1. Introduction The automotive sector is one of Hungary's core industries, which accounts for 20% of the country s total exports. There are around 500-600 companies employing 80,000 people generating over 17 billion EUR revenues annually active in this industry. 93.6% of their products and services are exported. Traditionally, before the political and economic changes in 1990s the Hungarian automotive industry was characterized mostly by production of commercial vehicles such as trucks and buses. Currently the structure is completely different. The number of OEMs, 1st and 2nd Tier manufacturers has been constantly rising. Since the early 1990s, several foreign car manufacturers, such as Suzuki, Audi, General Motors and Daimler as well as 14 of the top 20 Tier 1 suppliers have set up production facilities in Hungary. According to the available data nearly 432 thousand passenger cars and light commercial vehicles were produced in Hungary in 2014. Furthermore, around 2.5 million engines were manufactured. Also the commercial vehicle production has not completely stopped; about 70 buses were produced in 2014. The domestic Hungarian automotive industry is characterized by a strong presence of subsidiaries of foreign companies, which employ around 80% of all workers in this sector and whose production value represents 90% of revenues achieved be the whole automotive industry in Hungary. The structure of automotive production in Hungary has been continuously changing during last years. In 2011, the ratio of automotive components value to complete vehicles value amounted to 51% t0 49% and in the first ten months of 2014 it changed to 45% t0 55%. The automotive industry is essential for the further development of the country. The high level of university education and the established R&D centers contribute to the development of the automotive industry in a wider sense. The intellectual capital contributes to a growing number of R&D centers established in Hungary. Most of the automakers try to involve the Hungarian universities and research institutes into their R&D and innovation activities. The Hungarian government strongly supports the establishment of innovation centers hoping that Hungary will become the regional innovation center of the vehicle industry. Furthermore, the automotive sector is a driving force for other branches of the Hungarian economy. In recent years the positive developments in such MEM industries as manufacturing of basic metals and fabricated metal products, manufacturing of electrical machinery as well as installation and repair of industrial machinery and equipment were recorded in Hungary. 4

1.1. PRODUCTION OF VEHICLES Car production is one of the most important industry segments in Hungary. With 431,936 passenger cars and light commercial vehicles produced in 2014, Hungary is one the leading countries in the region of Central and Eastern Europe in terms of number of cars manufactured per capita. After the production slump in 2009, resulting from the global financial crisis, Hungarian automotive industry recovered slowly, increasing its car production by 2-7% from 2010 to 2012. The year 2013, when the production rose by 33%, was a breakthrough, mainly due to the new investments of Audi and Mercedes, but also due to growing demand on Suzuki cars. In 2014, the growth rate was even higher than in 2013 and amounted to almost 36%. This result could be achieved mainly thanks to significant production increases of Audi (135,232) and Mercedes (150,000). On the other hand, the number of Suzuki cars manufactured in Hungary in 2014 declined to 146,704 units. Table 1 Production of passenger cars and LCV (in units) Suzuki Mercedes Audi Fiat Total Change y/o/y 2012 156,070 40,000 33,553 8,857 238,480 +6.56 2013 161,106 109,263 42,851 4,637 317,857 +33.28 2014 146,704 150,000 135,232 0 431,936 +35.89 Sources: OICA, own sources and estimations Comparing the revenues, Audi Hungaria Motor Ltd. was the largest company in the automotive industry and the second largest in the whole Hungarian economy in 2013. It generated EUR 5.9 billion revenues. Further significant automotive companies were Mercedes-Benz Hungary (revenues in 2013: EUR 2.1 billion) and Suzuki EUR Ltd. (revenues in 21013: EUR 1.6 billion). The major car manufacturer operating in Hungary is Magyar Suzuki Zrt., which is a part of Suzuki Corporation. In 1991, the Japanese company established its factory in Esztergom, a city located 50 km from the capital Budapest. The slogan This is our car emphasized the high (more than 50%) share of local, Hungarian suppliers in the production process. In 1992 the company launched Suzuki Swift model, a car dedicated to middle class that happened to be a great success. The expansion of the plant in Esztergom finished around 2007, when the factory had three-shift operation, hired 3,100 workers and manufactured over 200,000 cars per year. The peak year was 2008 with production around 280,000 units. After the European car market deteriorated significantly in 2009, the production volume decreased steadily reaching 171,700 vehicles in 2010, 168,555 in 2011 and 156,070 in 2012. In 2013, the negative trend was stopped and the number of cars manufactured in Esztergom rose to 161,106 pieces. In 2014, there was again a drop in production and Suzuki lost its leading position in Hungary in favour of Mercedes. Since its foundation, the company