fr all three respective theaters is near half the parking capacity fr these three peak generating days. It was anticipated, based n histrical bservatins at theater sites, that these three days wuld yield demand near parking capacity. The highest percentage fill was bserved at site 1 n Nvember 25 th, where 74-percent f the parking facility was ccupied. The lwest percentage fill (44-percent) was bserved at site 2 n December 30 th. Nte that data was nt able t be cllected at site 3 fr all days due t unavailable staff. Figures 4-6 illustrate the parking demand by hur fr sites 1, 2 and 3 respectively. There is a slight peaking during the evening perid (7-8 PM), but generally ne wuld anticipate this peaking t be higher as indicated in ITE s Parking Generatin Manual 2. Demand appears t be much lwer n December 30 th than ther days. Demand is highest n December 26 th, 2005. The parking trend at sites 1 and 2 tend t fllw the same distributin thrughut the day fr all three days surveyed. With parking demand and theater features knwn, peak parking demand ratis were estimated fr each respective theater site and are revealed in Table 2. Table 2: Peak Parking Demand Ratis Supply Ratis Peak Demand Ratis (vehicles/seat) Site Spaces/Seat Spaces/Screen 11/25/05 12/26/05 12/30/05 1 0.19 53 0.14 0.13 0.09 2 0.26 73 0.16 0.19 0.12 3 0.26 56 0.12 0.12 0.12 The three theaters in questin yielded an average f 0.24 parking spaces per seat and an average f 61 parking spaces per screen. Lking at average parked vehicles per seat fr study days, averages f 0.14, 0.15, and 0.11 were bserved. Imprtantly, data published in ITE s 3 rd editin f Parking Generatin indicates an average rati f 0.26 vehicles per seat and an 85 th percentile rati f 0.36 vehicles per seat, which is determined frm sites with 10 r fewer screens. The bserved ratis are thus much lwer than wuld be anticipated fr these generally high attendance days. 2 IBID Prtland State University 5
One apparent reasn fr these lwer than expected ratis culd be due t that Christmas Eve and New Years Eve fell n a Saturday. With this, parking surveys were cnducted n the Friday befre Christmas Eve, the Mnday fllwing Christmas (which was hliday fr many peple) and the Friday befre New Year s Eve. Therefre the rates bserved culd be lwer due the hlidays being n a weekend and nt a typical weekday. T further explre the lw parking demand, a review f mvies shwn at all respective theaters was dne t ensure that highly publicized mvies were being shwn during the data cllectin days. In this, at least fur highly publicized and newly released mvies were indeed being shwn n all three days and are listed belw. King Kng Fun with Dick and Jane Chrnicles f Narnia Harry Ptter and the Gblet f Fire Added investigatin fr the causatin f lw bserved parking rates extended t a review f ticket sales. A cmparisn f ticket sales fr each theater site was cmpared t the natinal average fr each data cllectin day. Review f tickets sales fr Nrth American theaters 3 n the respective data cllectin days cncluded that the three data cllectin days were indeed high and are prvided in Table 3. Natinal ticket sales fr these days are amngst the highest f the year as expected and are cmparable with the peak days in the summer mnths (Table 3) which tend t be high. Thus it cncludes that fr the mst part, mviegers were ging t theaters n these study days, just nt the three in questin. Table 3: Nrth American Ticket Sales Survey Dates Ticket Sales Other Peak Dates (Summer) Ticket Sales Friday 11/25/05 $58,415,568 Saturday 7/2/05 $46,793,854 Mnday 12/26/05 $43,222,893 Saturday 7/16/05 $56,469,006 Friday 12/30/05 $44,600,000 Saturday 7/23/05 $47,046,360 Lking at ticket sales fr the three study theater sites reveals smewhat lw ticket sales when cmpared t ttal seats and available parking as shwn in Table 4. Table 4: Study Theater Ticket Sales Ticket Sales Site Seats 11/25/06 12/26/06 12/30/06 1 2462 2462 2399 1459 2 3054 3608 3588 2207 3 3412 3251 N/A N/A Average ticket sales ver all three days appear t be abut 4 times the ttal number f parking spaces. This implies that ver a 12 hur perid, each parking space had a turnver rate f 4 (4 vehicles/12 hurs) assuming every attendee drve his/her private vehicle which is nt likely. Assuming, an average ccupancy f 1.5, yields an average turnver rate f 3. Assuming each mvie shwing lasts 1.5 hurs, this indicates that each parking space was unccupied fr 7.5 3 www.the-numbers.cm Prtland State University 6
hurs between 12 PM and 12 AM. Thus it appears based n bserved parking demand n these three high attendance days that all three parking facilities are ver-sized. 3.0 Cnclusin It was discvered that tw new multiplex theaters have pened in the Prtland metrplitan regin within the last year. These tw theaters are: Bridgeprt 18 (Regal) 7329 SW Bridgeprt Rad Tigard, OR 97224 Cedar Hills Crssing 16 (Century) 3200 SW Hcken Avenue Beavertn, OR 97005 503-672-7469 These tw new theaters are larger than the three study theater sites and are als lcated centrally between study theaters. Figure 7 displays the three study theater sites as smaller blue markers and the additinal tw new theater sites as larger red markers. Nte that the new Cedar Hills Crssing theater is centrally lcated between theater sites 2 and 3. Additinally, the new Bridgeprt theater site is centrally lcated between theater sites 1 and 2. These tw new theaters may be attracting a prtin f the trips that may have therwise traveled t study theaters. T supprt this, an effrt t cllect ticket sales fr the tw new theaters was made. Ticket sales fr Bridgeprt 18 were able t be cllected, but effrts failed fr Cedar Hills Crssing. These ticket sales are als nted in Table 5. Interestingly, ticket sales fr Bridgeprt are duble thse fr each respective study theater site. Additinally, management at the three study theaters acknwledged the fact that ticket sales had decreased after the pening f these tw new theaters. 3 2 1 Figure 7: Site Map A student n ur data cllectin team attended a shwing at Cedar Hills Crssing n December 26, 2005 and reprted that the parking facility was cmpletely full. This data cllectin has hinted that due t the additin f tw new large multiplex theaters lcated near study theaters, parking demand ratis bserved were fund t be lwer than expected. It is believed that based n general bservatins f these tw new theaters, that the parking demand n analysis days at these theaters wuld be near that indicated in ITE s Parking Generatin Manual. Based n actual data cllected frm three theater sites n high attendance days, it has been shwn that the parking facilities are twice as large as they need be. 4.0 Acknwledgements The PSU ITE Student Chapter wuld like t recgnize the remarkable effrts f the individuals wh participated in the data cllectin.