has produced more than 2.5 million cars. The Swift was followed by several other models: Sedan, WagonR +, SX4, Swift2, Splash and from 2014 the S-CROSS. Suzuki produced also cars under the brand names of Opel and Fiat: e.g. Splash (Opel Agila) or SX4 (Fiat Sedici), however these models are no longer manufactured in the plant in Esztergom. The Magyar Suzuki Zrt. is the country's 14th largest company in terms of sales revenues which account for around EUR 1.5 billion per year. 95% of the revenues come from exports. In addition to Suzuki, Opel has also played a major role in the history of car production in Hungary. General Motors Automotive Distributors Ltd. was founded in 1992 in Szentgotthárd as an assembly and engine manufacturing subsidiary. In March 1992, the first Opel Astra produced in Hungary rolled off the line. The domestic production of the Opel car lasted six years till 1998. During this period about 85,000 vehicles were assembled. After the closure of the assembly plant the production of car engines became the main profile of the company. The majority of car engines manufactured in Szentgotthárd are exported to the USA. In 2013, Opel extended its production capacity and due to an investment of EUR 700 million opened a new engine plant in Szentgotthárd. The new factory is one of the most modern facilities in Europe and specializes in production of 1.6 liter petrol and diesel engines. Since 2014, it manufactures also small 1.0 liter gasoline engines. 5

Another relevant market player - Audi Hungaria Motor Kft. was established in 1993 in Győr. Since that time the company has developed into the world's biggest engine producer. Currently, it supplies the brands of the entire Volkswagen Group. The assembly of the Audi TT model was added to engine production in 1998. In September 2010, Audi announced the expansion of vehicle production in its Hungarian plant. Within two years, Audi constructed a complete production plant equipped with press shop, body shop, paint shop and assembly lines, covering floor space of more than two million square meters at its site in Győr. The company invested a total of over EUR 900 million in infrastructure, buildings and innovative production equipment. Audi Hungaria Motor Kft. has created 2,100 additional jobs as a result of the plant expansion. The new factory was officially opened in June 2013. As a result of the development, four different Audi models are completely produced in Győr: Audi TT Coupé, Roadster, A3 Cabriolet and A3 Sedan, which is one of the most popular models of this manufacturer. It is expected that new plant will produce approximately 125,000 cars annually. After the expansion project, Audi (including its own headcount, suppliers and service providers) employs over 15,000 people in the region of Győr. In 2008, Daimler-Benz announced the establishment of a new car manufacturing plant, producing new generation of Mercedes A and B-class models in Kecskemét, Hungary. The production in Mercedes Benz Manufacturing Hungary Kft. in Kecskemét started officially on 29th of March 2012. After less than three months of manufacturing, the plant produced 10,000 units of the B-class Mercedes. Because of the high demand for the B-class, number of employees grew from the originally planned 2,500 to 3,000 by the end of 2012. In 2013, Mercedes produced more than 100,000 cars. In 2014, the company became the largest car producer in Hungary overtaking the previous leader, Magyar Suzuki Zrt. The above mentioned investments radically changed the structure of the Hungarian automotive industry, which had been previously dominated by production of trucks and buses. One of the two former truck factories Csepel Autógyár was liquidated. The second one, Raba Group, has changed its production profile and has mainly concentrated on manufacturing of chassis. Currently, Raba Group plans to restart the production of military trucks, however, this project has not started yet. Ikarus was the flagship of bus production in Hungary for decades. In the seventies the company manufactured 10-12 thousand buses yearly. After the political and economic changes in 1989-1990 Ikarus lost its markets, its financial situation became uncertain and at the beginning of the last decade the factory was closed. Several attempts have been made to renew the bus production under the brand Ikarus but without success. Today, there are several smaller enterprises operating on the site of the former Ikarus factory (ARC-Ikaros, Magyarbusz etc.) including one manufacturer of buses. This company is Kühne Kravtex, a joint venture established by Raba Group and Kühne Mezőgazdasági Gépgyár, which produces buses under the brand name Credo. Another major player in the market was the company NABI (North American Bus Industry), which was founded in 1992. The factory produced about 8,000 buses yearly. Buses were exported mainly to the USA. In 2013 NABI ceased its activity in Hungary. Figure 1 Production of buses (in units) 2012 323 2013 105 2014 70 Sources: OICA According to the last, however non-confirmed news, Volvo is considering starting bus production in Hungary. 6

2. Automotive Suppliers, OEMs The presence of several big car manufacturers such as Suzuki, Opel, Audi and Mercedes boosted investments of numerous multinational automotive suppliers that decided to establish their subsidiaries and manufacturing plants in Hungary. Parallel with the expansion of foreign investors many small and medium-sized Hungarian enterprises have been created in order to supply the automotive companies. Many of them started their activity as cooperation partners of the major car producer operating in Hungary, Magyar Suzuki Zrt. Currently, almost all the world's largest auto parts manufacturers are present in Hungary. They produce very wide range of car parts and components from car engines through harnesses, mirrors, seats and brakes to the electronic modules. As it was stated above the biggest car engine manufacturers operating in Hungary are Audi and Opel. The largest automotive supplier operating in Hungary is Bosch Group, which runs nine factories in the whole country. Two biggest production plants of the group are located in Hatvan and in Miskolc. The factory in Hatvan, Robert Bosch Elektronikai Kft., manufactures control units for automatic transmissions, ABS, airbags, electro-hydraulic servo steering, body electronics, on-board computers, ESP, complete dashboards and radar sensors. The production plant in Miskolc, Robert Bosch Energy and Body System Kft., is specialized in such components as: starter motors, relays, electric drives, air conditioners and electric motors wiper systems. Other important international players with presence on the Hungarian market are i.a. Continental (vehicle electronic components and microelectronic circuit modules), Lear Corporation (harness manufacturing, stitching of upholstery, seat assembly), LuK Savaria (clutches, clutch discs), Denso (diesel engine related parts and system control components), Harman (loudspeaker systems and microphones for the automotive industry), Delphi (electronics and safety components, diesel control modules, automotive connection elements), BorgWarner (turbochargers, clutch and exhaust components) and SMR (external and interior rear-view mirrors and blinkers). Mergers and acquisitions of multinational automotive suppliers have significant implications on the Hungarian market. Recently, after the acquisition of ZF Friedrichshafen by Bosch Group, the Hungarian factories of the company became a part of Bosch Group. According to the latest news the next important transaction on this market will be purchasing of the US company Eagle Ottawa by Lear Corporation. Eagle Ottawa has also production plants in Hungary, which will be probably taken over by Lear Corporation as a part of the deal. Three international manufacturers of tyres operating in Hungary are Michelin Tire Hungaria Kft. (located in Nyíregyháza), Bridgestone Tatabanya Ltd. (located in Tatabanya) and Hankook Tire Hungary Kft. (located in Rácalmás). Furthermore, the plant of Apollo Tyres is currently under construction in Gyöngyöshalászi. The production will begin in early 2017. The new factory will be able to produce seven million units of tyres per year. Taking it into account, approximately 32 million tyres yearly will be manufactured in Hungary by 2017. Furthermore it is said that the Japanese company Sumitomo plans to build a rubber production plant and logistics hub in Hungary. 7

2.1. STRUCTURE Total production value of the Hungarian automotive industry amounted to over EUR 21 billion in 2014 and was higher by 23% than the production value in the previous year. 3. MEM industry in general MEM sector plays an important role in the Hungarian industrial production. In 2014, the share of MEM industries, including manufacturing of transport equipment in total manufacturing output of Hungary amounted to 60.5%. The share of the MEM industries, excluding production of transport equipment, amounted to 33.1%. MEM sector plays a substantial role in the country s exports. In Hungary there are around 15-16,000 enterprises operating in MEM industries. The majority of them are small companies employing less than five persons. Table 5 Production of MEM industries in Hungary, 2012-2014, million Denomination 2012 2013 2014 2014/2012, (2012=100%) Manufacturing of basic metals and fabricated metal 5,531 5,445 5,762 104.2 products Manufacturing of computers, electrical and optical 11,103 9,374 8,775 79.0 equipment Manufacturing of electrical machinery 3,090 3,134 3,286 106.3 Manufacturing of machinery and equipment 6,093 5,934 6,096 100.0 Manufacturing of transport equipment 15,370 18,191 21,596 140.5 Installation and repair of industrial machinery, 2,001 2,022 2,130 106.,4 equipment MEM total 43,188 44,100 47,645 110.3 Manufacturing total 74181 72,307 78,737 106.1 MEM/manufacturing, % 58.2 61.0 60.5 104.0 Sources: Hungarian Central Statistical Office The largest MEM industry is manufacturing of transport equipment. Between 2012 and 2014, its value increased by more than 40%. As a consequence the share of this segment in the whole MEM sector rose from 35.6% to 45.3%. The significant growth in production of transport equipment was achieved mainly due to the large investments in the automotive industry. Manufacturing of computers, electrical and optical equipment remained the second largest segment of the Hungarian MEM sector, although its value fell by more than 20% since 2012. Other important industries like manufacturing of machinery and equipment as well as manufacturing of basic metals and fabricated metal products remained quite stable in the last years. In 2014, the total export value generated by the Hungarian MEM sector amounted to almost EUR 41.6 billion. It is noticeable that the rate of export is very high in MEM industries in Hungary. In 2014, it achieved a level of 87.2% in the whole sector. Moreover, the ratio of export per production was above 90% in two largest MEM segments, namely in manufacturing of transport equipment and in manufacturing of computers, electrical and optical equipment. The lowest share of export per production was registered in 2014 in manufacturing of basic metals and fabricated metal products (61.1%) as well as in installation and repair of industrial machinery and equipment (64.3%). 22

It is worth mentioning that recently the railway vehicle producers Stadler AG and Hungarian State Railways have restarted their production. The role of electronics industry (manufacturing of computers, electrical and optical equipment) in Hungary has diminished in the last years. The decline between 2012 and 2014 was i.a. a result of the closure of Nokia mobile phone manufacturing plant in Komarom. In 2013, the largest companies in electronics industry operating in Hungary were Samsung Electronics Co. (revenues: EUR 2.3 billion), Flextronics International Ltd. (EUR 1.6 billion) and PCE Paragon Solutions (EUR 1.2 billion). The largest local company, Videoton, formerly big producer of television sets, manufactures currently electronic parts and components, i.a. for Philips. Its annual turnover in 2013 amounted to EUR 382 million. A new player in this industry is Huawey Technologies Hungary Ltd., which specializes in assembly of mobile phones and tablets. The value of production of machinery and equipment remained stable in recent years. The largest company in this industry operating in Hungary is General Electric CEE Holding Ltd. producing mainly turbines. The turnover of General Electric CEE Holding Ltd. accounted for EUR 5.7 billion in 2013. Currently, it is the third largest company in Hungary. Other important manufacturers in this segment are: the Danish-owned company Grundfos Pumps Ltd (revenues: EUR 432 million), Claas Hungaria (EUR 133.7 million), Hauni Hungária (EUR 132.8 million), Trash Robotics Ltd. (EUR 118.6 million) and FAG Hungary Kft. (EUR 109.9 million). The metalworking industry (manufacturing of basic metals and fabricated metal products) showed a growth of 4.2% between 2012 and 2014. The largest companies in this field are producers of aluminium constructions and components: Alcoa Köfém Ltd. (revenues: EUR 530.8 million), Sapa Profiles (EUR 256.2 million) and Nemak Győr (EUR 149.6 million). Manufacturing of electrical machinery is one of the minor MEM industries in Hungary. Its growth in 2014 was lower than the average growth of the Hungarian MEM sector. Main players in this area are: Electrolux Refrigerator Factory Ltd. (revenues: EUR 965.6 million), Prysmian MKM Hungarian Cable Works Ltd. (EUR 242.9 million) and Günter Tata Refrigeration Ltd. (EUR 105.9 million). The revenue of installation and repair of industrial machinery and equipment is the sub-sector of MEM industry and with less than 5% share in the whole sector. This business area is dominated by local Hungarian companies including small engineering enterprises, which are often specialized in installation and repair of certain machine types. The government supports the investments of industrial companies considering entering the Hungarian market. The level of support depends on the project size, location and number of employees. Moreover the government encourages existing investors to extend their investments. There are more than 40 strategic cooperation agreements sign between the Hungarian government and the largest foreign investors, including such companies like Mercedes, Opel, Audi, Suzuki, Siemens, Bosch, Knorr-Bremse, Ericsson, Nemak and Jabil. 23

MEM is the fastest growing industry sector in Hungary. It includes both large multinational companies and numerous small and medium local enterprises. There are various business opportunities for foreign companies, including sales of hightech products and providing advanced services, especially in such sectors like plastics industry, packaging industry, textile and food processing equipment manufacturing. The role of Swiss companies is still rather moderate; however, the current situation should encourage Swiss manufacturers to increase their presence on the Hungarian market. Especially companies, which are able to offer niche, innovative products and tailor-made solutions, can benefit from the positive developments in the sector. Import statistics presented in the table below show that Germany is a leading supplier of tools and machines to Hungary. The government's strategic aim is to supply the population and the industry with cost-efficient energy. In this spirit a loan agreement has been sign with the Russian government to expand the existing Paks Nuclear Power Plant with two new reactors. The nuclear Power Plant will be built by the Russian Rossatom. The contract is criticized by the opposition parties and will be run under the supervision of the EU. It can be expected that Western European and American energy companies will also take part in the development of the Hungarian energy sector. At the same time there is a strong pressure to increase the use the energy from renewable sources which has slowed down in recent years in Hungary. Furthermore, it is worth to mention that EU supports the linking of energy systems of Eastern European countries.
